{"id":26731,"date":"2025-01-16T07:04:54","date_gmt":"2025-01-16T12:04:54","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=26731"},"modified":"2025-01-17T17:20:03","modified_gmt":"2025-01-17T22:20:03","slug":"russia-aircraft-shot-down-new-easa-airspace-warning","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/russia-aircraft-shot-down-new-easa-airspace-warning\/","title":{"rendered":"Russia: Aircraft Shot Down, New EASA Airspace Warning"},"content":{"rendered":"<h6><strong>Key Points<\/strong><\/h6>\n<ul>\n<li><strong>EASA has issued a <a href=\"https:\/\/www.easa.europa.eu\/en\/print\/pdf\/node\/141480\/224978\" target=\"_blank\" rel=\"noopener\">new airspace warning<\/a> for Russian airspace following the likely shoot down of Azerbaijan Airlines Flight 8243 on approach to URMG\/Grozny Airport on December 25 by a surface-to-air missile.<\/strong><\/li>\n<li><strong>Operators are advised not to enter Russian airspace west of longitude 60 degree east (the entirety of Western Russia) at all levels due to the risk of being unintentionally targeted by air defence systems, and extensive GPS interference.<\/strong><\/li>\n<li><strong>Previous state-issued airspace warnings have been confined to areas in close proximity to the Ukrainian border. The new EASA warning suggests a significant escalation in airspace risk.<\/strong><\/li>\n<\/ul>\n<h4>What\u2019s changed?<\/h4>\n<p>Ukraine has strengthened the frequency and intensity of missile and drone attacks on targets well within Russian territory.<\/p>\n<p>The <a href=\"https:\/\/www.nytimes.com\/2025\/01\/14\/world\/europe\/ukraine-russia-massive-drone-strikes.html\" target=\"_blank\" rel=\"noopener\">latest<\/a> occurred this week on January 14 &#8211; a combination of cruise and ballistic missiles and the largest drone strike yet (over one hundred and forty devices) against infrastructure across Western and Southern Russia, as far as 680 miles from the border. Russian air defences reportedly shot down a number of them.<\/p>\n<p><strong>The war with Ukraine has entered a new phase which no longer limits airspace risk to the primary conflict zone.<\/strong><\/p>\n<h4>Azerbaijan Airlines Flight 8243<\/h4>\n<p>EASA\u2019s new airspace warning appears to be in direct response to the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/azerbaijan-airlines-flight-was-downed-by-russian-air-defence-system-four-sources-2024-12-26\/\" target=\"_blank\" rel=\"noopener\">downing<\/a> of an Embraer passenger jet on December 25 at URMG\/Grozny airport, Southern Russia.<\/p>\n<p>The crew were on approach when the aircraft suffered sudden damage which was initially misidentified as a bird strike.<\/p>\n<p>The aircraft later crash landed following a diversion to UATE\/Aktau airport in Kazakhstan.<\/p>\n<p>Limited analysis of the wreckage appears to indicate shrapnel damage consistent with a surface-to-air missile. The most likely culprit was a Pantsir air defence system \u2013 a radar guided medium range SAM not dissimilar to the Buk system used to shoot down MH17 over Eastern Ukraine in 2014.<\/p>\n<div id=\"attachment_26738\" style=\"width: 410px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-26738\" class=\"wp-image-26738\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/damage-587x1024.jpeg\" alt=\"\" width=\"400\" height=\"698\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/damage-587x1024.jpeg 587w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/damage-172x300.jpeg 172w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/damage-768x1340.jpeg 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/damage-881x1536.jpeg 881w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/damage.jpeg 1170w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><p id=\"caption-attachment-26738\" class=\"wp-caption-text\">Photos of AZ8243 seems consistent with shrapnel damage likely caused by the impact of a surface-to-air missile.<\/p><\/div>\n<p>It was later confirmed that air defence systems were responding to a Ukrainian drone strike in the area at the time.<\/p>\n<p>While not official, it is almost certain AZ 8243 was mistakenly targeted. In any event we will have more answers soon \u2013 ICAO Annex 13 requires a preliminary report to be issued within thirty days of the accident (<strong>of which Russia is a member state<\/strong>).<\/p>\n<h4>No one\u2019s overflying Russia anyway, right?<\/h4>\n<p>This simply isn\u2019t the case. It&#8217;s true the Russia has imposed reciprocal airspace bans on aircraft registered to a large number of countries (including the US, Canada and the EU). <strong>This is in response to political sanctions, not risk.