There have been many reports of countries cutting diplomatic ties with Qatar.  We’ll leave the speculation to the media, we want to break down what it means for operators and aircraft owners.  Just the facts.

Saudi Arabia, Egypt, Bahrain, UAE, Libya, Yemen, Maldives, and Mauritius have all cut diplomatic ties with Qatar.

As of now, only Saudi Arabia, Bahrain, Egypt, and UAE have placed flight restrictions on flights to/from Qatar. No known restrictions (beyond those known for Libya and Yemen anyhow) for the remaining countries mentioned in reports.

The new regulations are quite clear. You cannot overfly or land at any airport in Saudi Arabia, Bahrain, Egypt, or UAE with a Qatari registered aircraft. If you have a non-Qatari registered aircraft, and need to operate to/from Qatar and use the mentioned countries airspace you’ll need special approvals from the authorities below:

NTAA/Tahiti The airport is open again as of Monday morning local time, after closing due to flooding after torrential rains, but many taxiways remain flooded. Expect delays in handling and tech stops.

KZZZ/USA Announced yesterday and expected to come into force this week, is an immediate ban on US visas (and therefore US travel) for citizens from 7 countries: Iraq, Iran, Syria, Yemen, Sudan, Somalia and Libya. This is distinct from the Visa Waiver Program ban in effect since January 2016.

GBZZ/Gambia FSB Risk Level changed from Level Three to “No Warnings” on Jan 24. New president has taken power. Parliament revoked State of Emergency. Situation calm.

SBZZ/Brazil In the last bulletin we had a headline about a Boeing 767 shot on approach in Brazil. A bullet was found lodged in the wing. Some updates to that story are here, and safeairspace.net’s Brazilpage is updated.

VZZZ/Southeast Asia Don’t forget it’s New Year in Asia this weekend. Travel-related delays and government office and business interruptions will peak 27 Jan to 01 Feb, and could last longer in Taiwan, Vietnam and China, where the holiday will be celebrated through 02 Feb.

EDDB/Berlin Brandenburg will now not open until 2018, as they found more problems with the fire system this week. This is a recurring story, which dates back to 2012. So, for the foreseeable, you’re stuck with Tegel and Schoenefeld.

LTFJ/Sabiha Gökçen (Istanbul) Due to insufficient capacity at LTFJ, applications for individual non-scheduled flights will be refused, and private/charter flights can only be operated at “non-busy hours”.

KBPI/Palm Beach is going to see some new TFR restrictions due to the proximity of Donald Trumps Mar-a-Lago estate. If operating when he’s down here, you’ll have to depart from a gateway airport to PBI – those are TEB, HPN, IAD, MCO and FLL. NBAA has the details.

LSGG/Geneva EBACE is on from Monday, 22 May through Wednesday, 24 May 2017. Now would be a good time to get those slots booked if you’re planning to head over.

LFMN/Nice has a new procedure where ATC will alert crews to windshear.

MSLP/San Salvador‘s only runway 07/25 will be closed from 1600-1700 each day until Feb 3rd.

VGHS/Dhaka The UK Department for Transport (DfT) announced today that it recently carried out assessments of security at Dhaka International Airport. Following this, the DfT has assessed that security at Dhaka airport does not meet some international security requirements (they haven’t said which).

OMAD/Abu Dhabi (Al Bateen) is hosting the International Defence Exhibition in February, so will not be available to IFR traffic daily between 0600-0800Z until Feb 23rd. There are also restrictions on using it as an alternate.

DNAA/Abuja The latest on the Abuja closure is that it will be completely closed to all traffic from March 8th – April 19th.

SKCG/Cartagena‘s only runway 01/19 is closed daily 0530-1100Z until Feb 6th.

NVZZ/Vanuatu Health authorities have declared a dengue outbreak following a large increase in suspected cases in December 2016 and January 2017. Protect yourself against mosquito bites

WSZZ/Singapore is implementing the new ICAO SID/STAR phraseologies from March 2nd. Read AIP SUP 29/17.

LIRF/Rome Fiumicino is working on 16R until March, so 25 will be used for deps and 16L for arrivals. This means delays, especially if you want 16L/34R for departure – they say up to a 60 minute taxi time.

UKZZ/Ukraine amended the military boundaries of its airspace on Monday Jan 23rd, identifying the Donbas conflict zone region as a separate area. More details here.

Updated SafeAirspace Risk Map 

18JAN We have updated SafeAirspacewith information for Aircraft Operators on The Gambia, North Korea, Brazil, Ukraine, and Turkey.

GBZZ/The Gambia State of emergency declared on 17th January. Foreign citizens being evacuated. Banjul International Airport (GBYD/BJL) and land borders remain open, for now. More at safeairspace.net/information/the-gambia.

UKZZ/Ukraine Flight Service Bureau has issued an updated summary for Ukraine’s airspace. There are two risk issues in Ukraine. First: arms fire. Including MH17, multiple aircraft (the others all military) have been shot down since the beginning of the Donbass region war in 2014. The 10th ceasefire was declared in December 2016, but not holding. This risk is contained within the Dnipropetrovsk FIR – UKDV. The second issue affects the Simferopol FIR which is Disputed Airspace. (Ukraine:UKFV, Russia:URFV). In March 2014, Russia annexed Crimea. The ATC Center is in Simferopol, Crimea, and is now run by Krymaeronavigatsiya. Russia claims the airspace. Ukraine refuses to recognise the change, and asks crews to talk to Ukrainian controllers in Dnipro/Odesa ACC instead of Simferopol ACC. Four routes are approved by EASA through the high seas portion of the airspace.

KIAD/Washington and area airports – guaranteed busy during the Presidential Inauguration this Friday, Jan 20. Updated restrictions here. Departure slots required for aircraft departing IAD between Friday, Jan. 20 and Sunday, Jan. 22. Departure slots can be obtained through an IAD FBO of choice (Ross Aviation or Signature Flight Support). Slots will be divided equally between the two FBOs at IAD.

VZZZ/Southeast Asia Lunar New Year holiday season, which falls on 28th Jan. Travel-related delays and government office and business interruptions will peak 27 Jan to 01 Feb, and could last longer in Taiwan, Vietnam and China, where the holiday will be celebrated through 02FEB.

BGBW/Narsarsuaq A seasonal reminder that if you’re planning to use Narsarsuaq as a destination, alternate, or enroute alternate outside of the operating hours (MON-SAT 1000-1900z daily until 03APR), you must contact the airport in advance to apply for them to stay open for you:

EKCH/Copenhagen A copy of the AOC must accompany fuel release or expect an MOT charge of approximately $1.70 USD to be charged. Next destination must be shown on the fuel release or expect delays.

EGPH/Edinburgh, Scotland Until Apr 1st, you will need PPR to operate to Edinburgh, due to reduced parking capacity.

RPLB/Subic Bay will be closed for maintenance bewtween 0100-0800z until January 20th.

SKZZ/Colombia New Tower and ACC for Bogota. From 16th Jan – 15th Feb moving of Bogota’s ACC will take place. ATS/AIS/COM/MET/ATFM services transition process should not affect operations, however, due to the large change extent foreseen, some failures might occur in the process.  AIC 1/17 outlines contingency procedures in place

SVZZ/Venezuela has closed its land borders with Colombia and Brazil periodically in the last 12 months. Border closures occur frequently, often with short notice. The Venezuelan government will withdraw the 100 bolivar note (VEF 100) from circulation as of 20 January 2017.

LYBA/Beograd If you have any outstanding navigation fees in Serbia, better get them paid, or they’ll add a 9.88% interest charge.

HSSS/South Sudan Flight Service Bureau has issued an updated summary for South Sudan’s airspace: Conflict Zone. South Sudanese Civil War since 2013. The security situation in Juba has been relatively calm since the July 2016 crisis. Daily reports of fighting throughout the rest of the country. The security situation is especially unstable in the Equatorias in the south. MANPADS risk to overflights. In addition, the South Sudanese army has declared intention to shoot down Aircraft without permits. Most Authority guidance recommends min FL260. We think FL300 is a better minimum for overflights.

ZKKP/North Korea Flight Service Bureau has issued an updated summary for DPRK North Korea’s airspace: The level of tension on the Korean peninsula can change with little notice. Multiple missile launches in 2016, increasingly without prior notice to ICAO. The range of these has increased – previously safe airways B467 and G711 are now at risk. Over 1000 reports of GPS jamming issues reported by operators in the vicinity of the North/South Korean border. SFAR79 prevents US operators from operating west of 132E, other Authorities restrict operationseast of that line.

KZZZ/USA [blur] Effective November 29th, 2016, all citizens or nationals of the People’s Republic of China (PRC) who have been issued a 10-year B-1, B-2  or B1/B2 (tourist/business) visa will be required to apply for Electronic Visa Update System (EVUS) approval prior to traveling to the United States. EVUS is a web based system that determines the eligibility of visitors with a valid 10-year visa to travel to the United States and is valid for 2 years or until the traveler’s visa or passport expires.[/blur]

NZZZ/New Zealand [blur]All airports are operating normally after the 7.5 earthquake last Monday, travel in the northern part of the South Island remains extremely difficult.[/blur]

AYPM/Port Moresby [blur]has been having ongoing issues with HF. The story is that the HF station where the transmitters are located, has been regularly vandalised, and some gear stolen. Therefore, they are building a new site and expect to have that running by the end of 2017 – in the interim, they are restoring a smaller HF station at ‘8 mile’. [/blur]

RPLL/Manila [blur]We’ve had several more reports of GPS problems in the Manila FIR, especially on approach to and departure from Manila itself. If you plan to lose GPS, then that’s probably a safe place to start from.[/blur]

BKPR/Kosovo [blur]On 13NOV, authorities in Kosovo announced that the International Telecommunication Union will give Kosovo its own international dialling code, +383, on 15 December. Previously, Kosovo used the dialling codes of Serbia, Monaco and Slovenia – paying approximately 217 million USD for that.[/blur]

Updated Canada requirements 09NOV From tomorrow, November 10, an eTA is now mandatory for flights to Canada (for most people), and there’s an update to flying to Canada with a previous conviction. Read the article.

BIKF/Keflavik Long a destination for flight certification testing (because it’s cold and windy), will not accept test flights until February next year, thanks to runway renovation work.

