16MAY: North Korea warnings removed, Libya airspace update, Montreal closed to BA/GA ops

CYUL/Montreal Due to construction, no GA/BA ops allowed 1600-2000 local from May 15-Jun 30. From Jun 8-10 this is lifted for the Grand Prix.

LFZZ/France ATC have announced they will take part in the national general strike planned for May 22. Another ATC strike is planned for the LFMM/Marseille sector spanning the weekend May 26-28.

HCZZ/Somalia IFALPA have issued updated information on safety of operations within the Mogadishu FIR (HCSM). Details here.

LFMN/Nice With the Cannes Film Festival and the Monaco Grand Prix happening this month, expect the airport to be busier than usual. They’ve published an AIP SUP (042/18) on it, but it just reiterates the normal procedures: slot and parking confirmation are required in advance.

WIZZ/Indonesia The Mount Merapi volcano in central Java erupted early on May 11, forcing nearby WAHH/Yoghakarta International Airport to temporarily close. Volcanic Ash cloud has since dissipated, and authorities say further eruptions are unlikely.

HBZZ/Burundi Canada is now warning against all travel to Burundi, due to ongoing political tensions, civil unrest and daily armed violence. A referendum is taking place on May 17, and demonstrations are expected over the next few weeks.

HLMS/Misrata Airport is set to re-open this week, after suspending air traffic two weeks ago to carry out maintenance on the runway. Security is still a major issue here though, as the airport has been forced to close on several occasions this year due to ongoing clashes between local militia.

EGGW/Luton Disruption expected over the holiday weekend May 25-30, as ground staff including firefighters, baggage handlers, and security staff, are planning to go on strike at various different times.

ORZZ/Iraq All airports in the country re-opened on May 12, following a 24hr closure for the elections.

VTBS/Bangkok IFALPA have issued some information on the ongoing problem of soft groundaffecting the taxiways and aircraft stands. Details here.

YSCB/Canberra Canberra don’t like receiving diverts without having an agreement in place. In Mar 2017, Qantas claim the airport refused to let their diverted B738 from departing again until a charge of $18,000 was paid by credit card – the usual fee should be around $2000.

FAZZ/South Africa More reports of “follow-home” armed robberies of foreigners travelling to/from airports. Ten separate incidents at FAOR/Johannesburg on Apr 27, and one at FALE/Durban on May 13.

UKZZ/Ukraine Ukraine has extended its ban on Russian aircraft entering Ukrainian airspace until 13th August.

KIMT/Iron Mountain The airport has now reopened, after the main runway was closed for 15 days for repair work.

KPGV/Greenville The runway repair work was completed four days ahead of schedule, and the airport reopened on May 15.

RPLL/Manila The airport is reporting numerous potholes, soft spots and uneven pavement on its taxiways and apron. None reported on the runways so far, but this time last year the airport was forced to shut down one runway for a few hours to repair a big pothole.

VOTV/Trivandrum Shortage of parking bays expected from now until the end of Aug. All night-stops require approval 24hrs in advance.

Singapore Changi (WSSS) Departure Clearance by Datalink

Starting April 23rd, 2018, Changi Airport (WSSS) will begin giving departure clearance (DCL) via datalink, on certain routes. The idea is to clear up voice communications when DCL can be used. Full details listed in CAAS AIP SUP 013/2018.

To use this, you’ll need ACARS, and be compliant with EUROCAE ED85-A. You’ll login to the ground system at WSSS.

The departures are as below:

– Destinations in Peninsular Malaysia via ATS Routes A457 and B466
– Destinations in Thailand via ATS Routes B466 and B469 / M751
– Destinations in Indonesia via ATS Route A457, R469 and B470
– Destinations in Australia and New Zealand via ATS Route B470
– Flights with allocated Calculated Take-Off Time (CTOT) under Bay of Bengal Cooperative Air Traffic Flow Management (BOBCAT)

A few other notes:

-The DCL message will not include requested crusing levels and final cruising levels. Your planned flight level in 15b will be used, and ATC will give cruise FL when airborne. Sounds like they won’t entertain any requests for a different FL while on the ground.

-No revisions allowed over datalink, all changes must be made by voice comms.

-Make your request with RCD message (see format in attached AIC) no more than 20 minutes before TOBT. If you’ve got a CTOT under BOBCAT, you’l need to put that in the message. If you’re routing via ANITO B470, list your FL at ANITO crossing.

If your DCL is rejected, you’ll get a “revert to voice procedures” message. A few auto-rejects:
-Flight routes not applicable.
-RCD message doesn’t comply with ED-85A or inaccurate data.
-Invalid TOBT
-When required due to flow restrictions.

01APR: New Oceanic Control Area started ops last night, Greek Charter rules

TNCM/Saint Martin The airport’s commercial terminal was heavily damaged by Hurricane Irma in Sept, and once the airport reopened to commercial flights in Oct, all arriving aircraft were having to be processed through the FBOs instead. But now temporary arrivals and departures facilities have finally been opened for commercial flights, so the FBO’s will return to exclusively supporting private aviation again.

NPCX/Clipperton Oceanic OPSGROUP finally has its own airspace. We’re delighted to make public, after 18 months of negotiation with the local Department of Civil Aviation (DCA), that control of the Clipperton FIR has been assigned to FSB. Operations commenced last night at 2359Z. Read our article, or the official Press Release on the DCA website.

FMCZ/Mayotte Civil unrest and an indefinite general strike continues in Mayotte, with protests and roadblocks on major roads including those around the airport, as well as the capital, Mamoudzou.

SCZZ/Chile ADS-C and CPDLC are now available for FANS-1/A capable aircraft across all of Chile’s oceanic FIR’s (SCIZ/Isla de Pascua, SCFZ/Antofagasta, SCEZ/Santiago, SCTZ/Puerto Montt, and SCCZ/Punta Arenas), except on airways UL302, L302, UL780, and L780. There’s a single CPDLC logon code for all these areas: SCEZ.

LFZZ/France Another ATC strike has been announced, this time just for the LFMM/Marseille ACC, from 04z on Apr 7 to 04z on April 9. If the strike goes ahead, overflight traffic should route around the LFMM sector during this period.

LEZZ/Spain CPDLC is now available above FL285 across Spanish airspace for CPDLC ATN VDL Mode 2 equipped aircraft. The logon code for the Madrid FIR is LECM, and for the Barcelona FIR is LECB.

TTZZ/Piarco CPDLC is out of service until the end of March. All voice comms must be made via New York Radio. Aircraft are requested to log on to TTZP for ADS-C position reporting. Also, include the AFTN address KNYCZZZX when filing your flight plans.

VEPT/Patna From Mar 25 onwards, the airport will now be open 24/7.

OEZZ/Saudi Arabia The Saudi government have confirmed that on Mar 25, seven ballistic missiles were fired toward Saudi Arabia from within Yemen. The rebels said they were targeting OERK/Riyadh Airport and other sites in the capital. All seven missiles were intercepted and destroyed, although one person died and two more were injured by falling fragments of one missile over a residential neighbourhood in Riyadh.

DNZZ/Nigeria Workers’ unions in the aviation industry have threatened to shut the airspace and ground all flight activities in protest against the Federal Government’s refusal to pay pension money owed to Nigeria Airways ex-workers. This “indefinite industrial action” is due to start on Apr 2, unless an agreement is reached.

OPRN/Islamabad Ongoing fuel supply issues. There’s a Notam out that says all aircraft must currently tanker in sufficient fuel for their outbound flight.

ZZZZ/Worldwide ICAO will raise the weight threshold requirement for hardened cockpit doors for aircraft with 19 or fewer seats from 100,310 pounds (45.5 metric tons) MTOW to 120,152 pounds (54.5 metric tons). This means that current and future ultra-long-range business jets, including the G650ER and Global 7000 will no longer need to meet this requirement. The new standard will become effective Jul 16, 2018, and applicable to member states in Nov 2018.

