{"id":7202,"date":"2024-11-12T01:00:11","date_gmt":"2024-11-12T06:00:11","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=7202"},"modified":"2024-11-15T07:21:30","modified_gmt":"2024-11-15T12:21:30","slug":"us-preclearance","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/us-preclearance\/","title":{"rendered":"US Pre-Clearance: How does it work?"},"content":{"rendered":"<h4>What is US Customs and Border Protection Pre-Clearance?<\/h4>\n<p>This service basically allows aircraft flying from <a href=\"https:\/\/www.cbp.gov\/border-security\/ports-entry\/operations\/preclearance\" target=\"_blank\" rel=\"noopener noreferrer\">certain approved airports<\/a> direct to the US to complete their entry procedures at their departure airport &#8211; instead of on arrival in the US.<\/p>\n<h4>Where can I do it?<\/h4>\n<p>If you&#8217;re a bizav flight (i.e. private or charter), you can only do it at<strong> EINN\/Shannon <\/strong>and<strong> TNCA\/Aruba.<\/strong><\/p>\n<p><em>Scheduled airline flights can do it at these airports too:<\/em><\/p>\n<ul>\n<li><em><strong>The United Arab Emirates<\/strong>\u00a0&#8211; OMAA\/Abu Dhabi<\/em><\/li>\n<li><em><strong>The Bahamas<\/strong> \u2013 MYGF\/Freeport or MYNN\/Nassau<\/em><\/li>\n<li><em><strong>Bermuda<\/strong> &#8211; TXKF\/Bermuda<\/em><\/li>\n<li><em><strong>Canada<\/strong> \u2013 CYYC\/Calgary, CYEG\/Edmonton, CYHZ\/Halifax, CYUL\/Montreal, CYOW\/Ottawa, CYYZ\/Toronto, CYVR\/Vancouver, or CYWG\/Winnipeg<\/em><\/li>\n<li><em><strong>Ireland<\/strong> \u2013 EIDW\/Dublin<\/em><\/li>\n<\/ul>\n<h4>Where can I fly to in the US once I&#8217;ve Pre-Cleared?<\/h4>\n<p>Turns out it&#8217;s not that easy to find a list of US airports approved for the arrival of Pre-Cleared aircraft. But it&#8217;s worth noting that <strong>not all US International Airports of Entry are on the list of those approved to accept Pre-Cleared flight<\/strong>s, due to lack of agriculture agreements, and\/or local CBP agreements there.<\/p>\n<div id=\"attachment_10477\" style=\"width: 610px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.cbp.gov\/contact\/ports\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10477\" class=\"wp-image-10477\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/05\/US-AOE-map-image-1-1024x879.png\" alt=\"\" width=\"600\" height=\"515\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/05\/US-AOE-map-image-1-1024x879.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/05\/US-AOE-map-image-1-300x257.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/05\/US-AOE-map-image-1-768x659.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/05\/US-AOE-map-image-1.png 1310w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-10477\" class=\"wp-caption-text\">Click for CBP website.<\/p><\/div>\n<h4>How does Pre-Clearance work in reality?<\/h4>\n<p>US CBP has published <a href=\"https:\/\/www.cbp.gov\/sites\/default\/files\/documents\/CBP%20Preclearance%20of%20General%20Aviation%20Summary%20Guide.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">this guide<\/a> on exactly <strong>how the Pre-Clearance service works<\/strong>, but here&#8217;s the lowdown:<\/p>\n<ol>\n<li><strong>Request the service with CBP<\/strong> \u2013 Get in touch with CBP telling them that you want to do it! Pass them a bunch of information &#8211; details about the flight, passengers and crew. You can do this step through your ground handler (recommended).<\/li>\n<li><strong>Submit APIS<\/strong> \u2013 Slightly tricky here, because for Pre-Clearance you have to submit this no less than one hour before the scheduled Pre-Clearance processing time itself, rather than the departure time from the Pre-Clearance airport. For example, you want to fly from EINN-KALB at 2pm, and you&#8217;ve got your Pre-Clearance set up for 1pm, so that means you need to file your APIS no later than 12pm!