{"id":5709,"date":"2018-09-24T10:00:54","date_gmt":"2018-09-24T14:00:54","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=5709"},"modified":"2019-12-23T07:25:32","modified_gmt":"2019-12-23T12:25:32","slug":"why-are-we-still-flying-airline-passengers-over-war-zones","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/why-are-we-still-flying-airline-passengers-over-war-zones\/","title":{"rendered":"Why are we still flying airline passengers over war zones?"},"content":{"rendered":"<p id=\"ef3f\" class=\"graf graf--p graf-after--h3\">Here\u2019s the level of inconsistency we\u2019ve reached in international air transport: we take each passenger, scrutinize their booking, check the no-fly-list, watch them on CCTV, pull them apart at TSA, remove anything sharper than a pen, question them, x-ray the bags, run Explosive Trace Detection tests, screen the hold baggage, background check every member of the crew, and then, once they\u2019ve all boarded,\u00a0<strong class=\"markup--strong markup--p-strong\">fly this ultra-secure airplane straight into a war zone<\/strong>.<\/p>\n<p id=\"ef39\" class=\"graf graf--p graf-after--p\">Welcome to the Eastern Mediterranean. It\u2019s an active conflict zone. The Russian naval build up there this month is the largest since Moscow\u2019s intervention in Syria began in 2015. Over Syria, 9 aircraft have been shot down this year.<\/p>\n<p id=\"e9f9\" class=\"graf graf--p graf-after--p\"><strong class=\"markup--strong markup--p-strong\">The most recent was on Monday night this week<\/strong>, when Syria came under attack from Israel fighter jets, and started firing indiscriminately at anything off the coast that looked like a threat. They wanted to shoot something down, and they did\u200a\u2014\u200aexcept it was a friend, not foe. They took out a Russian Ilyushin IL-20M transport category airplane. Even on the worst radar, that doesn\u2019t look anything like an Israeli F-16.<\/p>\n<p id=\"3dae\" class=\"graf graf--p graf-after--p\">50 miles away from where the Russian aircraft plunged into the sea on Monday night is the international airway UL620, busy with all the big name airline traffic heading for Beirut and Tel Aviv. If Syria can mistakenly shoot down a Russian ally aircraft, they can also take out your A320 as you cruise past.<\/p>\n<p id=\"7fe3\" class=\"graf graf--p graf-after--p\">And yet, most airlines continue to operate. Are we really so comfortable with operating in conflict zones again?<\/p>\n<p id=\"6cc6\" class=\"graf graf--p graf-after--p\"><strong class=\"markup--strong markup--p-strong\">The lessons of MH17 seem to be fading fast<\/strong>. It\u2019s a little over four years since 298 people lost their lives over Ukraine one summer afternoon, thanks to an errant missile fired during a civil war at an aircraft that they thought was a military threat. \u201cWhy were they over a war zone\u201d, everyone cried afterwards.<\/p>\n<p id=\"6876\" class=\"graf graf--p graf-after--p\">Well, we all were. Me too. I was a pilot for Austrian Airlines at the time. I recall one morning in Vienna, some months before MH17. Boarding the last of the passengers, my BBC news app flashed up a story about a helicopter being shot down in eastern Ukraine\u00a0.<\/p>\n<p><img decoding=\"async\" class=\"progressiveMedia-image js-progressiveMedia-image\" src=\"https:\/\/cdn-images-1.medium.com\/max\/1600\/1*kFpjZ6lDQ3uqd5VqwJrKpg.png\" data-src=\"https:\/\/cdn-images-1.medium.com\/max\/1600\/1*kFpjZ6lDQ3uqd5VqwJrKpg.png\" \/><\/p>\n<p class=\"graf graf--p graf-after--p\">As we were headed east, with my colleague in the cockpit, we quickly plotted the position on our enroute chart, and noted that it was really close to our route. Maybe 30 miles north. \u201cWe might see something interesting!\u201d, we said, and pushed back. We didn\u2019t, nor did we think much more about it.<\/p>\n<p id=\"5a8a\" class=\"graf graf--p graf-after--p\">Do you see the thought process though? Before MH17, we didn\u2019t consider the risks to our aircraft from war zones. Especially being so high. Helicopters might be getting shot down, but we\u2019re at 35,000 feet. No problem.