DTZZ/Tunisia The strike by ATC Technicians originally planned for Mar 23-25 has now been rescheduled for Apr 6-8. They postponed it to facilitate further talks between participating unions and employers over a range of grievances. If the strike goes ahead, it is not yet clear whether specific airports will be affected.

ORZZ/Iraq Turkey have only partially followed the lead of the Iraqi government’s decision to re-open the Kurdish airports ORER/Erbil and ORSU/Sulaymaniyah to international flights. Turkey will now start allowing flights to ORER/Erbil to use its airspace, but not flights to ORSU/Sulaymaniyah – citing their ongoing concerns about terrorism in Sulaymaniyah.

OEZZ/Saudi Arabia On Mar 22, Air India made history by becoming the first commercial flight to be allowed to use Saudi airspace, on a route between VIDP/Delhi and LLBG/Tel Aviv. However, Israeli flag carrier El Al has not been given similar permission, and must still take a more circuitous path to avoid Saudi Arabia, adding hours to the flight time.

KZZZ/USA With the roll-out of PBCS coming on Mar 29, the FAA requires N-reg operators to update their A056 LOA authorization, but they are delaying the renewal deadline to Sep 30 for private (Part 91) operators only. VICG/Chandigarh Following a similar closure in Feb, the airport will be completely closed for more runway extension work from May 12-31.

KORD/Chicago RWY 15/33, one of the airport’s longest runways since O’Hare opened, will close permanently on Mar 29. After that, most traffic requiring extra-long runways will then be shifted to east-west runways 10L/28R and 10C/28C. Some of the pavement lane of runway 15/33 will survive as a taxiway (“Sierra-Sierra”).

EKZZ/Denmark A strike threat from the meteorological service and ATC could end up paralysing air traffic in Denmark, if an agreement is not reached before Apr 4. If this were to happen, internal flights in Greenland would also be suspended – as airspace here is also run by the same authority.

HUEN/Entebbe Uganda’s Civil Aviation Authority has announced that it has launched an investigation into extortion activities by airport staff following a reported incident on Mar 18, where ground handling staff are alleged to have prevented a passenger from boarding a flight to China because he had a one-way ticket and lacked proper documentation, unless the passenger paid a fine of 200 U.S. dollars.

VRZZ/Maldives A state of emergency that had been in place for 45 days amidst political unrest was lifted on Mar 22. There are still some travel advisories in place for the capital Male and Addu City (Addu atoll), but disruption is not expected anywhere else – even throughout the duration of the state of emergency there were no reports that any of the outlying islands, resorts or VRMM/Malé International Airport were affected.

FACT/Cape Town is facing a fuel restriction, no fuel available as of now (20 MAR 2018). The reason for the restriction is not known, but we have reached out to several suppliers who have all confirmed the same information.

We’re checking up to find the reasoning, as well as an estimated date of availability.

16MAR: PBCS PITA, French ATC Strike, Venezuela outbounds banned

LFZZ/France Some ATC unions are expected to join the French National Strike that has been declared for Mar 22. We’re still waiting for more details, but it looks like the strike could well start from 18z on Mar 21 and last through until 05z on Mar 23.

VNKT/Kathmandu The airport re-opened on Mar 13, following the tragic crash of the US-Bangla aircraft on Mar 12. The airport has confirmed that all runways, taxiways and navaids are operational, there are no new restrictions, and the airport operating hours remain the same: 0015z to 1845z daily.

WADD/Bali The airport will be closed all day on Mar 17, for Bali’s day of silence to mark the Hindu New Year. From 6am on Mar 17 until 6am on Mar 18, Bali literally comes to a standstill with almost complete silence throughout the island. Mobile internet gets turned off, and all work and entertainment is forbidden. Non-Hindu residents and tourists must abide by the restrictions too, and no one is allowed onto the beaches or streets.

VHHH/Hong Kong The runway resurfacing project continues. Every night between 1730-2345z, one of the airport’s two runways will be closed, meaning it is even harder than usual to get a slot during these times. The work is scheduled to continue until the end of April 2019.

EPWA/Warsaw A new night curfew is in place: no ops allowed from 2130-0330z between now and Apr 26, except for emergency diverts. After that, the curfew times change to 2130-0330z for the summer time period.

FMCZ/Mayotte Weeks of street protests and roadblocks on major roads including those around the airport, as well as the capital, Mamoudzou. The French government are now in negotiations with local groups, to try to bring an end to weeks of disruption across the island linked to an anti-crime and anti-immigration protest movement.

EIDW/Dublin Night-time runway maintenance work continues. The long runway (RWY 10/28) is available again overnight but with a displaced threshold, meaning a shortened landing distance of 2142 metres.

TLPC/Castries The authorities will now start allowing certain private flights above ICAO Classification Code 2 to operate to the airport – the new limit is Code 3C, with wingspan not greater than 28.5 meters. Daylight ops only, no overnight parking allowed, and you’ll have to sign a form absolving the airport of any responsibility in case anything goes wrong.

FACT/Cape Town Ongoing drought and low dam storage levels. The airport has published a Notam requiring all flights to tanker in water – don’t expect to be able to uplift any at the airport for the foreseeable future. Water rationing in the city of Cape Town has been in place since Feb 1 – without rainfall, the date the city estimates its taps will run dry, which has been dubbed “Day Zero,” has been set as April 16.

RJZZ/Japan Another eruption on Mar 10 at the Shinmoedake volcano in southern Japan. On Mar 14, an ash cloud was still being reported in the area up to FL150. Earlier on Mar 6, two eruptions forced RJFK/Kagoshima Airport to close all day.

VCZZ/Sri Lanka Much improved security situation following communal unrest at the beginning of March. Although the nationwide state of emergency is officially still in place until Mar 16, night-time curfews have now been lifted, and social media access has been restored after a three-day blackout.

LHBP/Budapest One of the airport’s two runways (RWY 13L/31R) will be closed until June 30 for extensive resurfacing works. There may be some delays, as this will result in reduced capacity during single runway ops.

OEZZ/Saudi Arabia Saudi Arabia has given Air India permission to use its airspace on flights between VIDP/Delhi and LLBG/Tel Aviv. This could mark the end of the 70-year airspace ban that Saudi Arabia has had in place against flights to/from Israel.

CZZZ/Canada A reminder that CANPASS is only available for private aircraft carrying no more than 15 people (including the crew). Any more than that and you’ll need to call in advance to arrange for customs clearance on arrival. More info here: https://www.cbsa-asfc.gc.ca/prog/canpass/

09MAR: Greek airport prices double, new international airport Sao Paolo

LGZZ/Greece Landing and parking fee hikes are coming on Apr 1, at all those airports in Greece that are operated by Fraport: Aktion, Chania, Corfu, Kavala, Kefalonia, Kos, Lesbos, Mykonos, Rhodes, Samos, Santorini, Skiathos, Thessaloniki and Zakynthos. Parking at all airports will now be at least twice as expensive as it used to be.

SBSP/Sao Paulo The World Economic Forum on Latin America 2018 will be taking place in Sao Paulo from Mar 13-15. For the first time since 1985, the city’s second airport SBSP/Congonhas will be open to international flights, from Mar 9-18. Only BA/GA will be accepted, nothing larger than 737BBJ / A319ACJ. This will be a trial period to check if the airport could regain its international status on a permanent basis.

VTZZ/Thailand Tropical storms are forecast across central Thailand, including in Bangkok, from Mar 8-10. Authorities have warned locals to prepare for possible flooding, as most dams and rivers in the area are already near capacity.

KZZZ/USA Travel disruption expected to continue across the Northastern states in the next few days, following the passage of Storm Quinn, which buried many areas with heavy snow. More than 2000 flights were cancelled at Northeastern airports because of the storm.

