UUZZ/The Moscow Area will get busy between 26AUG and 04SEP (we’re not entirely sure why), but … The Main Air Traffic Management Centre (MATMC) has issued notice that there will be increased regulation for flights to UUWW, UUDD, and UUEE. Permission to depart will expire 30 mins after planned off blocks time, after which the Operator (that’s you) must call MATMC for a completely new permit.

MWCR/Cayman recorded its first local transmission of the Zika virus on 08AUG. Several other people on the Cayman Islands have reported symptoms of the virus; however, authorities stated that in these cases the patients contracted Zika during travel abroad.

MKJK/Kingston, Jamaica is carrying out work on its Comms lines until the end of the week, and is expecting to lose some Flight Plans. The outage is 0415-1100Z daily. If you are operating to Jamaica, or through the FIR, it’s worth sending your FPL early, and not during that time. Maybe send it a few times to be sure, should minimise delays due to missing FPL’s.

VIZZ/India Independence Day on 15AUG. Multiple restrictions. No overflights within 150nm of Delhi. VIDP/Delhi will not allow non-scheduled flights 0030-0430Z, and 1030-1330Z. Check with your handler for specific restrictions on 15AUG.

LIRA/Rome Ciampino will be completely closed from 14-29OCT for runway maintenance and upgrades. According to CIA, maintenance work will be carried out on a 24/7 basis on parts of runway 15/33, at various junctions and taxiways.

EVVA/Ventspils is closed for the week from today, due to repairs to the main runway. One of the three main airports in Latvia, it reopens on 15AUG.

GUCY/Gbessia, Guinea Opposition leaders have announced the postponement of opposition demonstrations planned for 10-16AUG. Marchers will reportedly demonstrate on the Autoroute Fidèle Castro, between Aéroport International de Gbéssia (GUCY/CKY) and the Palais du Peuple. The demonstration was originally slated to occur on 4 August but was later postponed until 10 August.

WIZZ/Indonesia Travel advice updated: Political tensions have given rise to occasional mass demonstrations in cities in Papua; take extra care and seek local advice on your travel plans.

SOCA/Cayenne FIR has broken it’s SITA system and has no CPDLC or ADS-C until, they think, at least 14AUG. Revert to HF and use 8855/5526; failing that try 3023.

RJZZ/Japan On 08AUG, Japanese military officials placed the country’s armed forces on alert for the potential of a North Korean missile launch. According to an official statement, the Japanese military will be ready to strike any North Korean missile that threatens Japan. Because some North Korean missile tests are difficult to detect, the current state of alert will last for three months. Previously, Japanese defense officials issued a series of temporary orders in response to imminent North Korean missile launches.

LWKS/Skopje Flooding on 6-7AUG2016 in Skopje and neighbouring areas has resulted in over 20 deaths. Some roads, including part of the Skopje ring-road, are closed. Alternative routes are available, but traffic may be slow moving. You should travel with extreme care.

LTZZ/Turkey Per new dictat from the DGAC in Turkey, all Ambulance flights entering Turkish airspace are to report “ACTIVE AMBULANCE FLIGHT” on first contact with Turkish ATC.

DIZZ/Cote D’Ivoire Effective 15SEP2016 Ivory Coast will withdraw the following HF frequencies: BOUAKE 5710KHz, 1578KHz; DALOA 5701KHz, KHOROGO 6673KHz; Man 5710.5 KHz; ODIENNE 6673 KHz; SAN PEDRO 6012KHz

EDDV/Hannover has special runway configurations on 14AUG due to (yet another) bomb from WW2 being removed. Between 1100-1400Z all approaches to 27L/09R are suspended.

VVZZ/Hanoi ACC reports that a lot of flights operating through the Hanoi ACC area of responsibility have not been submitting flight plan messages to VVHNZRZX or VVHNZQZX. In order to avoid missing / delay of FPL messages, copy these AFTN addresses when submitting your FPL’s.

EGZZ/United Kingdom 8AUG Rail staff in southern England, including London, began a five-day strike, which will reduce rail services by 40 percent. Travellers should expect major delays and large-scale traffic disruptions

BGSF/Kangerlussuaq Daily Closures between 09AUG and 30AUG for runway work. Double check NOTAMR A0295/16 for complete list of timings. Only Medivac, Search and Rescue and PPR confirmed operations allowed.

KTEB/Teterboro Landing Fees here are to increase by about 25% on September 1st. Comments regarding the fee changes can be submitted to The Port Authority of New York and New Jersey, and must be received by 10AUG2016.