LTBA/Istanbul At about 0100 local time on 6 November, two people on a motorcycle opened fire outside Istanbul Ataturk International Airport, prompting a temporary closure. Reports indicate that authorities apprehended both suspects and did not find additional weapons or explosives on their persons. Officials briefly placed the airport on lockdown but reopened the facility at about 0130. The incident reportedly did not affect flights, and the gunfire harmed no civilians or police officers.

CZZZ/NAT Region The FAA has recently determined that time estimates provided by pilots in oceanic CTAs are less accurate than expected, particularly when adverse weather causes pilots to deviate from the planned course. These inaccurate estimates can compromise the separation of aircraft. Have a read.

YMML/Melbourne Be aware of recent hoax ATC calls. Someone with a handheld radio has been making “go-around” transmissions on the Tower frequency, and at least one aircraft has responded. Airservices says there have been 15 such transmissions in the last few weeks.

CZZZ/Canada The NBAA has issued useful updated info for flying to Canada with previous convictions – Canada is known for refusing entry based on DUI charges. Today, November 9, is also the last day that you can enter Canada without an eTA.

PWAK/Wake Island – an ETOPS alternate – is closed on 11NOV for Veterans Day. They do say they will attend with 30 mins notice, so maybe two ETOPS circles are required for that day. Check other US ETOPS alternates on this date also.

UCZZ/Kyrgyzstan Since 4 November, if you’re staying for longer than 5 days, you must register with the local authorities.

PKMJ/Majuro is downgraded to Cat 6 until November 23, which may affect some operators using this as an ETOPS alt.

EGNX/East Midlands airport has some weekend closures for the next six weeks.

VIZZ/India announced on 8 November that 500 and 1,000 rupee banknotes will cease to be legal tender as of 0000 local on 9 November 2016.

EVLA/Liepaja (one of Latvia’s three international airports) is now closed to all operations. They say they will be open again in Spring 2017. Fingers crossed.

LAZZ/Albania has been experiencing heavy rains, high winds and flooding throughout the country, causing road blockages, school closures, and disruptions in ferry services. The army has been mobilized for rescue and relief operations.

LFLL/Lyon If you’ve been using LFLL as an alternate at weekends, you’ll have to cut that out from December 10th, they don’t want weekend diversions of non-sched flights.

EGKK/Gatwick has advised of a new series of rail strikes that will run through to January next year.

MHTG/Central America FIR reminds operators that a CENAMER notification by AFTN is required for all flights planning to enter the airspace.

MTZZ/Haiti The US has published updated advice for Haiti: U.S. citizens are advised not to travel to the southern peninsula of Haiti, commonly referred to as the “southern claw.” The U.S. Embassy has currently banned unofficial travel to the southern peninsula and allows official travel only after consultation with its security office. There is widespread devastation throughout the southern claw with the most affected areas on the western tip of the peninsula. Travelers can expect difficult travel conditions with roads made impassable by landslides, damaged roads, and bridge failures. There is also widespread damage to buildings and infrastructure, including gas stations and cell towers, loss of electricity, and shortages of food and potable water. U.S. citizens who choose to travel to the southern claw in spite of these risks should carry sufficient water, food, fuel, and medicine to last longer than their anticipated stay. The security environment around the southern claw is fluid and uncertain.

LFOB/Paris Beauvais is closed overnight from 2200 to 0600Z, for 14-25 November inclusive, due to stuff.

HAZZ/Ethiopia On November 8, the Command Post – the body tasked with implementing Ethiopia’s state of emergency – lifted the restriction imposed on foreign diplomats, which restricted them from traveling more than 25 mi/40 km outside of Addis Ababa. The Command Post also lifted and revised several other state of emergency provisions; however, the changes are minor and are not likely to affect the current situation. The curfew and communication restrictions remain in place

NFTF/Tonga Fua’amoto (the main airport) has new operating hours – these are, in UTC: 1600 SUN TO 0530 MON, 1025 MON TO 0800 TUE, 1600 TUE TO 0530 WED, 1000 WED TO 0800 THU,0900 THU TO 1200 THU, 1600 THU TO 0530 FRI, 1600 FRI TO 0800 SAT. They’ll accept div traffic outside these hours, call +676 22 608 – but prefer no surprises on Sundays.

OMAA/Abu Dhabi will see heavy traffic for the Grand Prix on November 27, avoid if possible.

SBZZ/Brazil The office that processes Foreign Civil overlight and landing permits has updated hours of operation: Mon-Fri 1230Z-2230Z.

SBCT/Curitiba airport would like 4 hour PPR notice for non-scheduled flights, and request that you call them on 55-41-3381-1478 to arrange that.

SPJC/Lima, Peru has an upcoming APEC meeting 14-21 November, with a decent increase in traffic expected, and a few restrictions. They’ve also warned pilots to pay attention to radios and transponder codes to avoid them sending up the jets – good advice.

TVSV/ET Joshua Airport is closed due to flooding.

VECC/Kolkata Radio has a new HF frequency: 8861, with hours 1330Z-0130Z. Use this if 6556 or 10066 isn’t working for you.

CZQX/Gander is going to auto-send you a “Confirm Assigned Route” message from 01DEC, on entry into their OCA – if you are FANS 1/A equipped. If you’re not sure how to feel about that, read our previous article.

LCCC/Nicosia There’s a good deal of mil activity – UN, and Russian – in the Cyprus region at the moment. Read the LCCC and surrounding FIR Notams carefully. Oh, and if you’re not up to date on your Greek-Turkish FIR dispute, add LGGG and LTBB to that. As 2016 draws to a close, enough regional history has been published for an entire novel. This weeks Notam series covers the 1923 Lausanne Peace Treaty.

NZZC/New Zealand published a change to SID procedures today, and our brain hurts. We’re not sure if this is related to the 10NOV ICAO SID/STAR changes, or .. something else. If you’ve got it deciphered, let us know. THE STANDARD INSTRUMENT DEPARTURE (SID) SPECIFIES IN BOTH DIAGRAMMATIC AND NARRATIVE FORM ANY OF THE FOLLOWING: THE DIRECTION OF TURN, HEADINGS, TRACK, DISTANCES, SIGNIFICANT POINTS AND ALTITUDE REQUIREMENTS. WHERE TRACKING TO OR FROM A NAVIGATION AID IS NOT POSSIBLE, DESIRED TRACKS ARE SHOWN AND DUE ALLOWANCE FOR WIND IS TO BE MADE. OEZZ/Saudi Arabia has issued an extension of the policy that requires all aircraft with a destination in Yemen to first land in OEBH/Bisha – through to 08FEB next year. The only exceptions are the UN, Red Cross, and MSF.

VHHK/Hong Kong is going to move to a new ACC and ATC Tower towards the end of this month. There will be delays. The actual date hasn’t yet been notified, we’ll let you know when we hear.

Sharm El Sheikh reopens 03NOV  HESH/Sharm El Sheikh, Egypt has reopened to international traffic, with a number of airlines starting services again on 01NOV. However, there are conflicting views on security at the airport, depending on your state of registry. Read article.

New ICAO Phraseologies 03NOV From 10NOV, new international aviation phraseology for SIDs and STARs is effective, but there’s a problem. Read article.

OEJN/Jeddah, Saudi Arabia On 27OCT, Saudi Arabia intercepted and destroyed a ballistic missile launched from Houthi-controlled territory in Yemen. The Houthis confirmed the launch via the Saba news agency, saying that the missile was targeting Jeddah International Airport (OEJN), not the holy city of Mecca, as some other news reports had claimed.

EHEH/Eindhoven has new procedures for PPR effective 30OCT – if you’re flying there, get PPR direct from the airport. You can read all the info on their new GA page. Oh, and there’s now a fee. €300 for PPR for a 21 ton aircraft, for example.

FAZZ/South Africa Reports this week suggest that foreign nationals entering South Africa through any port of entry should expect delays up to four hours due to a new enhanced security measure that requires the capture of fingerprints and a photograph. OR Tambo in Jo’burg seems to be the worst offender.

BGKK/Kulusuk has updated opening hours: 1100-1900Z Tuesday to Saturday. They ask for 3 hours minimum notice PPR.

PLCH/Christmas Island Fuel is in short supply, notified as being only available for Scheduled service and emergency flights. PLCH is often used on Pacific crossings as an alternate, so any diversion would be considered an ‘emergency’, but check before actually planning a tech stop.

LEZZ/Spain Previously notified fuel strike now appears to be one provider only, so it looks like impact minimal.

DGAA/Accra ATC is having a few VHF issues, primarily on 126.7 – if you can’t reach them, call HF 8903 instead.

EDDT/Berlin Tegel will be busy 14-18 NOV due to state visits, they won’t accept GA/Private traffic during this time, but you can check specifics with them at vvd-txl@berlin-airport.de

HLLS/Sabha, Libya The airport has been closed for over 2 years due to fighting in the area. A new Notam has been issued which officially extends the closure period to 26DEC, as talks continue between the authorities and local groups to find a way to re-open the airport.

LYBE/Belgrade Jet A1 not available through the airport fuel service provider until the end of the month. Make sure you get a confirmed fuel release through a third-party fuel provider before operating here.

LTZZ/Turkey On 29 October, the US Department of State ordered the departure of family members of employees posted to the US Consulate General in Istanbul due to security information indicating extremist groups continued aggressive efforts to attack US citizens in Istanbul. US Operators should consider ops into airports in Turkey carefully.

OMDB/Dubai Traffic was stopped for approx 1.5 hours on 29OCT due to a drone. The Airport closed from 1930-2050 LT, and some flights were diverted. OMSJ/Sharjah was also briefly closed due to the same drone. Unauthorized drones have halted airport operations in Dubai twice in recent months.

GMZZ/Morocco is busy from 4-20NOV, GA and non-sched traffic will see restrictions. Check their Notam A0896 from 01NOV. If you’re part of the event, put RMK/COP22 in your FPL. No long stays will be allowed.

WSSL/Singapore Seletar We’ve received crew reports of challenges with visual approaches into Seletar (there are no instrument approaches). There are unlighted obstacles on the approach to Runway 21. After dark, approaches are only possible to Runway 03. More importantly, noise rules will soon demand a challenging base turn, greater than 5 degrees, to a half-mile 3.5 degree final, to a 1% down slope runway. LGZZ/Greece There will be a ferry strike between the Greek mainland and all Islands on 24NOV. No services will operate that day.

FTZZ/Chad Reports of nationwide public service strike including Airport operations at N’Djamena. The unions stated that the strike will persist until the government pays overdue wage arrears.