<\/li>\n<li><strong>Pre-Clearance approval<\/strong> \u2013 US CBP will email notice of approval, including the appointment confirmation number.<\/li>\n<li><strong>The Pre-Clearance procedure<\/strong> \u2013 When you arrive at the Pre-Clearance airport, CBP will conduct the same procedures as if you were at an airport in the US. Travelers and luggage are screened and the aircraft is inspected.<\/li>\n<li><strong>Departure<\/strong> \u2013 Crew, passengers and luggage board the aircraft, and off you go. (And remember &#8211; no opening of any aircraft doors from this point before departure!) The kindly CBP chaps you&#8217;ve just dealt with will zap your info across to their counterparts at whichever US airport you&#8217;re flying to, so everything should be nice and smooth on arrival.<\/li>\n<li><strong>Arrival<\/strong> \u2013 Upon arrival in the US, bag up your garbage for CBP to collect. Note that if you have to land somewhere other than where you said you&#8217;d be landing in your APIS, Pre-Clearance approval will be voided and you&#8217;ll have to go through the normal entry process.<\/li>\n<\/ol>\n<p>Remember, if you&#8217;re a bizav flight, you can only do Pre-Clearance at EINN\/Shannon Airport or TNCA\/Aruba. So here&#8217;s some info specific to both of these airports&#8230;<\/p>\n<h4>Pre-Clearance at EINN\/Shannon<\/h4>\n<p>One of the FBOs there is <strong>Signature Aviation<\/strong>, and they have provided a summary of what you can expect when you Pre-Clear, with a few more details than the basic summary above. You can <a href=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/11\/EINN-CBP-Preclearance-Summary.pdf\" target=\"_blank\" rel=\"noopener\">download the PDF here<\/a>, but key points are: you must give 24hrs notice, and the CBP office opening hours are 0900-1700 local each day with out of hours available between 0700-0900 and 1700-2100 local.\u00a0You can contact them at <a href=\"mailto:snn@signatureflight.ie\">snn@signatureflight.ie<\/a>.<\/p>\n<h4>Pre-Clearance at TNCA\/Aruba<\/h4>\n<p><strong>Jet TNCA<\/strong> is the only FBO at Aruba, and they can provide Pre-Clearance to bizav flights. They need 24hrs notice, it costs $315, and CBP there are open from 0930-1100 and 1530-1700 local time each day (not available on afternoons at weekends). You can find more info <a href=\"https:\/\/www.jet-tnca.com\/news\/jet-tnca-reinstates-cbp-pre-clearance-service-elevating-travel-experience-for-private-aviation-travelers\" target=\"_blank\" rel=\"noopener\">here<\/a>, and contact them at <a href=\"mailto:ops@jet-tnca.com\">ops@jet-tnca.com<\/a>.<\/p>\n<h4>A note on the US Virgin Islands<\/h4>\n<p>Technically, airports in the Virgin Islands &#8220;offer&#8221; this service too, but it&#8217;s not really Pre-Clearance in the same sense as at EINN and TNCA &#8211; here it&#8217;s actually more of a requirement than an optional extra. <a href=\"https:\/\/www.cbp.gov\/travel\/general-aviation-processing\" target=\"_blank\" rel=\"noopener\">The US CBP<\/a> say the following:<\/p>\n<p><em>For flights leaving the USVI enroute to other United States locations, GA aircraft operators are required to contact CBP in the USVI prior to departure. Aircraft cannot be moved from the U.S. Virgin Islands to other U.S. locations until CBP Agriculture Specialists (CBPAS) have:<\/em><\/p>\n<ul>\n<li><em>had the opportunity to inspect the aircraft;<\/em><\/li>\n<li><em>crew, and passengers; and<\/em><\/li>\n<li><em>the CBPAS has provided clearance for departure from the USVI.<\/em><\/li>\n<\/ul>\n<p><strong>Standard Aviation FBO at TIST\/St Thomas<\/strong>\u00a0say that Customs requires a minimum notice of 2hrs in advance of the appointment time. Appointments are available 7 days a week from 0800-1630 local, and it costs $250.