NFTF/Fua’amotu Reconstruction efforts continue, following damage caused by Cyclone Gita in Feb. The night-time curfew in central Nuku’alofa has been extended to Mar 12. The airport is open and operating, but travel to Togo is currently not advised due to damage to hotels and infrastructure across the rest of the island.

NZZZ/New Zealand Cyclone Hola is forecast to arrive sometime between Mar 11-13. The cyclone is currently building as a category 2 storm as it moves away from Vanuatu. It’s expected to intensify on Mar 8 as it moves southwest towards New Caledonia, with most forecasters saying it will then track towards the north island of New Zealand.

LGTS/Thessaloniki The hugely disruptive repair work that had been going on since early Dec 2017 has now been completed. Both runways are back in service, and the makeshift runway they were calling 10L/28R has now been re-assigned back as Taxiway F. Easyjet will re-commence their scheduled flights there from Mar 25 onwards.

LFZZ/France Potential strike by some Air France staff on Mar 23. If it goes ahead, it’s likely to be similar to the one held on Feb 22 which resulted in the carrier canceling a quarter of its flights.

VCZZ/Sri Lanka On Mar 6, the government announced a nationwide state of emergency in response to recent incidents of inter-communal violence in certain regions to the east of the capital, Colombo. There are restrictions on phone and internet access, and all the main social media platforms have been blocked. Soldiers have been deployed across the island for an initial 10-day period in a bid to prevent the unrest from spreading.

LGZZ/Greece We’ve heard reports that the Greek CAA are planning to introduce some new rules for non EU-registered aircraft with up to 19 seats intending to do charter flights to Greece. In order to pick-up or drop-off passengers, these operators will now need to apply for an annual licence from the CAA. This is quite separate from the existing requirement to get a Third Country Operator (TCO) approval from EASA. Expect an AIP update soon with more details on this.

RJZZ/Japan A volcano in southern Japan erupted on Mar 6, shooting smoke and ash up to 7,500 feet into the sky. All flights at the nearby RJFK/Kagoshima airport were grounded, though operations have since resumed. On Mar 7, an ash cloud was still being reported in the area up to FL150.

KSDM/San Diego CBP are threatening to close the Customs office at the airport from May 1, after failing to reach an agreement with the City of San Diego about a requested upgrade to the CBP facilities and equipment at the airport. If the closure goes ahead, GA will no longer be able to operate internationally to/from KSDM.

LXGB/Gibraltar On Mar 3, severe weather and a subsequent rockfall damaged some airport equipment – both the primary and secondary radar are currently out of service.

TTCP/Tobago The airport will be closed for runway repair each night between 02-10z until May 5.

MUZZ/Cuba The U.S. have claimed that some of its embassy staff in Havana have been targeted by so-called ‘health attacks’, and believe that U.S. citizens may also be at risk. They now specifically mention Hotel Nacional and Hotel Capri as hotels to avoid.

SOCA/Cayenne Due to ongoing staff shortages, the airport is unavailable from 01-11z every night now until further notice.

VIDP/Delhi Sporadic runway closures until the end of March will mean that at most times overnight, there will only be one runway available. Expect delays.

ZSPD/Shanghai The airport now has Cat-III ILS installed on RWY34L, which will enable pilots with the necessary qualification to land even when visibility is less than 175 meters / landing height less than 15 meters.

KZZZ/USA With the ADS-B deadline coming up in Jan 2020, U.S. operators can get their ADS-B equipment validated by the FAA for free – just do a flight of at least 10 minutes in ADS-B airspace above FL050, and the system will check the accuracy of the data your aircraft is transmitting, and will send you an automated report by email. 23FEB: Tel Aviv Airport closes as a precaution against attack, Indonesia mandates ADS-B above FL290

WADD/Denpasar Bali’s airport will be closed for runway repair each night from 18-23z (except Saturdays) until Mar 30.

FSZZ/Seychelles They have pushed back the ADS-B mandate for all airspace within the FSSS/Seychelles FIR from Dec 2017 to Dec 2020.

HLLM/Mitiga Following multiple recent closures due to ongoing clashes between local militia, the airport will now completely close each night between 22-04z until at least May 16. For the latest on Libya, check here.

CZZZ/Canada On May 24, the Canada ADIZ will be expanded to include most of the Arctic Archipelago. For the east and west coasts, the inner boundary will be moved offshore. Full details here.

SVZZ/Venezuela There is an ongoing government ban on all flights from Venezuela to the islands of Aruba, Bonaire, and Curacao. Multiple continued travel warnings in place for Venezuela – significant level of violent crime, and unstable political and economic situations. Recommended to avoid planning tech stops here.

VABB/Mumbai The airport will be closed from 0530-1130z (1100-1700 local time) on Apr 9 & 10, for scheduled maintenance ahead of the monsoon season, which spans from May to September.

VIDP/Delhi New rule in effect from Feb 19 – you now need slots for arrival and departure. You can only apply a maximum of 5 days in advance. Maximum ground time is now 3 days (unless you go into a hangar). Full details here.

VAAH/Ahmedabad The airport will be closed for runway repair daily from 0430-1330z between Mar 1 – Apr 15. This will mainly affect operators going to VABB/Mumbai (250 NM), as VAAH is the most commonly used international alternate. All other decent airports (e.g. VOHS/Shamshabad, VIJP/Jaipur) are much further away, so you’ll need to carry extra fuel.

TBZZ/Barbados Multiple sewage leaks across large parts of the island’s popular south coast. Some residents have been forced to move, some businesses have closed, and some visitors to the island have complained about contracting gastroenteritis. Canada, the United States, and the United Kingdom put all issued travel advisories warning their citizens about the risks of travel to Barbados due to the current sewage problem.

HAZZ/Ethiopia Following a week of anti-government protests, a country-wide state of emergency has been declared, which is set to last for 6 months. No new airport or travel restrictions have been imposed (yet), although expect heightened police presence. During the last state of emergency in 2016, the government shut down the internet and mobile signal for several days.

GUZZ/Guinea Sporadic demonstrations continue to occur across the country, following disputed elections held on Feb 4. There have been violent clashes, including some fatalities, in the northern suburbs of Conakry. Demonstrators have also attacked vehicles when drivers attempted to pass through or around the protests.

LHBP/Budapest The U.S. Embassy in Budapest has issued a Security Alert for the airport that reads in part as follows: “Theft of items from passenger luggage at Budapest Airport has increased. Passengers reported that valuable items had been removed from their checked luggage.”

EPZZ/Poland CPDLC services will be available in Polish airspace between FL285-660 from Mar 29 onwards. The data link address will be EPWW.

UMZZ/Belarus Free route airspace will be implemented in Belarus airspace from Nov 8. At first it will be night-time only (23-05z), between FL305-660, but expect this to be expanded in line with similar plans for free route airspace implementation in Europe.

VRZZ/Maldives The government have extended the state of emergency to mid-March, in the midst of a political crisis that has seen security forces deployed in the capital Malé. Expect more protests there, although so far there have been no reports that VRMM/Malé International Airport or any of the outlying islands have been affected.

UHPP/Petropavlovsk Opening hours are now 20-08z. Outside of those hours, they might open for you, but only with prior coordination, and you can’t file UHPP as an alternate during those times. The airport is still available H24 for emergency diverts though.

NZZZ/New Zealand Cyclone Gita hit the South Island on Feb 20, where a state of emergency has been declared. The forecast for Feb 20-22 shows heavy rain, risk of flooding, and gusting winds of around 50kts. All the major international airports remain open, although Air New Zealand cancelled all flights in and out of NZWN/Wellington on Feb 20.