VTZZ/Thailand is in a period of mourning following the death of His Majesty, King Bhumibol on 13 October. This is a time of deep sorrow for Thai people – refrain from any behaviour that may be interpreted as festive, disrespectful or disorderly. Abide by local laws and respect Thai customs. There may be some disruption of commercial and public services during the mourning period, especially during the first 30 days (until 13 November). Tourist attractions are open with the exception of Wat Pra Kaew (Temple of the Emerald Buddha) and the Grand Palace in Bangkok. Expect traffic disruptions and heightened security around these areas as people pay their respects to the late King.

DTZZ/Tunisia extended the state of emergency on 18OCT, set to expire, by three months. The state of emergency went into effect following a series of terrorist attacks in 2015 and has been extended multiple times.

ORBB/Baghdad FIR Traffic entering from Baghdad FIR (ORBB) to Ankara FIR (LTAA) shall file their FPL as follows: NINVA-OTKEP-SRT at FL320 and above. NOTAM A4572/16 refers.

Solomon Islands There has been a confirmed outbreak of dengue fever in the capital city, Honiara; you should follow the advice of the local authorities and take steps to avoid being bitten by mosquitoes; you should take out comprehensive travel and medical insurance before travelling to the Solomon Islands

TXKF/Bermuda Due to maintenance, the Bermuda Radar system will be out of service on Friday. Recommended reroute to avoid airspace. New York Center overflight procedures will be in effect. Routes have been developed to provide limited non-radar service within the airspace. All departures from Bermuda will be held down at FL310.

OJAI/Amman, Jordan Runway 26L/08R will be closed for urgent pavement maintenance on these days in November:  01,08,15,22,29: from 0930-1330Z. The airport will not be available for either normal operations or emergency diverts during the closure period.

OEZZ/Saudi Arabia From 8 to 10 October there were several missile attacks reported near the Saudi / Yemeni border and the southern Red Sea.

ZZZZ/Worldwide Regulatory and voluntary bans on Samsung Galaxy Note7 smartphones is spreading as airlines and airport authorities around the world are announcing bans or restricted usage on the device, which has been withdrawn by Samsung after some devices caught fire. Ban notices are being issued primarily through airline online check-in pages, as well as via public announcements in airport terminals and onboard aircraft. The US Department of Transportation (DOT) was first to issue a total ban on taking the device on board, as a passenger or as air cargo, when it gave an emergency order Oct. 15 with FAA.The devices are being banned because of fire concerns, and the fallout following an incident involving a smoking smartphone on board a Southwest Airlines aircraft in Louisville, Kentucky on Oct. 5.

YZZZ/Australia will not be implementing the changes in the ICAO PANS-ATM (Doc 4444), as they say they haven’t had enough time to work on the safety case – ie. figuring out if these changes are dangerous in any way. In short, they won’t be saying “Climb via SID” or “Climb via STAR”, which are the new phraseologies.

TTZP/Piarco wins the award for most confusing AIC of the week, namely AIC03/16 issued on 13OCT. Titled “RVSM Implementation”, it appears that Trinidad is finally implementing RVSM in their airspace. But wait, they did that in 2005. So what’s new in this AIC? It’s a mystery. Take a look and see if you can spot it.

KLAX/Los Angeles 3 out of the 4 runways at KLAX have now been renovated. Runway 6R/24L reopened on 16OCT after renovations. Improvements to the fourth and final runway, 07L/25R, will begin OCT22 and continue until June 2017. This last runway will be partially closed until January, and then closed completely to allow for more extensive work to be done

FSIA/Seychelles Runway will be closed on Thursday 20 and 27 Oct between 1815-0245z and Friday 21 and 28 Oct between 1900-0215z. Can be opened in cases of emergency.

UHPP/Petropavlovsk Eruption in progress at Klyuchevskoy volcano (N5603E16038) near UHPP. Ash cloud reported at 0720z on 17 Oct from ground level up to FL300.

VVZZ/Vietnam Typhoon Sarika is forecast to bring hazardous sea and weather conditions to parts of northern Vietnam from around 19 October 2016; heavy rainfall could lead to flooding and landslides

KLAS/Las Vegas Because of the next presidential debate that will be held in Las Vegas on October 19, 2016, intermittent road closures will affect access to McCarran International Airport (LAS) between 4 pm and 10 pm on that date. The recommended route to the airport from the east side of the valley is westbound Flamingo Road to southbound Paradise Road. The recommended route to the airport from the west side of the valley is eastbound Tropicana Avenue to southbound Paradise Road.

OIIX/Tehran FIR The minimum safe level on R462 between DENDA and METBI has been raised to FL140.

KSFO/San Francisco has a new ATC Tower operational since Sunday last, located between Terminals 1 and 2. Per the local report, it “offers controllers a 650-square-foot work area with unobstructed 235-degree views of the airport’s runways and taxiways”. Hopefully there’s not much going on in the other 125 degrees.

OSZZ/Syria Russia’s only aircraft carrier, Admiral Kuznetsov, is nearing the end of a work-up period outside the port of Murmansk before heading for the eastern Mediterranean, reportedly to begin air operations against targets in Syria.

EGPK/Prestwick will be closed from midnight to 0400Z on 21OCT, due to a planned ATC power outage. ATC reachable during outage at +447917 424603.

RPZZ/Philippines Typhoon Sarika recently passed through the island of Luzon as a category 4 storm. Transportation routes, power and telecommunications systems could be affected in some areas. Other services that may be affected in these areas include emergency and medical care, as well as water and food supplies. If travelling to affected areas, exercise caution, monitor local news and weather reports, and follow the advice of local authorities.

Oceanic and remote procedures updated: 12OCT The FAA this week issued a significantly updated version of their “Oceanic and Remote Airspace” procedures document. There’s a lot of good stuff here, even if you’re not operating an N-reg. Take a look at the PDF.

Rome Airport to close Friday 12OCT A reminder that LIRA/Rome Ciampino will close fully from Friday, for two weeks, as a result of urgently required runway maintenance. You can use LIRF/Fiumicino instead, but with significant restrictions.

LLBG/Tel Aviv starts winter runway maintenance work on 01Nov until 17Nov – Runway 21 will become primary landing runway, associated restrictions, not available as alternate during this time – check AIC 3/16.

LOWI/Innsbruck starting December 14th, the airport will introduce parking restrictions for private flights every week from 1800Z Weds until 1800Z Sunday.

TXKF/Bermuda Tropical Storm Nicole is approaching, expect some disruption and check before using as an alternate over the next few days.

HAZZ/Ethiopia The Ethiopian government has declared a six month State of Emergency from 9 October 2016. While details of emergency arrangements are not formalised, measures to restrict communication, movement and political expression are expected. Carry identification, avoid all large gatherings and protests, monitor the media for details on the application of the State of Emergency and follow all instructions issued by local authorities.

SPIM/Lima radar will be off the air on Friday from 19-21Z for repairs, procedural control, expect enroute delays.

EGGX/Shanwick. An exercise to test to the Volcano eruption response is underway, you may see multiple references to an eruption in Iceland – it hasn’t happened, it’s just a test. Stand down. Katla is also back to code Green.

UZZZ/Russia Karymsky volcano in the Kamchatka peninsula is active with colour code Orange, check before operating.

OKAX/Kabul FIR continues to have comms issues in the north east portion of Afghanistan airspace, VHF comms are not working on 118.3 or 128.5. There are some “Nordo” procedures, refer to AIP ENR 1.6-1.

MUFH/Havana has a couple of new entry points to the FIR – FUNDI and IKBIX – but they’re not for use yet, so don’t.

OPRN/Islamabad If operating to OPRN, be aware that on Saturdays and Mondays ATC will be practising non-radar procedural approach from 0500-0900Z until the end of the year.

SPJC/Lima has overnight parking restrictions from 14-21NOV, check with Airport company or handler prior to operating.

FZZZ/Democratic Republic of the Congo: the security picture is uncertain following recent political protests and there have been calls for further protests in Kinshasa, including on 19 October; you should follow travel advice and monitor local media for updates

SPZO/Cusco will not allow overnight parking from 10-20OCT.

FOZZ/Gabon Following the results of recent elections in Gabon, further strikes or demonstrations could occur in the capital Libreville and in Port Gentil. Avoid demonstrations, large crowds and rallies as they may turn violent.

UAZZ/Kyrgyz Republic Multiple embassies located in Bishkek have issued warnings to their citizens of an increased threat of a terrorist attack in the Kyrgyz Republic, possibly involving kidnapping and hostage taking, against Kyrgyz authorities and foreign diplomats during October 2016.

TQPF/Anguilla has introduced a ban on visitors from Guinea, Liberia and Sierra Leone, with a view to mitigating Ebola risk. Anyone who has been to those three countries in the last 21 days will not be allowed to enter.

VTSP/Phuket is suffering from ramp congestion, and will not allow non-scheduled flights to stay overnight until the end of the year.

WSSS/Singapore Changi has a couple of closures on 18 and 19 OCT due to a military exercise, check local Notams.

ZUUU/Chengdu has a new speed restriction inbound – fly 183 knots from IAF to IF, then 160 knots to 4nm. Notam U2748/16.

OAZZ/Afghanistan Security reminder from Kabul: serious threats to safety and security exist in the city of Kabul and throughout Afghanistan. The threat of kidnapping is high. The potential also exists for protests to occur in Afghan cities at short notice. Militant groups usually plan attacks against locations and individuals with potential American connections, including: Afghan and U.S. government facilities, foreign embassies, military installations, commercial entities, non-governmental organization offices, restaurants, hotels, airports, and educational centers.Travel to all areas of Afghanistan remains unsafe due to the ongoing risk of kidnapping, hostage taking, military combat operations, landmines, banditry, armed rivalry between political and tribal groups, militant attacks, direct and indirect fire, suicide bombings, and insurgent attacks, including attacks using vehicle-borne or other improvised explosive devices.

MYZZ/Bahamas all Airports closed due to Hurricane Matthew with effect today until 1900Z on 07OCT.

FEFF/Bangui has an overnight airport curfew from 2200-0500Z until the end of the year.

DIAP/Ivory Coast It’s now possible to apply for a visa online; after registering and paying online, you can collect the visa on arrival at Abidjan airport.