<\/p>\n<p id=\"43d2\" class=\"graf graf--p graf-after--p\">This is why all of these airlines\u200a\u2014\u200amine, at the time, included\u200a\u2014\u200aoperated on the route.<\/p>\n<p><img decoding=\"async\" class=\"progressiveMedia-image js-progressiveMedia-image\" src=\"https:\/\/cdn-images-1.medium.com\/max\/1600\/1*5Vhfa7eVgpyjjS2jk4xD2Q.png\" data-src=\"https:\/\/cdn-images-1.medium.com\/max\/1600\/1*5Vhfa7eVgpyjjS2jk4xD2Q.png\" \/><br \/>\n<em>Image: Der Spiegel<\/em><\/p>\n<p id=\"995b\" class=\"graf graf--p graf-after--figure\">And then it happened, and none of us could quite believe it.<\/p>\n<p id=\"73d3\" class=\"graf graf--p graf-after--p\">But we learned. \u201cConflict Zone\u201d became a buzzword. We had task forces and committees, whitepapers and promises, and\u200a\u2014\u200amyself included\u200a\u2014\u200atalked at length about how this happened, why, and how to avoid it in the future.<\/p>\n<p id=\"c0ed\" class=\"graf graf--p graf-after--p\">And yet, here we are flying unsuspecting passengers along the Syrian border. If you\u2019re unsuspecting enough, and buy a SkyTeam codeshare ticket\u200a\u2014\u200ayou\u2019ll actually overfly Syria on the Honey Badger airline of the region, Middle East Airlines.<\/p>\n<p id=\"5539\" class=\"graf graf--p graf-after--p\">Here we are flying passengers in the Eastern Mediterranean war zone. Why is this happening?<\/p>\n<p id=\"192e\" class=\"graf graf--p graf-after--p\">My guess: because we don\u2019t think anything bad is going to happen, because the airspace boundary lines on the charts make that little bit of sea near Cyprus feel different from that little bit of sea near Syria, but mainly because there is\u00a0<strong class=\"markup--strong markup--p-strong\">no clear guidance from Aviation Authorities<\/strong>.<\/p>\n<p id=\"ae1e\" class=\"graf graf--p graf-after--p\">Let\u2019s start with Cyprus. The Nicosia FIR has a big chunk of unsafe airspace. The Russian aircraft on Monday was shot down on the Nicosia FIR boundary. What do the Notams say?\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/pilotweb.nas.faa.gov\/PilotWeb\/notamRetrievalByICAOAction.do?method=displayByICAOs&amp;reportType=RAW&amp;formatType=DOMESTIC&amp;retrieveLocId=LCCC&amp;actionType=notamRetrievalByICAOs\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/pilotweb.nas.faa.gov\/PilotWeb\/notamRetrievalByICAOAction.do?method=displayByICAOs&amp;reportType=RAW&amp;formatType=DOMESTIC&amp;retrieveLocId=LCCC&amp;actionType=notamRetrievalByICAOs\">Take a look<\/a>. There are 97 of them. Mostly about fireworks at local hotels. Critical stuff indeed. Then there are 20 or 30 about \u201cRussian naval exercises\u201d. A clue, perhaps, but where is the black and white \u201c<strong class=\"markup--strong markup--p-strong\">An Aircraft was Shot Down on our Border on Monday?<\/strong>\u201d\u00a0. Or, since we are still using teletype to communicate Notams to crews, \u201cAN AIRCRAFT WAS SHOT DOWN ON OUR BORDER ON MONDAY\u201d. Wait, we have to abbreviate that, and use codes, for some reason. \u201cACFT SHOT DOWN ON FIR BDY 17SEP\u201d. That\u2019s better.<\/p>\n<p id=\"e7c3\" class=\"graf graf--p graf-after--p\">What about Turkey? Anything on the Eastern Mediterranean risk?\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/pilotweb.nas.faa.gov\/PilotWeb\/notamRetrievalByICAOAction.do?method=displayByICAOs&amp;reportType=RAW&amp;formatType=DOMESTIC&amp;retrieveLocId=LTAA&amp;actionType=notamRetrievalByICAOs\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/pilotweb.nas.faa.gov\/PilotWeb\/notamRetrievalByICAOAction.do?method=displayByICAOs&amp;reportType=RAW&amp;formatType=DOMESTIC&amp;retrieveLocId=LTAA&amp;actionType=notamRetrievalByICAOs\">Let\u2019s have a look<\/a>. Nope, just 132\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/ops.group\/blog\/the-problem-of-bullshit-notams\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/ops.group\/blog\/the-problem-of-bullshit-notams\/\">Bullshit Notams<\/a>, and something about an AWACS aircraft. See you back here in 30 minutes when you\u2019ve read them all.