08FEB: PBCS is coming to Singapore, Bermuda as a NAT alternate

EGGX/Shanwick ICAO have published their own Bulletin on the upcoming PBCS requirements on the NAT. It confirms what we already knew – after Mar 29, you will need PBCS-style RNP4, CPDLC and ADS-C to fly the tracks between FL350-390. But it does have an interesting little section explaining how non-compliant aircraft might be allowed to ‘infringe’ or climb/descend through the tracks. We’ve updated our PBCS article with this info.

LFZZ/France Expect disruption to rail and air travel in Paris over the coming days due to heavy snowfall. A number of flights to LFPG/Paris Charles de Gaulle, LFPO/Paris Orly and LFPB/Paris Le Bourget international airports have been cancelled while some Eurostar services between London and Paris have also been delayed or cancelled.

RCZZ/Taiwan Two large earthquakes in the space of 24hrs from Feb 6-7 near the city of Hualien on Taiwan’s east coast has resulted in at least 7 deaths. Ops at RCYU/Hualien airport have not been affected, and the runway and airport are reported to still be fully intact.

GCZZ/Canary Islands CPDLC-ATN service is now available in the GCCC/Canarias TMA for ATC clearance.

KBZN/Yellowstone The main runway (12/30) will be closed for maintenance each day from Apr 30 to May 19, between 1230-2300 local time (1830-0500z). The next biggest runway (11/29) is barely over 3000ft long, so during this period pretty much all commercial traffic has been rescheduled to avoid the daily closures.

LIRF/Rome There’s a small localised ATC strike planned at Rome’s Fiumicino airport on Feb 10, from 9-17z. International flights should be unaffected, but expect some delays if operating there that day.

EDDM/Munich The Munich Security Conference will be happening from Feb 14-18. During these dates, you can’t use EDDM as an alternate, and GA flights will need to get special permission to land. For PPR contact +49 89 975 21132 or email specialoperations@munich-airport.de

GAZZ/Mali Algeria have now published a Notam saying aircraft exiting their airspace and entering Mali should do so only at a level between FL320-400. That’s fairly consistent with the advice issued by other countries.

WIII/Jakarta Heavy rains have caused flooding and landslides around the outskirts of the city of Jakarta, and the city itself is now vulnerable to flooding after the authorities were forced to open sluice gates on a major upstream reservoir on Feb 6.

UUZZ/Russia Delays at the Moscow airports continue, after the city was blanketed by its heaviest snowfall in 100 years. Over 40cm of snow fell between Feb 3-6, or 20 per cent more than the average for the whole month. The weather has since improved somewhat, although more snow is forecast for this weekend.

EPZZ/Poland No datalink services available in Polish airspace until Feb 28, as they’re running tests on their systems. All login attempts to EPWW will be automatically rejected.

TIST/St Thomas Between now and Feb 16, the runway will be closed overnight from 02-09z. If you need to land during those times, you’ll need to get PPR at least an hour in advance, by calling +1-340-201-2598.

ANYN/Nauru There’s still no HF radio coverage at Nauru. If you’re operating there, maintain HF contact with Brisbane until you can make VHF contact with Nauru on 118.1MHZ or 126.MHZ. For overflights in the region outside of VHF range, you can contact them on satphone: either +61-147-148478 or +61-147-163879.

VRZZ/Maldives On Feb 5, the Maldives government declared a state of emergency, in the midst of a political crisis that has seen security forces deployed in the capital Malé. 24JAN: PBCS: The new rule on the NAT, A319, A330 hit by gunfire at Tripoli

RCZZ/Taiwan China has opened up the airway M503 to northbound traffic. The airway sits just within the ZSHZ/Shanghei FIR, and has been used for southbound traffic since 2015. Taiwan complained back then, and they’re doing so again now – they say the airway is too close to existing routes that serve airports in outlying groups of Taiwan-controlled islands, and thus poses a risk to safety. China have ignored them. So for now, if you’re flying from the VHHK/Hong Kong FIR in the south to any number of airports in northern China, the Chinese authorities are quite happy for you to route via M503.

LOWI/Innsbruck The airport is getting busy with winter ski flights, so from Wednesdays 18z to Sundays 18z until Apr 15, GA/BA flights will now only be allowed a maximum of 1 hour on ground.

DAZZ/Algeria Air Algerie flights resumed on Jan 23 after a wildcat strike by cabin crew grounded nearly all departures from the capital’s airport DAAG/Algiers the previous day. Their trade union has threatened more strike action in the coming weeks.

KZZZ/USA The US government shutdown only lasted 2 days in the end: Jan 20-22. Now a bill has been signed to restore federal funding up until Feb 8. This is good news for general aviation, as the shutdown had effectively halted all FAA non-critical functions. One such example is the U.S. Aircraft Registry – when that shuts it halts the purchase, sale, maintenance, and in some cases even the movement of aircraft. KDCA/Washington State of the Union Address on Jan 30. No GA ops allowed at KDCA airport that day from 2000-2300 local time, including participants in the ‘DCA Access Standard Security Program’ (DASSP). No such restrictions for other airports in the area, including KBWI/Baltimore and KIAD/Washington Dulles.

DNEN/Enugu Runway repair work that had been ongoing since early Dec has now been completed. The airport is now back to normal ops, and is open from 06-23z.

RJZZ/Japan Expect travel disruption in Tokyo and the surrounding region this week due to a storm on Jan 22 that left the city fully covered with a heavy blanket of snow of over 20 centimetres. The city has come to a standstill with vehicles trapped in bridges and tunnels. Hundreds of cancellations and delays at both RJAA/Narita and RJTT/Haneda on Jan 22 left thousands stranded; both airports will be extremely busy over the next few days as they clear the backlog.

HLLM/Tripoli The only functioning airport in the Libyan capital reopened on Jan 20 after a five-day closure caused by deadly clashes that left passenger jets damaged. However, our advice remains the same: don’t land at any airport in Libya, don’t even overfly the country. Read the latest info here.

ZZZZ/Worldwide A recent rise in the cost of oil means that for the first time in three years, the global benchmark has risen above US$70.00 a barrel. Despite this, four of the major carriers, Delta Air Lines, American Airlines, United Airlines and Dubai-based Emirates, have confirmed they will not be hedging fuel bills.

HEZZ/Egypt Expect heightened security and traffic disruption in the run up to Jan 25 – the seventh anniversary of the 2011 revolution that ousted former president Hosni Mubarak. Several political parties and movements have backed calls for protests on the day.

KZZZ/USA Heavy snow on Jan 22 closed all runways at KMSP/Minneapolis airport for a few hours and forced the cancellation of over 500 flights. Although the weather forecast across the Midwest states is set to improve over the coming days, anticipate residual travel disruption as many roads are still blocked or partially blocked and icy conditions are present across the region.

SOZZ/French Guiana Controllers are on strike again. The Cayenne FIR (SOOO) will not be providing ATC services overnight from 23z-11z on the nights of both Jan 25 and Jan 26 – although expect more closures to be announced for other nights too. Airspace throughout the entire FIR basically becomes uncontrolled, though some routes are available as their contingency plan is active – review the SOOO Notams for details of those. SOCA/Cayenne airfield is also unavailable as an alternate overnight.

EGGX/Shanwick From March 29 you will need to comply with PBCS (Performance Based Communication and Surveillance) if you want to fly on the NAT Tracks between FL350-390. That means you’ll need ADS-C and CPDLC, and be RNP4 compliant. Depending on where you’re registered, you may also need to get PBCS approval. We’ve got all the details here.

OJAM/Amman The city’s second airport (OJAI is the main one) will be closed to everything except emergency and VIP flights each day from 09-15z until Feb 2.

VIDP/Delhi Due to the Republic Day celebrations, from now until Jan 26, GA ops are prohibited daily between 04-08z, and the airport will be completely closed to all ops daily between 0505-0645z.