Measles Myanmar/Taiwan On August 6th health officials confirmed a measles outbreak in the Sagaing region, a mountainous area located in northern Myanmar, bordering eastern India. We have also received report from Taiwanese health officials confirming a link between two cases of measles and Taipei’s Songshan International Airport (RCSS/TSA). The two cases, which were first detected on 15JUL, involved an airline ground crew worker and a passenger who traveled to the airport.

SECU/Cuenca, Ecuador Operations at Cuenca airport will be suspended from mid-August 2016 for 3 weeks to 1 month due to the need for additional runway works.

OMDB/United Arab Emirates On 04AUG both runways at Dubai International Airport (OMDB/DXB) resumed full operations following the 03AUG 777 accident. Expect delays and some cancellations as the airport is still struggling to catch up.

UTZZ/Turkmenistan and UAZZ/Kazakhstan On 04AUG Turkmenistan temporarily closed its border with Kazakhstan, citing security concerns. Officials stated that the closure will last for five days. Turkmenistan instituted a similar border closing on 20JUL. Authorities did not release details on the purported security concerns that prompted 04AUG closure.

UZZZ/Russia 03AUG Polish officials stated that they did not have a specific date to reopen visa-free border traffic between Poland and the Russian enclave of Kaliningrad. Security concerns associated with the NATO Summit and Roman Catholic Church’s World Youth Day led officials to temporarily restart border checks at Poland’s borders. Residents of border areas, however, will be able to travel across the border for cultural, social or family reasons.

EBBR/Brussels has now reopened but operations are still very restricted. The airport is not expected to be fully operational until June or July by current estimates. The airport authority has instituted new security measures that include a requirement for passengers to arrive 3 hours prior to their departure time. The terminal is still closed to busses and trains. Slots must still be requested from the Brussels Airport Authority if you intend to operate in or out of EBBR.

ZKPY/Pyongyang FIR Many reports that North Korea is jamming GPS signals, also reported by South Korea RKRR NOTAM A0450/16. Signals have been reported as unreliable or lost when operating in or near to North Korean airspace. Exercise caution if you rely on GPS in those areas. Read our DPRK Overflight Risk article from a few weeks ago.

LIZZ/Italy Eurocontrol has confirmed an Italian ATC strike is set for April 9th. NOTAMS A2062/16A2 and A2063/16A2 have been issued covering the proposed strike.

MHTG/Tegucigalpa Dangerous approaches at MHTG will be consigned to history, as a new airport was finally confirmed at the weekend by the Honduran government. Full article here.

LFXX/France an Operational Trial of CPDLC Services in French Airspace of Reims (LFEE), Paris (LFFF) and Marseille (LFMM) ACC will be in effect from 05APR to 11APR.

EZZZ/Europe The U.S. State Department along with numerous other countries have issued a Europe wide travel warning in response to the attack in Brussels. While extra vigilance should be exercised it is also a very generic response to a threat that has yet to be fully understood from a commercial aviation perspective. If you would like to be kept up to date on specific travel alerts from the U.S. State Department you can sign up through their STEP program.

EHAM/Amsterdam reports of near misses with drones have recently been reported by crews. The location of the near misses was on the approach path but no specific runway was mentioned.

KEWR/Newark The FAA will be increasing the number of available slots to EWR, available at the end of October. The change is in response to the improved efficiency of the airport and the ability to increase the ATC arrival rate.

FAA/United States has issued Advisory Circular 00-30C. It describes the various types of CAT (Clear Air Turbulence) along with avoidance techniques and possible future forecast systems for helping Dispatchers and Pilots in the planning stages.

KZZZ/USA Check your passport! Effective 01APR16, if you’re travelling to the United States under the Visa Waiver Program, you will also need to have a valid e-Passport along with your ESTA.

CZVR/Vancouver ACC will begin to use ADS-C on 18APR In their Oceanic sectors, for both alerting service (SAR) and improved ATC separation purposes.

UHSS/Yuzhno will be closed daily 10APR-14MAY between the hours of 12-21Z.

OMZZ/United Arab Emirates will begin charging a $9.50 USD Passenger Tax effective 30JUN, to be imposed on all travellers over the age of 2 through all airports including those only transiting the UAE. A driving factor in this new charge appears to be low oil prices affecting the Gulf States.

UUZZ/Russia has stated that aviation authorities are intensifying its ramp inspections of all aircraft (especially foreign aircraft, we guess) in the wake of the Rostov accident.

FZZZ/Nigeria The Nigerian National Petroleum Corporation has stated that steps are currently being taken to end the countries fuel shortage, but may take upwards of 2 months. We suggest to check with local handlers for the availability aviation fuel supply until the issue is resolved.