LTZZ/Turkey The state of emergency will officially be extended until January 2017. The announcement came after a Cabinet meeting; President Recep Tayyip Erdogan has also supported the extension. The state of emergency was put in place on 20 July following the 15 July attempted coup.

Typhoon Chaba While many eyes are on Hurricane Matthew, on the other side of the world Chaba is tracking north towards Japan after strongly impacting South Korea, however the system is weakening.

BIZZ/Iceland Volcano Katla downgraded to colour code Green, after last weeks concerns of elevated activity.

HAAB/Addis Ababa There are reports of anti-government protests taking place on the outskirts of Addis Ababa on Oct 4th. Unconfirmed reports indicate that protesters are attacking government property in the Akaki, Alem Gena, Burayu, Sebeta, Keta and Ayer Tena areas and that police officers have been deployed to the affected locations. Meanwhile, in the city center, shops have reportedly closed and there have been isolated reports of gunfire. Transportation to and from the affected areas has shut down.

LGZZ/Greece Greek trade unions have announced strike action that is expected to cause disruption to a number of domestic flights between 4 October and 8 October.

FVZZ/Zimbabwe The UNIVISA system has been suspended. If travelling between Zimbabwe and Zambia more than once either way, you should get a double entry visa; due to the ongoing cash liquidity crisis, authorities have announced a series of measures designed to stem the flow of US dollars out of the country; take sufficient cash to cover your needs for the duration of your travel.

Costa Rica volcano 21SEP MROC/San Jose, Costa Rica has reopened after the eruption of the Turrialba volcano on Monday. A risk of further closures continues. Read the article.

OPZZ/Pakistan Some airspace in the north of the country (Kashmir region) has been closed by the Pakistan CAA. Details are unclear but reports indicate Gilgit, Skardu and Chitral Airports are affected by the closure.

BIKF/Keflavik Departing KEF eastbound? Icelandic ATC would love you to file the following as a standard route: PIXUM PETUX ORTAV ODPEX, or 63N022W CELLO if you’re planning to cross 10W at GOMUP or south of.

EDDL/Dusseldorf has closed 05L/23R for a couple of days to remove a WW2 bomb. Some delays at peak times may result.

HLGT/Ghat, Libya Three foreign nationals were kidnapped along the road that leads to Ghat Airport on 19SEP, located in the Fezzan province along the southwest border with Algeria. The foreigners were construction workers employed by the Italian-owned Conicos company to service Ghat Airport. There are numerous armed militia and terrorist groups active in the area and the foreigners were said to be operating under discretion due to the security risk.

EDHL/Lubeck will closed on Oct 4th for repairs – all day.

ENGM/Oslo will introduce new RNP AR approaches in November, available to all runways. Auth from Norwegian CAA is required to use them.

FKKD/Douala now requires PPR 72 hours prior arrival, for non-scheduled flights, due to upcoming space restrictions as a result of WIP. You can make requests directly to Airport admin at pce.douala@adcsa.aero.

GBZZ/Gambia In a change to procedure, Overflight Permits, and Landing Permits for traffic operating to GBYD/Banjul, are now issued by the Department of Flight Safety Standards at the GCAA.

HCMM/Mogadishu has issued a security reminder to operators: “OPERATORS SHOULD EXER EXTREME CTN AND FULLY ASSESS THE POTENTIAL FOR RISKS TO FLT SAFETY AND SECURITY WHEN PLANNING OR CONDUCTING OPS INTO MOGADISHU AIRPORT DUE TO LACK OF INFORMATION ON ARMED CONFLICT AND LACK OF AERONAUTICAL INFORMATION.”

FAZZ/South Africa The CAA has updated its warnings for operators, with new guidance for two airspace blocks: that affected by the Syrian conflict – namely Baghdad, Damascus, and Tehran FIRs; and that affected by recent concerns over the Northern Sinai – their advice is to overfly at FL260 or higher.

LMML/Malta airshow coming up on 24-25 Sept, multiple restrictions, check before operating or filing as alternate.

FZZZ/DRC Congo Since September 19 large-scale demonstrations have been resulting in violent clashes between demonstrators and security forces in Kinshasa and elsewhere in the country. The situation is particularly tense in Kinshasa where violence has caused casualties. These demonstrations could continue over the next few days and the situation could further degenerate. The sole road to the Kinshasa airport could be blocked and some flights have been cancelled.

OJZZ/Jordan It’s White Stork migration season, and Jordan has issued warnings for all of its airports, for crews to be mindful of the high chance of presence of large flocks of them on arrival and departure.

SKED/Bogota has some comms issues on north/south bound routes to Peru (Lima FIR); 10 minute separation is applied betwen aircraft on these routes until at least Sept 26th.

KZZZ/USA For some good reading, the FAA (thanks Andy for passing this on), have updated their Aviation Weather guidance doc. This is the first revision to the document since 1975.

New Shanwick / NAT procedure 07SEP Shortly all FANS 1/A flights will get a “CONFIRM ASSIGNED ROUTE” message from Oceanic ATC (Shanwick, Reykjavik, Gander) shortly after entering their OACC, to mitigate against Gross Nav Errors. Read the article

HHZZ/Eritrea The US State Dept has issued a Travel Warning for Eritrea which warns of the risks of travel to Eritrea due to the unpredictable security situation along Eritrea’s borders and restrictions imposed by local authorities on travel within the country. All foreign nationals, including U.S. government employees, must obtain permits to travel outside of the capital Asmara. This restriction limits the ability of the U.S. Embassy to provide consular/emergency services anywhere outside of Asmara. This replaces the Travel Warning dated May 6, 2015. Avoid travel along all border regions. In June 2016, fighting in the Ethiopia-Eritrea border region reportedly caused several deaths. Continued political and military tensions between Eritrea and the neighboring countries of Djibouti and Ethiopia pose the threat of possible renewed conflict. Due to regional sensitivities, the State Department also recommends against travel to the border region with Sudan.

WSSS/Singapore will be super busy during the Grand Prix weekend 14-18SEP. Ask for a slot before operating, if you don’t get one, use Seletar instead.

RPLL/Manila has a couple of new procedures for non-scheduled flights. First, traffic arriving between 2200-0400Z daily – the peak period – should look for a slot from Manila FSS – who are at mfss.staff@gmail.com, or call 2 944 2098/99. Once you have the slot, get your EDCT from Manila ATC. If operating domestically, file the flight plan between 2 and 24 hrs prior departure.

DNBC/Bauchi is a new airport designator in Nigeria for the Tafawa Balewa International Airport.

VLVT/Vientiane, Laos The 28th and 29th ASEAN Annual Heads of State Summit is being held in Vientiane from 5 to 9 September; there will be road closures and delays in arrivals and departures of both international and domestic flights at Wattay International Airport.

FOZZ/Gabon has seen multiple security warnings in the last few days, following a disputed election result. Widespread, violent demonstrations, rioting, looting, and road blocks continue, both in Libreville and other cities throughout Gabon. At this time the airport in Libreville is open and operational and commercial flights are available. The US Embassy recommends U.S. citizens remain in a safe location and avoid non-essential movement.

MMSD/Los Cabos, Mexico Hurricane Newton has passed and Los Cabos airport has officially re-opened its commercial operations, no major damage reported.

FNZZ/Angola The WHO has provided an update on the yellow fever outbreak in Angola and the Democratic Republic of Congo (DRC). The WHO estimates that there have been 6,000 suspected and 1,000 laboratory confirmed cases of yellow fever since the outbreak began in Angola in December 2015. More than 400 people have died from the mosquito-borne disease since that time. However, the last confirmed case in Angola was on 23 June and in the DRC was on 12 July, which the WHO believes is an encouraging sign. Nevertheless, the organization still characterizes the outbreak as “serious” and as requiring “sustained, controlled measures.” Thus far, 22 million people in Angola and 14 million people in the DRC have received vaccinations against yellow fever as part of a large-scale initiative that was prompted by this outbreak.

URRR/Rostov wins the prize this week for clogging up the Notam system; the runway there is closed 29 times between now and October 21st, and they have therefore issued 29 Notams. Perfect.

SPQU/Arequipa, Peru is not allowing overnights until 11SEP due capacity. Non-scheduled flights limited to 3 hours parking.

Tropical Storm Malou will bring heavy rains and strong winds that will likely cause flooding in Japan this week.

The storm is expected to remain a tropical storm until Friday as it moves along Japan’s eastern coastline. Airports affected: Wakkanai, Rishiri, Kushiro, Nemuro Nakashibetsu, Sapporo Chitose, Aomori.

JMA expects Malou to continue strengthening and have maximum sustained winds of 101.8 km/h (63.3 mph) by 06:00 UTC on September 8. At the time, the center of Malou is expected to be located about 84 km (52.7 miles) south of downtown Tokyo, moving NE at 39 km/h (24 mph). Last week Typhoon Lionrock lashed north-eastern Japan and the northern island of Hokkaido, leaving 18 dead and nine missing.

LTCC/Diyarbakir, Turkey Kurdish militants fired rockets at Diyarbakir Airport in southeastern Turkey. The militants reportedly targeted a security check-point outside the airport lounge. All personnel were taken inside terminal building for safety reasons. No flights were disrupted, and there were no reports of casualties.

EHAM/Amsterdam It’s that time of year again, watch out for the migrating geese in Amsterdam at sunrise and sunset. They operate between 300 and 700ft without transponder.

VVVV/Hanoi FIR If you’re cutting a line through the Hanoi FIR on the W1 airway, you’ll be held down at FL290 unless you have RNAV5. ATC says so.

DNZZ/Nigeria Members of aviation unions staged rallies at four major airports in Nigeria to protest the planned concession of the facilities to private investors. Protests occurred at Abuja (DNAA/ABV), Kano (DNKN/KAN), Lagos (DNMM/LOS) and Port Harcourt. So far, the protests have not disrupted ops. Lagos has been suffering from some power outages lately as well.

SOCA/Cayenne, French Guyana has staff shortages, and from September 1st will not accept any diversions unless in an emergency. Do not plan SOCA as an enroute alternate. If inbound, with an ETA for SOCA 0200-1100Z, you need to call for an arrival slot. If you need it, ATC phone is +594 594 35 9372 or 9302.

OIZZ/Iran has approved the use of its airbases by Russian fighter aircraft; Russia has notified intention to launch missiles in the direction of Syria from the Caspian Sea fleet. The Russian Air Force has deployed six Tu-23M3 BACKFIRE bomber aircraft and multiple Su-34 FULLBACK strike fighter jets to Hamedan Air Base (OIHS/NUJ).