RPZZ/Philippines Powerful volcanic eruptions this week at the Mayon volcano, located around 330km south of RPLL/Manila, and 15km north of RPLP/Legazpi – which is now closed until Jan 27. Over 50,000 people have fled the surrounding areas and are now taking shelter in evacuation camps. Ash is drifting north from the volcano, and clouds have been reported up to FL360 over the ocean directly off the east coast from Manilla. More explosive eruptions are likely within the next few days.

EGLL/Heathrow They will be trialling some new 3.2° RNAV approaches on all four runways until Oct 2018. All carriers that are RNAV 0.3 equipped and operate at Heathrow must have the additional RNAV approaches, details of which can be found in the UK AIP SUP 001/2018.

MKZZ/Jamaica A state of emergency has been declared in parts of St James (which includes Montego Bay). A major military operation is now underway, in response to recent violence including shooting incidents. Travellers are being told to avoid the area, and those already there should remain in their resorts as much as possible.

RWSL: Red Means STOP!

As you may know, the FAA is working on Runway Status Lights (RWSL). It’s a new system that’s live at 20 airports in the US. Basically, you get a nice set of red lights (embedded in the ramp) that tell you whether it’s safe or not to proceed. These lights are installed (or placed or located) at the entrance of the runway and at the start of takeoff. If any of these lights are red, you don’t go. Simple as that.

These lights are fully automated and completely independent of ATC, which means they do not have a clue if the lights are red or not. This is intentional. If you get clearance from ATC, and you see red lights, the red lights take precedence over the controller. The FAA has issued SAFO17011, stating:

There have been several instances at RWSL airports where flightcrews have ignored the illuminated red in-pavement RWSL lights when issued a clearance by Air Traffic Control (ATC). Illuminated RWSLs mean aircraft/vehicles stop or remain stopped and contact ATC for further direction, relaying to ATC that the RWSLs are illuminated.

National Italian ATC Strike (cancelled)

Update: 1800Z / 24October

Good news–the strike scheduled for October 27th has been cancelled, no disruptions in ATC services to be expected.  All FIRs have issued NOTAMs accordingly.

Italy ATC Unions have announced a strike on October 27th, which is a Friday (big surprise there). As of now, the strike is expected to take place from 1100-1500UTC.

Negotiations are ongoing, and we have our contacts in Italy keeping us updated to any developments and impact to operations.

ENAV has confirmed the strike could affect:

Milano, Roma, and Brindisi ACCs, ATS and MET at a large chunk of Italian airports, the flight planning data office, ground communications, weather forecasting units…it’s a large strike.

EGGX/Shanwick Formidable Shield is over! They managed to run four exercises in total – on 25th Sep, 7th Oct, 15th Oct and 17th Oct – all of which closed vast areas of NAT airspace to civil ops. They were thinking about doing a fifth exercise, and maybe re-running another, but in the end they didn’t have enough time to squeeze them in. Back to normal for the NAT Tracks. Read the article.

VIZZ/India has new crew visa requirements – a Visa upon arrival is no longer available.It is now mandatory for all crew to have visas arranged before arrival to India. When flying as operating crew you will need an e-Business Visa. Carry a copy with you when disembarking. Processing time is around 4 to 5 days, and you can apply online. Keep in mind that the e-tourist visa is for pax only. Read the article.

OMAE/Emirates FIR On October 12th, GCAA announced the changes to the OMAE FIR. They’ve got it all detailed in the latest AIC. The major change: all aircraft require RNAV1 with GNSS to operate in the Emirates FIR, starting December 7th. This is a change from the previous RNAV5. With that, you can expect changes to SIDs, STARs, all ATS routes, holding procedures, communication frequencies, and others. It’s a major overhaul to anticipate for the expected increase in traffic. Read the article.

LFMN/Nice The airport will be closed for runway repair overnight between 2130-0400z from 6-11th and 13-18th Nov. There’s no Notam out there about this yet. Expect one soon.

EGGW/Luton will be closed for 27 nights from 0000L to 0530L daily, starting Monday, November 6th and ending the morning of Sunday, December 3rd, 2017 for runway resurfacing. Standard operations will be practiced outside of these hours, with little to no disruption expected during daytime.

TXKF/Bermuda Non-radar procedures are in effect for a few hours each day over the next few days, as they’ll be testing their new radar equipment, following damage sustained during hurricane Irma.

LTAA/Ankara will no longer accept ORSU/ORER traffic. This looks like a response to a request made a couple of weeks ago by the Iraqi govt, replacing the Iraqi embargo on international flights in/out of the Kurdish region, which appears to have been removed from the ORBB Notams. Iraq are restricting the airspace to the West due to the Syrian conflict, Iran banned flights from these airports weeks ago and now Turkey have followed suit. The only access to these airports is now from the South via Baghdad.

TQPF/Anguilla PPR/Flow control now in place. You’ll need to get your slot before filing for arrival or departure. All will be given 10 minute spacing. Call 1-264-497-1646 or 1-264-584-5397.

KZZZ/United States A new travel ban was to come into effect on Oct 18th. A Hawaiian judge has again ordered a temporary restraining order on the ban preventing it from being enforced. Countries placed on the ban are: Chad, Iran, Libya, North Korea, Somalia, Syria, Venezuela & Yemen.

MUCC/Cayo Coco remains closed following damage sustained by hurricane Irma, and is not expected to re-open until late October

TTZP/Piarco CPDLC will be out of service until the end of the year. All voice comms must be made via New York Radio. Aircraft are requested to log on to TTZP for ADS-C position reporting.

KBOS/Boston Signature FBO is experiencing high demand for ramp space at peak times (Mon 1400L-Fri 1800L) expected to last until end of November. Parking is first come first served; you might be directed to different ramp space, possibly repositioned to another area airport. Consider utilizing another area airport to prevent delay.

LFBO/Toulouse Fuel available 0530-1700z, outside of these times bring your own as the fuel strike is ongoing.

12OCT: Iridium Satcom Ban, Iraq airspace reopening – International Ops Bulletin

EGGX/Shanwick Well, Event 3 of Formidable Shield never happened, and we’re onto Event 4 – the Big One, which is set for Oct 15th at present. We’re told the likely NAT Tracks structure on Oct 15th will be from 58N down to 54N. Westbound NAT Tracks are usually active from 1130-1900z, so on Oct 15th the forecast core westbound tracks will be going straight through the closed area of airspace. The current plan is to close the tracks at 30W at 1400z, and publish a few north-south tracks in the EGGX/Shanwick and BIRD/Reykjavik FIR’s that will go around the closed area of airspace. There may also be Tracks published going south of the area through the SPPO/Santa Maria FIR. OpsGroup members keep an eye on Team comms for updates. Read the article with map.

ORBB/Baghdad FIR Overflights of Iraq may be permitted to resume as early as next week, allowing international carriers access again to several previously heavily used routes through the eastern side of the Baghdad FIR. In May of this year, SFAR 77 – banning US operators from operating within Iraqi airspace – lapsed, and was replaced by Notam KICZ 10/2017 – which had much the same wording. However, on October 3rd, Iraq issued a new Notam (A0477/17) – with a new restricted area in the northwest of the FIR, from Surface to FL460. The previous restricted areas 601 and 701 were withdrawn. This re-shuffling of restricted airspace paves the way for two major international air routes to be reopened, UM860 and UM688 – which were realigned in April for this purpose, allowing operators additional route options through the Middle East to Europe and vv. FSB expects an official announcement shortly, and will update operators further. OpsGroup members will be notified directly.

VIKG/Kishangarh Haven’t heard of this airport? That’s because it just opened up this week in India! It’s got a 2000 meter runway, and looks to be a great way to get to Marble City or grab your Bani Thani paintings. It has 6 check in counters, and can handle 150 passengers per hour.