VNKT/Kathmandu We have received some reports that VNKT ATC weather reports are inaccurate, especially regarding visibility. Any feedback please let us know.

VIAR/Amritsar has suspended all night operations for 1 year due to the planned reconstruction of the airports runways.

Monday Briefing: Northern California airspace changes, Iraq closes airspace below FL300

Northern California ‘Metroplex’ airspace changes 07DEC On 10DEC, several revised and new SIDs and STARs associated with the Northern California Metroplex project will be published. These procedures will be the last major changes associated with the project. You can find the full document covering the changes here.

Iraq closes airspace in Kurdish North below FL300 06DEC  Iraq issued a new Notam on 06DEC warning of further Cruise Missile operations below FL310. ORBB A0423/15 states that “Flights operating at FL310 or above, and flights operating at ORBI, ORNI and ORMM are not affected”. OIIX/Tehran FIR German Authorities published a new Notam last week warning of a risk to flight for aircraft operating in the vicinity of OITT/Tabriz, OITL/Ardabil, and OIGG/Rasht. DFS, the German ATC agency, recommends overflying this general region at FL260 or higher. A6875/15.

Russia/Turkey Effective 01DEC, Direct non-scheduled flights between Russia and Turkey are banned by decree of the President of the Russian Federation dated 28NOV. Prohibited for all airlines, regardless of the country of aircraft’s registration .

VOMM/Chennai Re-opened for 24-hour domestic and international flight operations today, five days after it was shut due to flooding.

EGGX/Shanwick As of 07DEC, although system testing and acceptance is reportedly finished, no RLAT/Reduced Lateral Separation tracks have yet been published by Shanwick or Gander for the daily OTS. It appears uncertain what the first day of operation will be.

MUHA/Havana, Cuba Hotel Capacity in Havana is under severe strain at present. With increased traffic to Cuba, finding a hotel room is now a regular challenge. Some airline crews have had to be accommodated in Varadero instead, as there were no hotel rooms left in the city. Book well in advance, where possible.

OMxx/United Arab Emirates It has been advised to us, that the requirement for TCAS 7.1 also applies to the Emirates FIR. All aircraft arrivals/departures or those transiting UAE airspace from 01DEC must be 7.1 compliant, or a re-route around UAE airspace will be required. Another option is to obtain a special dispensation to operate, this is available from GCAA in AUH, but is reportedly difficult to obtain. For more details please see the UAE AIP ‘Gen 1.5.6.6 Carriage of ACAS-II’.

LIxx/Italy There is a possible suspension of IFR non scheduled commercial traffic to/from LIRF and LIRA on Dec 8th. Please see NOTAM LIXX 1W2845/15 for the official restriction.

LIxx/Italy Ongoing volcanic emission from Mt. Etna may disrupt routings through Italian Airspace. Please check the Toulouse VAAC for the most up to date info.

ESxx/Sweden have been forced to suspend, with immediate effect, flights from northern Iraq to Sweden following a directive from the Swedish Transport Agency (Transportstyrelsen). In a statement issued last week, Transportstyrelsen said the increased military activity across northern Iraq posed a threat to civilian flights thus warranting a ban.

VTxx/Thailand The FAA has downgraded Thailand to a Category 2 after an audit of the country’s Department of Civil Aviation (DCA) in October showed continued non-compliance with International Civil Aviation Organization (ICAO) safety standards. The FAA’s move comes five months after the ICAO formally instituted a Serious Safety Concern (SSC) against Thailand for failure to adequately address shortcomings identified during a Universal Safety Oversight Audit Programme (USOAP) inspection in January.

MUxx/CUBA Will be reinstating travel permits for doctors. On 01DEC, Cuba announced that it was reinstating the travel restrictions it had previously imposed on doctors, which requires doctors to obtain permission before leaving the country. The restriction had been lifted in 2013, but is now being re-imposed, as the government claims that its universal and free health care services are being “seriously affected” by the number of doctors leaving the country.

Zxxx/China will mandate that its air traffic controllers use only English when communicating with pilots of any airline starting in 2017, according to the Civil Aviation Administration of China (CAAC). The move will improve situational awareness for foreign pilots. Currently, ATC at all airports across China use English to communicate with pilots of foreign airlines and Mandarin with those flying for Chinese carriers. The CAAC will announce the exact date for implementation later, ensuring the readiness of all stakeholders involved in the process.

ZUUU/Chengdu has completed the on going construction work. The parking bay has been released and is available on a first come, first serve basis. This applies to overnighting aircraft as well.