ORBB/Baghdad FIR/Iraq The Iraqi government has given permission to the Russian MoD to use its airspace in support of air operations in Syria. Russian media outlets are also reporting the Russian MoD has requested use of the FIR for the “passage of cruise missiles” as well, highlighting the potential for such activity to occur in the coming days from the airspace over the Caspian Sea.

LTZZ/Turkey Russia has lifted it’s ban on charter flights to Turkey.

HAZZ/Ethiopia Reports indicate that flights to HAGN/Gondar (GDQ) and HABD/Bahar Dar (BJR) have been indefinitely suspended. The suspension of flights comes amid ongoing unrest in Gondar and Bahir Dar, as well as in other cities in the Amhara and Oromia regions, over the marginalization of ethnic groups by the Tigray-dominated Ethiopian People’s Democratic Front (EPRDF) regime. Ethiopian government officials have not commented on the cancellation of flights to those cities or international flights to Addis Ababa, which has not been largely affected by the unabated unrest occurring in outlying regions.

WSSS/Singapore air quality has deteriorated to a Pollution Standards Index (PSI) of 105, due to the cross-border haze from Indonesian slash-and-burn fires. The agricultural practice, during which farmers burn a patch of land in order to clear land for new crops, creates haze, which then drifts through the region. Experts believe the level of pollution — which in 2015 cost the region more than 700 million US dollars in damage and severely disrupted the aviation sector — will be lower in 2016 due to a rainy dry season.

DIAP/Ivory Coast issued a Notam last Friday advising of ‘serious risks to safety’ when operating through the Tripoli FIR. Not many operators are entering this airspace, but it’s unusual for a non-adjoining country to issue advice like this, so we’ll mention it.

SPZO/Cuzco, Peru is busy at the moment; non-scheduled and GA flights cannot park overnight, and there are Traffic Management procedures inbound. Don’t forget if operating to Cuzco that special crew training is required.

WADD/Bali Authorities have stepped up security measures at all the entry points on the island, following recent reports of an alleged plot to carry out attacks.

HKNW/Nairobi WIlson is operating normally again after a Police helicopter crashed on take off on Monday, near the control tower.

LLZZ/Israel Israeli aircraft attacked mortar positions in southwestern Syria near the border with the Golan Heights on 22AUG. The airstrikes were apparently in response to mortar fire from the Syrian side of the border.

RJAA/Tokyo Narita is open again after the passage of Typhoon Mindulle. The control tower at Narita was evacuated due to strong winds, the first time this has happened since the 9.0 earthquake in March 2011.

WIZZ/Indonesia has warned its neighbours that haze from forest fires is beginning to cross the Malacca Strait. In 2015 the smog affected Malaysia, Singapore, and Thailand, causing disruptions throughout the region, closing airports and delaying flights.

Ukraine extends Russia ban 10AUG Ukraine has extended the ban on Russian registered operators overflying or landing, until November 10th, 2016. In an operational notice.. Read the article

UUZZ/The Moscow Area will get busy between 26AUG and 04SEP (we’re not entirely sure why), but … The Main Air Traffic Management Centre (MATMC) has issued notice that there will be increased regulation for flights to UUWW, UUDD, and UUEE. Permission to depart will expire 30 mins after planned off blocks time, after which the Operator (that’s you) must call MATMC for a completely new permit.

MWCR/Cayman recorded its first local transmission of the Zika virus on 08AUG. Several other people on the Cayman Islands have reported symptoms of the virus; however, authorities stated that in these cases the patients contracted Zika during travel abroad.

MKJK/Kingston, Jamaica is carrying out work on its Comms lines until the end of the week, and is expecting to lose some Flight Plans. The outage is 0415-1100Z daily. If you are operating to Jamaica, or through the FIR, it’s worth sending your FPL early, and not during that time. Maybe send it a few times to be sure, should minimise delays due to missing FPL’s.

VIZZ/India Independence Day on 15AUG. Multiple restrictions. No overflights within 150nm of Delhi. VIDP/Delhi will not allow non-scheduled flights 0030-0430Z, and 1030-1330Z. Check with your handler for specific restrictions on 15AUG.

LIRA/Rome Ciampino will be completely closed from 14-29OCT for runway maintenance and upgrades. According to CIA, maintenance work will be carried out on a 24/7 basis on parts of runway 15/33, at various junctions and taxiways.

EVVA/Ventspils is closed for the week from today, due to repairs to the main runway. One of the three main airports in Latvia, it reopens on 15AUG.

GUCY/Gbessia, Guinea Opposition leaders have announced the postponement of opposition demonstrations planned for 10-16AUG. Marchers will reportedly demonstrate on the Autoroute Fidèle Castro, between Aéroport International de Gbéssia (GUCY/CKY) and the Palais du Peuple. The demonstration was originally slated to occur on 4 August but was later postponed until 10 August.

WIZZ/Indonesia Travel advice updated: Political tensions have given rise to occasional mass demonstrations in cities in Papua; take extra care and seek local advice on your travel plans.

SOCA/Cayenne FIR has broken it’s SITA system and has no CPDLC or ADS-C until, they think, at least 14AUG. Revert to HF and use 8855/5526; failing that try 3023.

RJZZ/Japan On 08AUG, Japanese military officials placed the country’s armed forces on alert for the potential of a North Korean missile launch. According to an official statement, the Japanese military will be ready to strike any North Korean missile that threatens Japan. Because some North Korean missile tests are difficult to detect, the current state of alert will last for three months. Previously, Japanese defense officials issued a series of temporary orders in response to imminent North Korean missile launches.

LWKS/Skopje Flooding on 6-7AUG2016 in Skopje and neighbouring areas has resulted in over 20 deaths. Some roads, including part of the Skopje ring-road, are closed. Alternative routes are available, but traffic may be slow moving. You should travel with extreme care.

LTZZ/Turkey Per new dictat from the DGAC in Turkey, all Ambulance flights entering Turkish airspace are to report “ACTIVE AMBULANCE FLIGHT” on first contact with Turkish ATC.

DIZZ/Cote D’Ivoire Effective 15SEP2016 Ivory Coast will withdraw the following HF frequencies: BOUAKE 5710KHz, 1578KHz; DALOA 5701KHz, KHOROGO 6673KHz; Man 5710.5 KHz; ODIENNE 6673 KHz; SAN PEDRO 6012KHz

EDDV/Hannover has special runway configurations on 14AUG due to (yet another) bomb from WW2 being removed. Between 1100-1400Z all approaches to 27L/09R are suspended.

VVZZ/Hanoi ACC reports that a lot of flights operating through the Hanoi ACC area of responsibility have not been submitting flight plan messages to VVHNZRZX or VVHNZQZX. In order to avoid missing / delay of FPL messages, copy these AFTN addresses when submitting your FPL’s.

EGZZ/United Kingdom 8AUG Rail staff in southern England, including London, began a five-day strike, which will reduce rail services by 40 percent. Travellers should expect major delays and large-scale traffic disruptions

KTEB/Teterboro Landing Fees here are to increase by about 25% on September 1st. Comments regarding the fee changes can be submitted to The Port Authority of New York and New Jersey, and must be received by 10AUG2016.

Measles Myanmar/Taiwan On August 6th health officials confirmed a measles outbreak in the Sagaing region, a mountainous area located in northern Myanmar, bordering eastern India. We have also received report from Taiwanese health officials confirming a link between two cases of measles and Taipei’s Songshan International Airport (RCSS/TSA). The two cases, which were first detected on 15JUL, involved an airline ground crew worker and a passenger who traveled to the airport.

SECU/Cuenca, Ecuador Operations at Cuenca airport will be suspended from mid-August 2016 for 3 weeks to 1 month due to the need for additional runway works.

OMDB/United Arab Emirates On 04AUG both runways at Dubai International Airport (OMDB/DXB) resumed full operations following the 03AUG 777 accident. Expect delays and some cancellations as the airport is still struggling to catch up.

UTZZ/Turkmenistan and UAZZ/Kazakhstan On 04AUG Turkmenistan temporarily closed its border with Kazakhstan, citing security concerns. Officials stated that the closure will last for five days. Turkmenistan instituted a similar border closing on 20JUL. Authorities did not release details on the purported security concerns that prompted 04AUG closure.

UZZZ/Russia 03AUG Polish officials stated that they did not have a specific date to reopen visa-free border traffic between Poland and the Russian enclave of Kaliningrad. Security concerns associated with the NATO Summit and Roman Catholic Church’s World Youth Day led officials to temporarily restart border checks at Poland’s borders. Residents of border areas, however, will be able to travel across the border for cultural, social or family reasons.

August 2016: EASA has published a new Safety Information Bulletin with recommendations on Minimum Cockpit Occupancy – or, essentially, how best to arrange the swap of pilot-taking-a-pee and flight-attendant-now-up-front.

It offers some guidance in this, but is kind of loose, leaving it to the Operator to decide if and how they want to implement the rule; you can read the full text below, copied from the SIB.

Some points we noted:

• It suggests that “only suitably qualified flight crew members are allowed to sit at the controls“. Presumably, they mean that should only be a pilot, and so the FA should occupy the jumpseat, but only some commercial aircraft have easily accessible jumpseats. Many have to be folded out, in a cross between Origami and Twister, by which time the other person is back anyhow.
• The flight attendant’s “main task should be to open the secure door“. It’s worth remembering that often times opening the cockpit door is something shown to the FA in a 5 minute exercise during training, and often forgotten. A good question to ask is “How would you open the door” ?

The guidance in the new SIB stems from the crash of Germanwings 9525 in the French Alps in 2015, where the downside of very secure flight deck doors became obvious. EASA issued a one page SIB (2015-04) in the days following the accident. A similar incident occurred in 2013 with Mozambique Airline (LAM) Embraer 190.

The new SIB 09/2016 has these official recommendations:

CAT.OP.MPA.210 of Regulation (EU) No 965/2012 stipulates that flight crew members required to be on duty in the flight crew compartment shall remain at the assigned station, unless absence is necessary for the performance of duties in connection with the operations or for physiological needs, provided at least one suitably qualified pilot remains at the controls of the aircraft at all times.

In such cases, the Agency recommends operators to assess the safety and security risks associated with a flight crew member remaining alone in the flight crew compartment.