<\/strong><\/p>\n<div id=\"attachment_26736\" style=\"width: 510px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-26736\" class=\"wp-image-26736\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-NOTAM.png\" alt=\"\" width=\"500\" height=\"289\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-NOTAM.png 874w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-NOTAM-300x173.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-NOTAM-768x444.png 768w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><p id=\"caption-attachment-26736\" class=\"wp-caption-text\">It may keep us away, but this is a sanction &#8211; not an airspace warning.<\/p><\/div>\n<p>Those from China, Turkey, the Gulf States and others are still allowed. And until now, they have been overflying airspace with no active warnings in place.<\/p>\n<div id=\"attachment_26740\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-26740\" class=\"size-large wp-image-26740\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Air-China-1024x565.png\" alt=\"\" width=\"1024\" height=\"565\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Air-China-1024x565.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Air-China-300x166.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Air-China-768x424.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Air-China.png 1430w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-26740\" class=\"wp-caption-text\">Russian airspace was (and still is) receiving international air traffic.<\/p><\/div>\n<h4>The EASA warning<\/h4>\n<p>EASA issued its <a href=\"https:\/\/www.easa.europa.eu\/en\/print\/pdf\/node\/141480\/224978\" target=\"_blank\" rel=\"noopener\">new warning<\/a> on January 9 via a Conflict Zone Information Bulletin (CZIB).<\/p>\n<p><em>A note about EASA. Its advice isn\u2019t binding \u2013 it is provided for the consideration of its member states and does not represent an actual flight prohibition.<\/em><\/p>\n<p>However, history has shown it does have a strong bearing on the rules imposed \u2013 as a result, we are likely to see to number of new state-issued warnings for Russia in the coming weeks.<\/p>\n<p>The CZIB recommends operators do not enter Russian airspace (<strong>west of longitude 60 degrees east<\/strong>) at all levels. This affects the Moscow, Rostov, Saint Petersburg, Yekaterinburg and Samara FIRs.<\/p>\n<p>EASA advises that the deployment of Russian air defence systems to these areas in response to Ukrainian drone and missile attacks could directly threaten the safety of overflying aircraft.<\/p>\n<p>It argues Russia does not have adequate protections and procedures in place to ensure the safety of civil aviation. The apparent downing of AZ8243 is testament to that fact.<\/p>\n<p>Beyond the risk of misidentification, the warning also cites dangers related to GPS interference (including spoofing) being used to deter aerial threats with little regard to the effect on civil aircraft in the area.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-26769\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-EASA-Airspace-Warning-1024x663.jpg\" alt=\"\" width=\"1024\" height=\"663\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-EASA-Airspace-Warning-1024x663.jpg 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-EASA-Airspace-Warning-300x194.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-EASA-Airspace-Warning-768x497.jpg 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-EASA-Airspace-Warning-1536x994.jpg 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2025\/01\/Russia-EASA-Airspace-Warning.jpg 2000w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<h4>Safe Airspace<\/h4>\n<p>At <a href=\"http:\/\/safeairspace.net\" target=\"_blank\" rel=\"noopener\">safeairspace.net<\/a>, our team faces a conundrum.<\/p>\n<p>Russia oversees well over 6.6 million square miles of sky and is transcontinental in scale.<\/p>\n<p>Towards its south-eastern borders with China and Mongolia the risks associated with the conflict in Ukraine are low to non-existent.<\/p>\n<p>To the west, the risk is high which is why EASA\u2019s new warning makes a distinction based on a line of longitude that divides the country in two.<\/p>\n<p>The same applies to our level of warning for Russia at <a href=\"http:\/\/safeairspace.net\" target=\"_blank\" rel=\"noopener\">safeairspace.net<\/a> \u2013 where a<strong> Level 2 (Danger Exists)<\/strong> remains in place.