<\/p>\n<p id=\"a7eb\" class=\"graf graf--p graf-after--p\"><strong class=\"markup--strong markup--p-strong\">Remember, I\u2019m being a pilot, an airline, a dispatcher, trying to find information on the Risk in the Eastern Mediterranean. And this is how hard it is.<\/strong><\/p>\n<p id=\"7c05\" class=\"graf graf--p graf-after--p\">EASA (European Aviation Safety Agency), how are you doing? Let\u2019s start\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.easa.europa.eu\/easa-and-you\/air-operations\/information-on-conflict-zones\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/www.easa.europa.eu\/easa-and-you\/air-operations\/information-on-conflict-zones\">here<\/a>, at the \u201c<strong class=\"markup--strong markup--p-strong\">Information on Conflict Zones<\/strong>\u201d. Paragraph 2 tells us that ICAO have a Central Repository on Conflict Zones, launched in 2015.<\/p>\n<p id=\"0700\" class=\"graf graf--p graf-after--p\">No, they don\u2019t. That died\u200a\u2014\u200aquite a long time ago. This is where it\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.icao.int\/safety\/ConflictZones\/Pages\/default.aspx\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/www.icao.int\/safety\/ConflictZones\/Pages\/default.aspx\">used to live<\/a>. So, there is no ICAO Central Repository on Conflict Zones. There is a new ICAO\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.unitingaviation.com\/publications\/10084\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/www.unitingaviation.com\/publications\/10084\/\">document<\/a>\u00a0with guidance on managing Conflict Zone risk (and it\u2019s a bloody good one, too)\u200a\u2014\u200abut where is the picture of current risk?<\/p>\n<p id=\"34fe\" class=\"graf graf--p graf-after--p\">Let\u2019s plough on through the EASA site. Aha! Seems we have a Conflict Zone alerting system, and Conflict Zone bulletins. Here they all are:\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/ad.easa.europa.eu\/czib-docs\/page-1\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/ad.easa.europa.eu\/czib-docs\/page-1\">https:\/\/ad.easa.europa.eu\/czib-docs\/page-1<\/a><\/p>\n<p id=\"a541\" class=\"graf graf--p graf-after--p\">The last one on Syria was issued on April 17th. But it seems to be just a list of Notams issued by other states. And these are out of date. The German Notam has expired, the French AIC has been replaced.<\/p>\n<p id=\"7502\" class=\"graf graf--p graf-after--p\">And there\u2019s no guidance. No Map. No routes to avoid. Nothing about Cyprus, or Beirut. No mention of the Russian shootdown. No mention of the 9 aircraft shot down this year.<\/p>\n<p id=\"63ca\" class=\"graf graf--p graf-after--p\">How am I supposed to know, as an operator, or pilot, what the risks are and where to avoid. We\u2019re getting closer to the point here.\u00a0<strong class=\"markup--strong markup--p-strong\">You\u2019re not supposed to rely on the Aviation Authority.<\/strong>\u00a0<strong class=\"markup--strong markup--p-strong\">That is their message<\/strong>. You must conduct your own risk assessment. You must research and find out about the risks yourself.<\/p>\n<p id=\"ede8\" class=\"graf graf--p graf-after--p\">You are on your own.<\/p>\n<p id=\"af2f\" class=\"graf graf--p graf-after--p\">If you\u2019re a big airline, that\u2019s probably fine. You\u2019ll make your own decisions about where to fly, anyhow. But what about everybody else?<\/p>\n<p id=\"b475\" class=\"graf graf--p graf-after--p\">While\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/opsgroup2018.com\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"http:\/\/opsgroup2018.com\">OpsGroup<\/a>\u00a0works hard to get information out to our members\u200a\u2014\u200aand we spend a lot of time researching risk\u200a\u2014\u200aI would greatly prefer that we didn\u2019t have to.<\/p>\n<p id=\"2d4f\" class=\"graf graf--p graf-after--p\"><strong class=\"markup--strong markup--p-strong\">Aviation Authorities must issue better guidance for the aircraft entering their areas<\/strong>.<\/p>\n<p id=\"d48f\" class=\"graf graf--p graf-after--p\">Let me remind you.