This assessment should take the following elements into account:

1. the operator’s psychological and security screening policy of flight crews;
2. employment stability and turnover rate of flight crews;
3. access to a support programme, providing psychological support and relief to flight crew when needed; and
4. ability of the operator’s management system to mitigate psychological and social risks.

If the assessment leads the operator to require two authorised persons in accordance with CAT.GEN.MPA.135 to be in the flight crew compartment at all times, operators should ensure that:

(a) the role of the authorised person, other than the operating pilot, in the flight crew compartment is clearly defined, considering that his/her main task should be to open the secure door when the flight crew member who left the compartment returns;

(b) only suitably qualified flight crew members are allowed to sit at the controls;

(c) safety and security procedures are established for his/her presence in the flight crew compartment (e.g. operation of the flight deck, specific procedure for entry, use of observer seat and oxygen masks, avoidance of distractions etc.);

(d) training needs are addressed and identified as appropriate;

(e) safety risks stemming from the authorised person leaving the passenger cabin are assessed and mitigated, if necessary; and

(f) resulting procedures are detailed in the Operations Manual and, when relevant, the related security reference documents.

National Authorities should ensure that the content of this SIB is taken into account by operators under their oversight.

YZZZ/Australia The Australian Border Force have announced a strike for Friday, 12 August. This marks a resumption of Industrial Action in Australia after a 3 month ‘ceasefire’ was agreed. The strike period is 24 hours, precise impact not yet clear, but AQIS/Biosecurity/Quarantine will also take part to some degree.

OMDB/Dubai is reopening with a single runway following a full airport closure early on 03AUG due to 777 crash.

UIII/Irkutstk has no air starter available for large aircraft until the end of August.Irkutsk is a common enroute diversion airport.

ZKZZ/North Korea is back in action with the missile launches again, on 03AUG they fired two ballistic missiles, one of which landed in Japanese waters inside the country’s economic exclusion zone. Another missile reportedly exploded immediately after the launch. The missiles were fired at 2250 UTC on 2 August from a region southwest of the North Korean capital city of Pyongyang.

MZZZ/Caribbean Tropical Storm Earl, multiple weather warnings for Jamaica, Caymans, Belize, Guatemala, Mexico.

VABB/Mumbai continues their Continuous Descent Approach trials in the TMA. Interestingly, part of the procedure calls for pilots to call in on 121.9 after landing and report the total amount of fuel saved (how do you work that out?), and then send a detailed brief by email to cdomumbai@aai.aero. We forecast a relatively empty inbox.

AGGH/Honiara has some surface damage on the International Apron, taxi slowly.

SBZZ/Brazil On 02AUG, the mayor of Rio de Janeiro declared 4 August a new public holiday for the Olympic Games. The extra holiday comes after the mayor has already designated 5, 18 and 22 August as public holidays in Rio de Janeiro, and after the city experienced severe traffic congestion with the implementation of Olympic-designated lanes. On 1 August, the Olympic tracks caused more than 60 mi/100 km of traffic jams, with the worst traffic taking place on the Linha Amarela.

DZZZ/Lome UTA Following changes last year to the airspace over Benin and Togo (the two long thin countries squeezed between Ghana and Nigeria) – there’s still some confusion over who does what. In simple: Low Level (FL240 and below) is controlled by Cotonou Approach. High Level (FL250 and above) is controlled by Lome ACC.

EGGW/London Luton will close overnight weekends in November for some big repair work.

HLLL/Tripoli FIR Airstrikes this week by the USAF

LHPP/Pecs has no Jet A1 at the moment, back on 05AUG.

HEZZ/Egypt On 01AUG, reports announced that a semi-private company would take over responsibility for passenger and luggage screening at Sharm el-Sheikh International Airport (HESH/SSH). The same company, which is a joint public-private entity, will take over security at Terminal 2 of Cairo International Airport (HECA/CAI) beginning in October 2016 when the terminal is scheduled to reopen. The company will later take over screening procedures at Hurghada (HEGN/HRG), Borg el-Arab (HEBA/HBE), Marsa Alam (HEMA/RMF), Aswan (HESN/ASW) and Luxor (HELX/LXR) airports. Egyptian police will continue to be responsible for perimeter security around Egyptian airports, including the terminal and the tarmac.

LOWS/Salzburg starts a multilateration (MLAT) trial on 05SEP. Keep your Mode S on, they ask.

SBBZ/Brazil Olympic Games kick off in a few days, if you are operating to Brazil read through the current NOTAMS carefully, there are a bunch of flow restrictions, special routes, and procedures.

FABL/Bloemfontein is carrying out major works during August. Diversions not accepted. Jet A1 is supplied by bowser during this time, and not hydrant as this is also being worked on.

LTZZ/Turkey – post Coup. As of 01AUG, the situation in Turkey continues to stabilize, as the government continues to step up security measures and conduct operations to detain alleged coup plotters. Turkey remains under a state of emergency, which allows the government to drastically restrict civil liberties, and will likely remain so for the next three months. Raids and security operations are continuing throughout the country. Travellers should note that Turkish authorities have reportedly been conducting ID checks in the busier areas of Istanbul. 

 Demonstrations have continued over the past several days. While the threat of violence remains a concern at demonstrations throughout Turkey, most have been conducted peacefully. Travellers should nevertheless take care to avoid such gatherings as a precaution, because violence can occur with little notice. Additionally, terrorists have targeted major demonstrations in the past.

FLFI/Lusaka ACC have called out some AFTN addressing issues, if you are operating to land in Zamabia, then file to FLKKZAZX and FLHNZAZX respectively. OMMM/Muscat ACC has a radar-less day on 18th August, 0600-1700Z. Turn that TCAS up.

WADL/Lombok, Bali has reopened after a closure on Monday 01AUG due to the eruption of Mt. Rinjani. The last closure was in OCT2015.

Brazil Olympic Ops Update 27JUL The opening ceremony of the 2016 Olympics in Brazil is on 5AUG, in Rio de Janeiro. There are a ton of airspace restrictions, slot controlled airports, and changes from 19JUL-23SEP. Here is a summary.

LRBB/Bucharest FIR Crews have experienced several ‘fake’ calls on 121.5 within the Bucharest ACC airspace. No reports of control instructions being issued, but operators should be aware of the situation.

SKZZ/Colombia On 25 July, the Colombian health ministry declared the Zika epidemic to be over in the country. The epidemic began in September 2015 and peaked in March of this year. A total of approximately 100,000 Colombians were infected. While authorities believe outbreaks will continue, the number of cases reported is expected to continue to decline.

LTBA/Istanbul has issued a long list of restrictions to discourage additional flights from operating to LTBA. New requests for charter flights are denied. LTBA cannot be carried as an alternate on your FPL.

LIZZ/Italy The Italian ATC Strike that we’ve been listing for the last few weeks is now confirmed for Saturday 23JUL. The times vary a little for each unit – AIS and MET are out for the day, 0800-1600Z, other units are similar but some are just 1100-1500Z. As with previous strikes, overflights are unaffected, as are international arrivals. Some international departures are approved for exemption. If you are planning a flight to Italy on Saturday, expect some disruption, and check with handler/local airport in advance for specific situation for your flight.

New Zealand airport strike off 13JUL A planned strike by Aviation Security across airports in New Zealand, which would have led to wide scale disruption, has been called off at the last minute. Read the article.

BGBW/Narsarsuaq Current hours are Monday to Saturday 1000-1900Z. If you want to plan a visit outside these hours, or even use BGBW as an alternate, get permission from bgbw@mit.gl in advance. There will be additional costs, especially heavy on a Sunday.

SBZZ/Brazil is the latest country to wield the threat of shooting down aircraft. Last month we reported on the same language from Sudan, in reference to overflight permits. Brazil’s firm stance is in relation to the Olympic Games, and says that unidentified aircraft that violate the protected airspace around facilities of the Olympic Games in Rio de Janeiro. “We are not playing,” said Defence Minister Raul Jungmann. This is more of concern to a lost C172 than commercial flights (unlike Sudan, which is the reverse), but worth being aware of.

EGPZ/Poland has effectively dispensed with the Schengen agreement for now, expect full border controls at all international airports (ie. Passport check, Gendec).

EGPZ/Scottish FIR The military are carrying out some GPS jamming trials over the ocean from 12-29JUL. If you’re operating in the region of Benbecula VOR, especially west of it, be aware that your GPS might stop working.

OAKX/Kabul Aircraft in the eastern sections of the Kabul FIR can expect some radio issues, as a comm unit (VSAT at Ghanzi) is out of action. The advice from ATC in Afghanistan is to keep trying the assigned frequency until within range of a different transmitter; in the meantime, a bit of SLOP, IFBP and TCAS should keep you out of trouble. See full article.

MKZZ/Jamaica Significant increase in the number of confirmed cases of Dengue fever in Jamaica during the first half of 2016. Dengue fever is endemic to Latin America and the Caribbean and can occur throughout the year.

ENZZ/Norway FIR Plans are afoot to raise the transition altitude to 18,000ft. It’s an age old question, why does Europe have different TA’s, and the US has just one? Together with surrounding countries, and the Irish FAB, this looks to be changing – but it may take a little while. See Norway AIC 7/16.

YBBB/Brisbane FIR (and Melbourne) will be updating their software on the night of 20JUL, with a hefty 6 hour outage of CPDLC and all the other good stuff.

OAMS/Mazar-E-Sharif Fuel payment is now only accepted in cash.

NZZZ/New Zealand A planned strike by two airport workers’ unions and New Zealand’s Aviation Security Service (Avsec) will now not go ahead. The unions sought increases in compensation, and negotiations on their demands will take place in the coming weeks. Read the article

EYPH/Paluknys is a new location indicator for the airport in Lithuania.

ZBDS/Edros – Ejin Horo, China will open to foreign flights this month. We did battle with AIP China for 30 mins to get further info but lost the fight. If you know more, tell us and we’ll share.

HSZZ/South Sudan The ceasefire announced on 11 July is holding. Juba International Airport (HSSJ/JUB) is open to charter operations; however, commercial flights have yet to resume. U.S. government aircraft evacuated personnel on 12 July; however, a security message issued by the embassy later in the day advised U.S. citizens to continue to shelter in place and not attempt to travel to the airport. Meanwhile, other countries, such as Japan, Uganda, and Germany plan to send military aircraft to evacuate their nationals.