ZBAA/Beijing Due to the 19th session of the Communist Party in Bejiing, Captial International Airport will reportedly be closed to all GA traffic not participating in the event from Oct 12-25

UUZZ/Moscow Moscow ATC moved to a new Ops Centre on Oct 10th, you might notice some changes.

TNCM/St. Maarten is open again as of Oct 10th. The first flight out was from the national carrier, Winair, to St. Eustatius and the first international flight was operated by Delta, which landed at around 1.50 pm. Still having comms issues, if you’re planning on going there anytime soon, the advice is to file your return flight plan from your point of origin. The airport operator tells us by email “ATC is operational and will provide separation and clearances for all aircraft landing into SXM Airport and flying over to neighboring islands. Security measures will be at 100% level for all areas. The terminal building is not yet operational. In the makeshift hall we will have Kiosks to accommodate a variety of concessionaire services such as food and beverage.”

LTZZ/Turkey suspended issuance of visas to US citizens on Oct 10. However, most operating crew will not be impacted. When listed on Gendec as Operating crew and you have a valid crew ID, you may stay up to 72hrs without visa.

NTZZ/Tahiti FIR has no radar services available between Oct 23-28, due to maintenance.

EGMC/London Southend A new private jet centre is opening in November, which will be open 24/7 for 364 days a year. The airport has no slot restrictions, and claims to offer faster departure routes outside of London airspace. They will also have competitive rates for landing, handling and parking – for example, to park a BBJ for 24hrs will cost £1000. The airport is under an hour’s drive to central London.

BIZZ/Reykjavik FIR They’re running a volcanic ash exercise over the next few days. You might see some scary notams get published – as long as it’s got ‘EXERCISE VOLCICE’ on it, don’t worry.

EINN/Shannon Yay! Runway repair work has been completed, and the airport is now operational 24/7 once again. You can get back to filing RALT/EINN like you did in Spring.

ORZZ/Iraq The Turkish President is now threatening to close their entire airspace border with Iraq. The Iraqi CAA have already suspended international flights to ORER and ORSU in the Kurdish autonomous region of Iraq, following a controversial referendum on independence there last month.

TJSJ/San Juan Jet Aviation’s FBO has re-opened in San Juan. They say – “Our FBO has power and water and can be reached by normal access roads. We’re providing full service including fuelling, ground handling, and aircraft service and parking on our ramp. We are operating with email fboservices@pazosfbopr.com and cell-phone service (+1 787 399 3260 or +1 787 923 8259) and are taking reservations and service requests from customers. The FBO is operating seven days a week, 5am to 12am. midnight. Flights after midnight will be coordinated on an individual request basis.”

EZZZ/Europe What’s the latest on US operators and using MMEL vs MEL in Europe. The issue was a big one before the summer, but we haven’t heard anything of late, and people are asking. Can you help? Tell team@fsbureau.org.

ENSB/Svalbard This is now officially a domestic airport – international arrivals are no longer permitted. However, the ATC tower at the airport say that you can still use ENSB as an emergency divert, as long as they are open (06-14z). Norway CAA say international charter flights may still be allowed “in the interests of tourism”, but it seems this will be the exception rather than the rule. They’ve done this because the airport is apparently “not in line with the standards of an international airport”. So now, if you want to go to Svalbard you will first have to go to one of Norway’s international airports to clear customs, and then continue on to Svalbard as a domestic flight. Interestingly, you can still fly to ENSB direct from Russia, as they have a separate agreement from 1974 regarding the use of  the airport – which is unaffected by this new rule. Even more interesting is that when you get to Svalbard, if you decide to leave the main town of Longyearbyen, it is a legal requirement to carry a gun, and to know how to use it – they’re not joking about those polar bears.

TNCM/SXM Airport Damage

Updated: 1415Z / 09October

Good news–TNCM is set to reopen to commercial flights on October 10th.  ATC is 100%, and security is in place for all areas (including the perimeter fence).  The terminal is not yet fully operational, so there will be a hall set up with kiosks to support the passengers.

Swiss Emission Changes – 2018

In 2018, Switzerland will be launching their own emissions trading scheme, to integrate with the rest of the European ETS.

All domestic flights, flights from Switzerland and Basel-Mulhouse Airport into Europe, as well as flights between Switzerland and Basel-Mulhouse will apply to the new ETS.  A few exceptions:

  • Government / Heads of State Flights
  • Military, Customs, Police Flights
  • VFR Flights
  • Training Flights
  • Flights operated by aircraft under 5700 kg.

As of 30 September, all aircraft operators were to submit their monitoring plan, and starting January 1st, operators need to record the emissions data based on the same monitoring plan.

NZZZ/New Zealand Ops are slowly returning to normal in New Zealand as the fuel crisis which has affected operators in the region for the last 2 weeks is almost resolved. A pipeline fracture north of Auckland on Sep 16 brought supplies there to nil, meaning operators had to refuel at Wellington, Christchurch and other South Pacific airports instead. Ops through Fiji and Rarotonga were busier than normal with the increase in tech stops restricting supplies there also. Check with your handler for the latest.

ENSB/Longyear The Norwegian Ministry of Transport is planning to change the status of ENSB to domestic only effective 01 Oct, meaning that international flights may no longer be accepted. Negotiations ongoing with CAA. Not yet clear whether this will affect use of ENSB as an enroute alternate.

FHAW/Ascension is scheduled to be closed for repairs from Oct 21-30 and Nov 2-8.

LGSA/Chania has limited fuel supply due to an equipment issue, through Oct 2 at present.

VHHH/Hong Kong CAD permit office is closed for a public holiday Oct 2-5. They advise that non-scheduled aircraft will not be processed during this time, so arrange your flight well in advance.

VICG/Chandigarh has restricted Ops from Oct 2 due to runway repairs; it will close on Sundays, and only open 5am-4pm local on all other days.

WADD/Denpasar Mount Agung, a volcano on the Island of Bali, has been showing signs of impending eruption. Some airlines are taking the precaution of carrying extra contingency fuel into Denpasar. WADD airport is currently functioning as normal, but is anticipating closure if any volcanic activity does occur. If Agung follows its previous eruption pattern there is potential for WARR/Surabaya to be affected.

KSMO/Santa Monica From 09 Oct to 30 Dec work to shorten KSMO’s only runway from 5000ft to 3500ft will begin. The runway will be closed overnight from 09OCT to 20DEC, and then closed completely for a ten day period from 20-30DEC. The goal is to reduce air and noise pollution by reducing overall traffic.

LIPH/Treviso will be closing at 2200 on Oct 3 for runway repairs, reopening 0500 on Oct 19. Most scheduled services will be using LIPZ/Venice instead. If you want to do the same, plan ahead as it’s likely to be busy.

LLLL/Tel Aviv FIR Everything – Airspace and airports – closing from 1100Z on Sep 29, until 2030Z on Sep30 for Day of Atonement, the holiest day of the year. Only emergency ops will be accommodated.

SOOO/Cayenne FIR Industrial action ongoing, contingency plan in place between 1100-2030Z. Essentially it all becomes uncontrolled, unmonitored airspace for the time period specified. No speed or level changes, position reporting required. Specified routes only. They recommend avoiding the airspace if you can, so do we.

EGPK/Prestwick Experiencing ongoing staff shortages which will affect services at night. Check before flying. Procedural approaches, airport closures will be in place on and off from now through Oct 30.

ORZZ/Iraq Tensions around the Kurdish autonomous region are rising, Iran will not accept aircraft that have departed from ORER and ORSU. The Iraqi govt is demanding to be given control of the airports and the Turkish govt is threatening armed intervention in the region. The Turkish govt is also threatening to close its borders with Iraq.

VNKT/Kathmandu Frequent unscheduled closures due to a deteriorating runway surface.

RKZZ/South Korea All government offices in South Korea will be closed starting the afternoon of September 29 through October 9 due to a series of holidays that fall together this year. Normal working hours will resume on October 10. May affect your permit applications.