SEZZ/Ecuador A large earthquake (6.4) struck on 10JUL just east of Muisne, on the northwest coast of Ecuador. The quake had a shallow depth and followed 10 minutes after another earthquake that had a magnitude of 5.9. Although strong tremors were reported in Esmeralda and Quito, there were no immediate reports of damage. The Pacific Tsunami Warning Center did not issue a tsunami warning following the quake.

UZZZ/Mt. Klyuchevskoy, Russia continues to produce ash that extends up to 25,000 feet. Movement is towards the east at 10 knots.

PZZZ/Pacific Two hurricanes to monitor: The National Hurricane Center is issuing advisories on Hurricane Celia, located more than 1000 miles west-southwest of the southern tip of the Baja California peninsula, and on Tropical Storm Darby, located several hundred miles west-southwest of Manzanillo, Mexico. Tropical Storm 05E (Darby) is on a strengthening trend…and may reach category 1 hurricane stage over the open ocean in a couple of days. For now both are expected to remain offshore.

DGZZ/Ghana African Union nationals whose countries do not have a visa-free agreement with Ghana are now eligible for a 30-day visa-on-arrival for business and tourism. The visa-on-arrival program will be piloted for three months starting at Kotoka Airport and will be extended to other ports of entry in the future. Travellers can extend their visa upon expiry in Ghana, and business travellers can apply for a longer-term visa at a Ghanaian consular post.

BIZZ/Iceland ATC Strike continues, primarily affecting BIKF/Keflavik, BIRK/Reykjavik, and BIRD/Reykjavik Oceanic for International Operators. Restrictions on landing, eastbound, and westbound overflying traffic. Read the article

Iceland: The fun continues 06JUL Last week there were some really positive indications that the ATC strike in Iceland was coming to an end, but it’s now worse than ever, with Westbound, Eastbound, and landing traffic all affected. Read the article.

HECC/Cairo FIR A restriction exists for traffic to and from the Amman FIR, so if overflying Jordan and then Egypt, or vice versa, you can only use the waypoint METSA.

OMAE/Emirates FIR has some updated peak times. Departures need a slot between 0630-0730Z and 1700-0000Z. Arrivals will be spaced 5 mins apart during these times also, as will aircraft entering the OMAE FIR from nearby airports like Muscat, Isa, and Baghdad.

EIDW/Dublin Runway 10/28 is closed overnight until 09JUL.

OERK/Riyadh, Saudi Arabia will be hosting the ‘Global Ministerial Aviation Summit’ 29AUG-31AUG. 55 different ministers from various countries are expected to be in attendance. Be aware of potential restrictions leading up to and after the event.

CYFB/Iqaluit Another NAT alternate favourite, CYFB has some runway closures throughout July.

EGCC/Manchester is doing some work on 05L/23R overnight until 08JUL and has advised operators to carry some extra gas due possibility of holding.

LOWW/Vienna has published a helpful list of rush hour periods – worth avoiding these times as holding is common at VIE. The times are: 0530-0750, 0920-1030, 1140-1240, 1340-1500, 1615-1800, and 1840-1940Z.

BIZZ/Iceland Despite optimistic reports of a resolution to the ATC dispute in Iceland last week, the situation remains unresolved. Last night BIRD Oceanic was closed to most Eastbound traffic once again, as was BIKF. A new addition to restrictions is a closure to many Westbound flights on Wednesday 06JUL – “DUE TO STAFF SHORTAGE IN REYKJAVIK OACC WESTBOUND TFC PLANNING TO ENTER BIRD FROM ENSV VIA GUNPA,VALDI, IPTON, INGAL, ISVIG AND EGPX VIA LIRKI, GONUT, OLKER, MATIK AND RATSU AND THEN PROCEEDING INTO EGGX OR CZQX SHALL REMAIN SOUTH OF BIRD CTA” Read the article.

EDYY/Maastricht ATC have requested crews operating through the Maastricht UIR to log on to CPDLC EDYY, if you have datalink. While voice remains the primary comms method, you might get an uplink message if the frequency is busy – it’s not a test, you should confirm – most of these uplinks are likely to be frequency changes.

EPZZ/Poland has advised operators to check carefully whether permission is required in advance of operations at airports other than EPWW/Warsaw. Many countries including Poland have reinstated Border Controls within the Schengen zone. Best advice is to treat each country as having full Border Controls for the moment (so think Passport, GenDec, etc.)

SPIM/Lima FIR (Note that the airport is now SPJC, distinct from the FIR code) is shutting down airway UG427 after 21JUL.

SUEO/Montevideo ACC (Uruguay) has some comms issues in it’s airspace, and has advised of some extreme spacing between aircraft irrespective of FL – 40nm. For now, this ends today (06JUL) but may happen again.

WSZZ/Singapore Qualifying citizens of Singapore are now eligible to apply for US Global Entry membership – and benefit from expedited entry to the United States at designated airports. Similarly, qualified U.S. citizens are eligible for enrolment in Singapore’s enhanced-Immigration Automated Clearance System (eIACS).

ZMUB/Ulaanbaatar, Mongolia is downgraded to RFF Cat 7 until 10JUL. Also, from 12-16JUL, you can’t file this as an alternate which may limit your options somewhat.

LFPG/Paris due to maintenance on the ILS for Runway 08L/26R from 18JUL to 02OCT. The only approaches that will be available will be RNAV based procedures (LNAV/VNAV, LPV, LNAV) and VOR/DME.

GQNN/Nouakchott, Mauritania has moved to a new international airport this June. Located approximately 10nm north of the city, it has an annual passenger capacity of 2 million. Infrastructure from the capital’s old airport was transported to the new one.

SECU/Cuenca Following the landing incident on 28APR of an E190, all inbound flights will be reportedly be held if the runway is wet – until end of August.

LFMH/St Etiennee Fuel outage on 07JUL, 0800-1100 UTC.

Canada/Mexico From 01DEC2016, Mexican nationals will be able to travel to Canada without a visa for business and tourism for up to 90 days.

Turkey/Russia Russia has lifted the travel restrictions on tourists between the two countries. The ban was put in place following the downing of a Russian military aircraft last year.

Bangladesh Germany, Australia and the U.K. have banned direct cargo flights from Bangladesh due to security concerns.

Israel/China The Israeli parliament has ratified a multiple-entry visa agreement with China, under which Chinese business visitors and tourists can enter Israel multiple times with the same ten-year visa and vice versa.

EZZZ/Europe the European Union updated Air Safety list (aka the Airline Blacklist) on 17JUN, and lifted a ban on Zambian air carriers.

Uganda Introduction of ‘e-visa’ system. You must show a valid yellow fever vaccination certificate on arrival.

ZJSA/Sanya FIR, China has an ADS-B trial up and running on L642 and M771. Radar is still the primary separation tool, but ATC ask that you check your Flight ID matches your FPL.

During this year, the Hong Kong CAA has issued a couple of warnings to operators to stick carefully to their allocated slots, but it’s not making much of a difference to operations there. We have this report from a reader, who says:

• The slot allocation is troublesome. If you’re lucky, you will obtain a slot within a day or so, but it is unlikely to be for the time that you want.
• Weekends are busier times and slot requests are often denied, making operations difficult.
• The parking allocation in front of the BAC ramp changed as well, making it more limiting – they established a 3m separation rule.
• Outlying positions allow for Pax services, but you still require push back and there are only 2 spots from where you can depart.
• HKBAC is obtaining their own approval now for towing.

LTBA/Istanbul has reopened to traffic after a terrorist attack on 28JUN. 40 people were killed in a series of explosions and gunfire at the International terminal on Tuesday evening.

UMZZ/Belarus will undergo a re-evaluation of its currency and banks will be closed to the public between 30JUN and 01JUL, if operating to Minsk you should ensure you have sufficient cash available for those days.

EGZZ/UK Much has been written about Britain’s departure from Europe this week (and we’re talking Brexit, not football), but if you’re having trouble figuring out how this will affect you as an operator, that might be because it won’t. Read the article.

LGZZ/Greek Islands Now that summer is here in Europe, the annual capacity challenge at Greek Islands is most acute on weekends, expect healthy slot delays if operating to LGIR (Iraklion) LGKP (Karpathos) LGMK (Mikonos) LGZA (Zakinthos) LGSR (Santorini) LGSK (Skiathos) or LGSA (Chania).

VHHH/Hong Kong The CAD issued a reminder to operators this week that the airport is under strain, and slots issued must be strictly adhered to. It would seem that the Slot Adherence procedure issued earlier in the year isn’t really working. Any local operators have feedback? Let us know.

EFRO/Rovaniemi has no Jet A1 available from until July.

LPPS/Porto Santo is also out of Jet A1 until 01JUL.

DAAA/Algeria New fax/phone number for the ACC (Area Control) in Algiers: +213 (0)21 67 49 27until 23JUL.

AYZZ/Papua New Guinea Reports of civil unrest, student demonstrations across Papua New Guinea started in May 2016 and are ongoing. There have been violent clashes between students, other groups and the police in Port Moresby, Lae and the Highlands.

PWAK/Wake Island has advised its High Loader is out of action until later in the year, so for large aircraft like B767 upwards, no offload capability exists for cargo.

EGZZ/Scotland (Will we need a new ICAO code soon?) Glasgow ATC – at both EGPK and EGPF – has sporadic closures overnight at present due to staffing issues. Keep an eye on Notams.

WAAF/Ujung Pandang has some radar outages affecting high-level overflights, optimum levels may not be available.

LPPO/Santa Maria Oceanic has published four special routes for use during the upcoming “July Friday Strike Series” ATC Industrial Action. The Strike Time Period is : 0700-0900Z, during which time only these four routes will be accepted. -ROUTE A- 45N020W 40N030W 37N040W -ROUTE B- DETOX 39N020W 36N030W 34N040W -ROUTE C- LUTAK 36N020W 33N030W 29N040W -ROUTE D- ULTEM 27N040W

LIZZ/Italy We have been notified of possible ATC industrial action on 23JUL which was previously scheduled on 05JUL. Details and participation of relevant ACCs are as follows: National strike (ACCs and airports) 0800-1600 UTC. Local strike at LIRA – Ciampino 0800-1600 UTC.

VCBI/Colombo, Sri Lanka There was industrial action yesterday, 28JUN, by Immigration Officials, which may continue. Flight delays possible.

LEZZ/Spain There was a strike threatened by Apron Controllers at LEMD/Madrid but that was cancelled on Monday.