EINN/Shannon Night works continue throughout Sep which will be closing the main runway (06/24) – and therefore the airport. Try EICK or EIDW as alternates (but check Dublin’s runway too). Notams are regularly update for EINN, check those.

MMZZ/Mexico Ops at Mexico City Airports (MMMX, MMTO) are back to normal following the most recent earthquake. MMMX was closed briefly for a runway/taxiway inspection. Terminal damage, but not affecting international ops airside.

KZZZ/USA A new travel ban has been announced. Effective Oct 18 citizens of the following countries are restricted from travelling to the USA: Chad, Iran, Libya, North Korea, Somalia, Syria, Venezuela, and Yemen.

URSS/Sochi is expecting to be busy in Oct as CIS heads of state are meeting there 08-10 Oct. BA/GA flights not taking officials to that meeting will be limited to 2hrs on ground. Tanker as much there as you can. Long delays for arrivals and a request to minimise time on the ground by not refuelling there.

HRYR/Kigali The airport will be closed daily from 08-13z for runway repairs through the end of October.

EIDW/Dublin Runway 10/28 will be closed at night from 2200-0400 through Oct 1.

LPAZ/Santa Maria is not providing Metar/TAF information overnight (0000-0600Z) until Oct 10.

CZZZ/Canada If you have paid Nav fees to Nav Canada in the previous year, you are likely in for a refund in the form of an account credit. They are also reducing their fees.

Mexico City Airport – After Earthquake Status

Following the 19Sep earthquake in Mexico City, MMMX airport sustained damage, and forced closure:

MMMX/Mexico City Operational again after the earthquake, since 1600EST yesterday. Terminal damage, airtrain not operating. Runways and Apron OK. No fuel issues reported.

  • If you require information about your flight, get in touch with your airline.
  • Access to Terminal 2 is only through the roundabout, plan ahead to arrive on time.
  • The airtrain is out of service.  Bus service is available between P6 and P7 from T1 and P4 from T2.
  • AICM is currently working on fixing both terminals, and this work is not risking the security the customers.

 

MMTO/Toluca Remained operational, did not close, no issues reported.

North Korea: Another launch, extended range.

Just the Facts:

On September 15th, North Korea launched another missile, for the first time crossing over Japanese landmass. This one flew for 19 minutes, flew 2300 miles, and was likely a variant of the Hwasong-12 missile.

With the extended range, it puts more airspace at risk from debris fields.  Once can reasonably exclude quite a bit of this airspace, as all launches are easterly.

This launch passed over the airways below off the coast of Japan:

Continued caution should be taken in oceanic airspace west of North Korea.

KZZZ/USA Operating under Part 119 and performing operations under part 121 and/or part 135 under the jurisdiction of the FAA? If that’s you then you need to know that you can no longer rely on the FAA to provide flight or engineer examiners. There is a requirement for those organisations operating under this rule part to have a training and checking program. It looks like this requirement hasn’t been enforced in the past. That will be changing. Expect your local inspector to be in touch in the next few weeks.

HAZZ/Ethiopia On 21 August, the opposition Oromo Federalist Congress called for a general strike throughout the Oromo region, which surrounds the capital Addis Ababa, for the next five days. Travelers should expect disruptions to business activities throughout the region during the strike.

KASE/Aspen The FAA recently published a letter to airmen outlining a VFR climb procedure at Colorado’s Aspen/Pitkin County Airport (ASE) that may enable business aircraft crews to avoid delays following suspension of the “Wrap” departure procedure from ASE’s Runway 33 earlier this year. More from NBAA. While ATC will not ask pilots to depart under VFR climb, crews may request the procedure. More here.

OLZZ/Lebanon On Monday Lebanese military forces announced that they had uncovered a cache of anti-aircraft missiles among other arms caches abandoned by militants in Ras Baalbek. The other weapons include anti-personnel mines, mortars and machine guns. There were no reports indicating that the anti-aircraft weapons were connected to any terror plot; rather, they were likely for battlefield use, given that they were seized along with other weapons.

MMZZ/Mexico The US updated its travel warning for Mexico yesterday, warning about the risk of traveling to certain parts of Mexico due to the activities of criminal organizations in those areas. Travelers been the victims of violent crimes, including homicide, kidnapping, carjacking, and robbery in various Mexican states.

TXKF/Bermuda radar is out of action Thursday 4-10Z, usual advice – operate above FL320, or avoid the airspace. See Notam KZNY A0231/17 for the details.

BIKF/Keflavik Tower continues to have some staffing issues, keep an eye on their Notams the day of your operation, and consider another NAT fuel stop if needed.

LLZZ/Israel National Holiday Sept 18-19. They shut up shop at 1100 on the 18 Sep, and aren’t back at work until over 32 hours later at 1930 on the 19 Sep. First departure won’t be until 2030. It’s an important religious holiday in Israel. This is in addition to the closure for works on 7 Sep from 1500-1955, and the daily closures and block outs of GA aircraft due congestion. If you are planning a stop in Tel Aviv pick your time carefully. The FIR (LLLL) has the same closure on the 18-19 Sep.

MUCF/Cienfuegos will have no tower controller at 26th – 31st Aug, if you need to operate and require ATC, they say a controller can be arranged with 24 hrs notice.

EGAE/Derry is open again after flooding closed the terminal building on Tuesday night.

LPZZ/Portugal All airports – Immigration officers are planning strike action for 24th and 25th, high potential for delays.

FQZZ/Mozambique Visa on arrival is now available as an exception only. If visas are available from your home country they should be applied for prior to travel.

UUZZ/Russia On 21 August, the U.S. Embassy in Moscow announced that U.S. missions across Russia would suspend non-immigrant visa operations starting on 23 August. These operations will resume on 1 September but on a significantly smaller scale. The U.S. cited Russia’s decision to drastically reduce U.S. diplomatic staff in Russia as the reason for the reduction in non-immigrant visa operations. Beginning 1 September, non-immigrant visa interviews will be conducted in Moscow only.

VVZZ/Vietnam There has been a sharp increase in the number of Dengue fever cases from Vietnam. The only form of prevention for Dengue is to avoid being bitten by mosquitos.

DFZZ/Burkina Faso Updated travel advisory, following the recent terrorist attack on a restaurant in the capital Ouagadougou which killed 19. “Avoid non essential travel due threat of terrorism.” Multiple sources.

PLCH/Christmas Island Fuel is listed as available only for scheduled flights until mid-October due to supply issues.

EGMC/Southend Airport closed overnight between 2200-0500 04-08 Sept for all but scheduled flights.

LEBL/Barcelona Security staff at Barcelona airport have announced Industrial action for Fridays, Sundays and Mondays starting from 4th August, with the following time schedule: 0330-0430, 0830-0930, 1430-1530, 1630-1730 UTC.

HAZZ/Ethiopia The government lifted on Aug. 4 a state of emergency that has been in place since last October, AP reported.

DISP/San Pedro, Ivory Coast is closed for two weeks since August 2 to renovate the runway, which is in urgent need of repair, according to Ivorian authorities. The runway has been renovated in the past; however, past repairs were insufficient to prevent the runway from deteriorating to its current state of disrepair.

KZZZ/USA The eclipse is coming! As the moon moves in front of the sun on August 21st, a “path of totality” will develop in portions of Oregon, Idaho, Wyoming, Nebraska, Kansas, Missouri, Illinois, Kentucky, Tennessee, Georgia and South Carolina. This rare event has created intense demand for airport services in these areas, and operators should expect delays to ground support, parking and possibly even approach sequencing to busier airports. NBAA has published some useful guidance for business operators in the US.

DFFD/Ouagadougou is reporting some capacity issues, and would prefer not to be filed as an alternate until August 19th.