LPZZ/Portugal The seven unions of NAV Portugal sent a pre-notice for an industrial action for ATC and non-ATC personnel, during two hours daily on: 30JUN and 8/15/22/29JUL.

KATL/Atlanta Upgrades on the airport have officially started, which will include a new runway, concourse and hotel.

Iceland ATC strike – end in sight 22JUN Operators on both sides of the Atlantic have been frustrated over the last 6 weeks with continual sporadic ATC Industrial action. And end may be in sight, but in the meantime keep a close eye on BIRK, BIKF and BIRD Notams. Read the article.

FPL changes: Israel 22JUN Current Flight Planning procedures for flights across Europe from Israel will change in light of a new agreement signed between Israel and Eurocontrol. Read the article.

LFZZ/France ATC Strike Number 9 gets underway today until 24JUN at 0400Z, usual disruption and restrictions apply. Avoid France where possible. NOTAM F1171/16 refers.

EGGX/Shanwick is having an 80’s party on the 28th of June at 1600Z. For engineering work, all the new technology is being taken offline for three hours, so no CPDLC, ADS-C or OCL. Instead we have Voice Reports, HF, Manual Clearance Requests (123.95 or 127.65), and so on; just like the good old days. When you hit 30W log on to Gander manually.

UMZZ/Belarus The Minsk FIR has updated its table of cruising levels and altitudes below Transition; view the AIC.

Gambia The UK FCO issued updated travel advice for The Gambia : “Demonstrations took place in April and May 2016 in Banjul. Demonstrations could occur at any time in any part of the country prior to presidential elections planned for 01DEC. You should be vigilant, avoid all demonstrations”

LPZZ/Portugal is joining the International ATC Strike Club and will begin with industrial action, for two hours daily on: June 30th, and July 8th,15th, 22nd and 29th.

KCXO/Houston Regional will be opening a new customs facility mid July. KCXO serves the Metro-Houston area and is 46 miles outside of town. The new CBP facility adds more choice to international operators over the already saturated Houston area airports.

KZZZ/United States The U.S. Navy has scrubbed the planned military GPS interference testing across the U.S. Southwest that was supposed to happen this month.

LWSS/Skopje is implementing Free Route Airspace in the Skopje ACC above FL245, effective 23JUN. FRA is available H24 with DCT limit unlimited. The ATS network above FL245 is withdrawn. Additional info is available in the Republic of Macedonia AIP AMD 58/16. New RAD measures can be found in the increment file and will become part of Annex 4 on AIRAC 1608.

LWZZ/Macedonia Late on 20JUN, tens of thousands of anti-government protesters gathered in central Skopje, Macedonia’s capital, to conduct another demonstration. The protesters gathered outside the Special Prosecution building before then marching to the Ministry of Justice building, where they broke some of its windows and threw red paint at its exterior.

EZZZ/Scandinavia Another Free Route Airspace update is happening in the two Functional Airspace Blocks NEFAB and DK/SE FAB. NEFRA Phase 1 will be implemented as of AIRAC 1607 on 23JUN, to implement H24 cross border Free Route Airspace between DK-SE FAB and NEFAB, except Norway, above FL285. ATS routes will be kept. Norway plans to implement cross-border Free Route Airspace spring 2017.

CYZZ/Canada has introduced “No Drone Zones” around airports that includes fines for offenders caught operating drones in the restricted areas. They are also drafting new legislation to strengthen rules regarding drone operations.

LEMD/Madrid may have industrial action on 28JUN, the Apron controllers are making noises about a strike. Not confirmed.

WAZZ/Indonesia FIR Ujung Pandang FIR has a couple of radar outages from 19-27JUN. Reroutes or delays are not likely, but strong potential for lower than optimum Flight Levels.

HECC/Cairo FIR If for some reason you are operating flights to or from Libya, then A: You’re probably not reading this bulletin carefully enough, and B: Be aware that you are required to obtain PPR from  Egypt via AFTN to HECAYNYX, at least 48 hours before the flight, in order to overfly Cairo FIR.

EGAA/Belfast ILS 25 out of service along with other ongoing runway and taxiway closures until 11AUG16. Please check EGAA NOTAM’s for specific closures.

EGLF/Farnborough Temporary restricted airspace will be in effect for the annual Farnborough Airshow 16-17JUL. AIC M 033/2016.

France The French authorities have extended the document checks at their borders, these measures will apply to all airports in France and also to Basel airport. Especially during the period of the European Football Championships, passengers travelling to/ from French airports are asked to ensure they have a valid identity document (passport or identity card) with them whilst travelling. A drivers license is not an acceptable document.

VTBB/Bangkok FIR Monsoon season runs July-September. Big potential for holding and airport closures in the region, taking extra fuel is recommended.

OEZZ/Saudi Arabia FIR is introducing new Navigation Charges on 01JUL. All the maths is here.

LSZA/Lugano will close 10-19OCT due to heavy maintenance work on the main runway. No traffic will be able to operate. The airport operator has said 20OCT should be the reopening day but risk that this may be extended.

WMZZ/Malaysia Following a directive by the Malaysian Immigration Department, all foreign nationals travelling on all domestic flights will be required to produce passports upon passing through Immigration control, effective immediately.

Azerbaijan An online e-visa issuing system, called ASAN Visa, will be established that should streamline the visa application process. Eligible foreign nationals will be able to obtain supporting documents, submit their visa applications and receive an e-visa within three days of submission through the portal. The list of eligible nationals is expected to be available soon on the Foreign Ministry website.

EGPK/Prestwick has ongoing overnight closures due to ATC staffing problems, keep an eye on NOTAMs.

EIDW/Dublin will closed for 15 minutes at 1500Z on 23JUN due to a VIP departure.

NWWW/New Caledonia The South Pacific is not exempt from ATC strikes either; overnight closure of the NWWW airspace means no enroute traffic accepted in the FIR tonight – and sporadically ongoing. Note that the Fire Service also has reduced RFF category at specific times. Check Notams.

SKED/Bogota FIR NOTAM of the month award: Colombia Notam A1947 issued on 17JUN. Be aware of the potential for your Cabin Crew to request a change to the SID from ATC, unbeknownst to you. In full: “CHANGES TO STANDAR (sic) INSTRUMENT DEPARTURE (SID) COULD BE DONE BY RADIOTELEPHONY BETWEEN CABIN CREW AND THE CORRESPONDING ATS DEPARTMENT WHILE COMMUNICATION INTERCHANGE, IN ACCORDANCE WITH AERODROME OPERATIONS REF. AIP ENR 1.10”.

We actually have no idea what they mean. Let us know, and keep an eye out for those sneaky flight attendants.

LEPA/Palma has a bunch of outages, and runway and taxiway closures at present that will create restrictions and delays. Take a close look at your arrival and dep times before operating.

Suriname Immunisation checks for Yellow Fever are being carried out throughout June at all border check points, ports and international airports in Suriname; make sure you have a valid yellow fever certificate if required.

RJZZ/Japan On 22JUN heavy rains caused building damage and fatalities in southwestern Japan. At least six people died, as a result of the rain and mudslides across the island of Kyushu. Emergency personnel evacuated several hundred people due to the threat of further mudslides.

Uzbekistan has increased security due to a major summit, from 23-34JUN which may result in changes to flight departures and lengthy check in and security clearance at airports across the county.

New China ADIZ – South China Sea 08JUN There have been several media reports this week that China is preparing to set up a new ADIZ in the South China Sea. Read the article.

KCLT/Charlotte New SIDS and STARS for aircraft arriving and departing to the Northeast have been added to CLT as of May 31. Also, construction of a new ATC tower has also broken ground, the new tower will be equipped with NextGen systems that include STARS (Standard Terminal Automation Replacement System), ADS-B (Automatic Dependant Surveillance – Broadcast) and AEFS (Advanced Electronic Flight Strip System.

CZZZ/Western Canada has been experiencing fuel shortages due to recent wildfires in the oil patch. Please check with local handlers for any fuel constraints.

KZMA/Miami FIR NASA is planning on launching a Delta IV rocket on 09JUN. Please check KZMA FIR NOTAMS for restrictions.

KZZZ/USA Tropical Storm Colin has passed Florida, Georgia, South Carolina and North Carolina before moving out over the Atlantic.

CYQY/Sydney, Nova Scotia has added 2 fire trucks and increased staffing levels to provide ARFF CAT 6 or 7, time of day pending. CYQY has issued NOTAM 1A3425/16 covering those hours.

LLZZ/Israel has signed an agreement with Eurocontrol and will allow the country and it’s users to benefit from the services that Eurocontrol provides. This is excellent news for filing out of LLBG and transiting to or over Europe as this will help streamline the process significantly and coordination will only have to be with Eurocontrol for any changes.

RCTP/Taipei has resumed operations on June 3 after operations were suspended due to flash flooding. The airport has also lost power numerous times due to the unstable power supply following days of severe flooding. While the power cuts rendered the terminal’s air conditioning system inoperable, the airport experienced only minor delays.

VNKT/Kathmandu has been experiencing problems with the VHF ATC equipment. Aircraft on approach and Area Control freqs may experience increased squelch and at times leaving ATC without comms.

HSZZ/Sudan has warned it will shoot down any aircraft that infiltrates it’s airspace that has not obtained the proper permission and/or following proper procedures. If you need to transit this airspace please make sure you have all the required documentation.

FHSH/St Helena has reportedly delayed the airport opening indefinitely, due to safety concerns – severe turbulence and windshear were commonplace during testing trials by a B737-800.

China Beijing – The Mainland Affairs Council (MAC), which supervises relations across the Taiwan Strait, on Friday issued a yellow travel alert for Beijing after the first H7N9 flu infection case for this year was confirmed in the Chinese capital.

Malaysia Malaysian officials fired several officials on charges connected to a security breach at Kuala Lumpur International Airport (WMKK/KUL). Security officials stated that airport security officials collaborated with human trafficking syndicates to bypass the airport’s passport verification system. The investigation discovered that, since 2010, airport officials purposely disrupted the immigration system at certain times of the day on several occasions. Malaysian officials will publish a report with the full findings.

Angola The World Health Organization (WHO) reported on 27 May 2016 that 301 people have died in Angola’s yellow fever outbreak, which began in December 2015. The number of suspected cases is now 2,536. The outbreak began in Luanda and has since spread to areas throughout the country, particularly along the coast and in the central regions, despite a large-scale vaccination program.