VTBD/Bangkok On August 7th, authorities stated that they were conducting an investigation into Bangkok’s Don Mueang International Airport (VTBD/DMK) following reports that approximately 5,000 passengers were forced to stand in lines for four to five hours at the facility’s immigration checkpoints. The 4 August incident occurred when several delayed flights resulted in increased passenger traffic at the facility. Heightened security measures in place at the airport — resulting in extended immigration screening — exacerbated the security processing delay. Several passengers required medical attention due to poor ventilation in the immigration checkpoint area and lack of available food or water. An airport official stated that the facility would open more immigration counters in response to the incident, which will allow authorities to process at least 1,800 visitors per hour.

YZZZ/Australia Further details have emerged about the foiled attack targeting commercial aviation in Australia, which authorities first revealed on July 30. An Australian Federal Police (AFP) official stated that two Lebanese-Australian nationals plotted to place an improvised explosive device (IED) on an Etihad Airways flight departing Sydney Airport (YSSY/SYD) on 15 July. One of the suspects brought the luggage containing the IED to the airport but then left before reaching the check-in counter. Officials have not yet established why he abandoned the attempt. The man intended to give the luggage to his brother, who boarded the aircraft. Officials stated, however, that the passenger was likely unaware of the contents of the luggage, and therefore have not charged or arrested him. The components used to manufacture the IED, which officials described as a “high-end military-grade explosive,” originated in Turkey and were transported to Australia via air cargo. This development prompted officials to enhance security measures employed to screen cargo aircraft.

LPZZ/Portugal Planned strike action by Portuguese immigration officers on 24 and 25 August 2017 may cause delays entering/exiting.

OTZZ/Qatar It had been reported that Bahrain and UAE authorities had lifted the ban on Qatar registered aircraft using their airspace, but this has been denied by both authorities and the ban still exists. Qatar aircraft have been using airspace above international waters which is managed by GCAA UAE but not airspace above their territory.

KTEB/Teterboro has a new RNAV SID – The Ruudy 6 – effective from August 17th, in response to ATC concerns over pilot deviations – 112 reports filed – on the previous version of the SID.

HSZZ/South Sudan The FAA has extended the warning on South Sudanese airspace for another year. Review the full page at http://safeairspace.net/information/south-sudan/

KZZZ/USA The FAA has issued a Notice of Proposed Rulemaking (NPRM) – operators with aircraft equipped with ADS-B out systems and meeting specific altitude equipment requirements may no longer need to go through the lengthy and challenging RVSM approval process. Comments due by 06SEP. ADS-B will be mandatory in most US Airspace by Jan 2020.

WIHH/Jakarta Halim The Indonesian government has announced it has decided to transfer all Jakarta outbound Hajj flights from Jakarta Halim to Jakarta Soekarno-Hatta Airport effective immediately. A statement issued by the Ministry of Transportation said it had taken the decision after a departing B777 ripped a hole measuring 3x2x0.25m in Halim’s runway on Friday last week. The aircraft was the first of three such flights scheduled to depart from Jakarta Halim during the first day of charters. Repairs to the affected strip took three hours to complete resulting in light delays to other departing flights.

RJZZ/Japan The frequency of North Korean missile launches that end with a splashdown in the Fukuoka FIR is of concern. Last weekend, one such missile came close to civil traffic, and this is not the first such event. We are preparing a summary for operators, and would request wider reader input on this. BGSF/Sondrestrom For NAT Ops on Sunday August 27th, note that BSGF/Sondrestrom will be closed to all traffic, as they are upgrading infrastructure. Sundays in Greenland see most airports closed in any case, but the option of paying $1000 or so to have them open for you is normally there. On this date,  BGSF won’t be, which may affect your diversion options. They do say that if there’s an emergency, call them on +299 52 42 27 to determine availability.

RJZZ/Japan As of 1800 local time (0900 UTC) on August 3, Typhoon Noru was located approximately 350nm east-northeast of Kadena Air Force Base, Japan, and was moving in a northwesterly direction at a speed of approximately 8 knots. At that point, Noru was posting maximum sustained winds of 80 knots with gusts up to 105 knots. Noru is expected to make landfall after 48 hours in southern Japan. Southern parts of South Korea, including the port city of Busan, will also likely experience torrential rainfall, which could trigger flooding and landslides.

LFLL/Lyon has some fuel supply issues ongoing, advising tankering where possible.

FAZZ/South Africa The U.S. Mission to South Africa advises travellers to exercise caution when arranging ground transportation from OR Tambo International Airport in Johannesburg to hotels, guest houses, and residences. Numerous U.S. citizens and other travellers have been robbed at gun point while traveling from the Airport to their place of lodging in what are known as ‘follow home’ robberies. In some instances, U.S. citizens have been injured or shot at during these robberies.

SPIM/Lima Volcano eruptions from Mount Sabancaya continue to create airspace warnings up to FL250.

FOOL/Libreville Will be closed overnight 2300-0900Z until August 12th. [more in Aireport]

LIZZ/Italy Baggage handlers at Milan’s Malpensa Airport (LIMC/MXP) and Linate Airport (LIML/LIN) staged a last-minute strike on August 1. The handlers apparently warned the airport operator the day prior, although airport officials claim they did not know ahead of time. The strike caused significant delays for passengers.

UMMS/Minsk, Belarus Will be closed for runway maintenance at various times overnight until the end of August.

LGGG/Athens FIR Strike action planned for Air Traffic Safety Personnel (ATSEP) until 05Aug. Emergency frequencies will remain uninterrupted, although the authorities advise caution as “problems to systems may arise affecting communication, navigation and surveillance (CNS) services” during this period. Probably not too much effect.

LTBA/Istanbul Ataturk The airport is balancing “Supply and Demand.”  Here’s the rundown:
– New seasonal charter and cargo flights to land will not be accepted.
– Technical landings and diversions will not be accepted (unless you’re stationed there).
– Business flights are allowed, as long as the hourly flight limits haven’t been exceeded.
– Flights for MX are allowed to LTBA, but you’ll need to get your slot well in advance.
– Make sure you have a valid slot, they’ll reject your plan if not.
– If you have a permit prior to 24JUL, you’ll be accepted. [more in Aireport]

KZZZ/United States The TSA has announced that travelers will be required to separate more electronic devices from their carry-on baggage when passing through security screening points at U.S. airports. Currently, travelers are only required to take out laptop computers from their carry-on luggage for separate screening; under the new regulations, all devices larger than a mobile phone — including tablets and e-readers — will need to be placed in their own bins to be screened separately. The regulations are already in effect as part of a pilot program at 10 U.S. airports and are expected to be rolled out to facilities across the country in the coming months. The enhanced measures will not affect travelers who are enrolled in pre-check security programs.

ZKZZ/North Korea On August 2, the U.S. Department of State issued a Travel Alert for North Korea, which reads in part as follows: “The Secretary of State published a Notice on Wednesday, August 2, 2017 that will restrict the use of U.S. passports to travel into, in, or through North Korea/the Democratic People’s Republic of Korea (DPRK), effective Friday, September 1, 2017. The Secretary has authorized the restriction due to the serious and mounting risk of arrest and long-term detention of U.S. citizens under North Korea’s system of law enforcement. Persons who wish to travel to North Korea on a U.S. passport must obtain a special passport validation under 22 C.F.R. 51.64, and such validations will be granted only under very limited circumstances. The Department of State will publish information on how to apply for a passport with a special validation on travel.state.gov when OMB approval is effective. Persons currently in North Korea on a U.S. passport should depart North Korea before the travel restriction enters into effect on Friday, September 1, 2017”

EISN/Shannon FIR The introduction of direct routings in the lower FIR was planned for 14SEP but has been delayed to 12OCT (maybe longer).

YZZZ/Australia Security procedures at Australian airports have been tightened, with pictures of huge lineups in the media. This follows a foiled attack plot last week. Sydney is the largest delay location.
