{"id":24719,"date":"2024-02-28T10:00:03","date_gmt":"2024-02-28T15:00:03","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=24719"},"modified":"2024-02-28T10:33:12","modified_gmt":"2024-02-28T15:33:12","slug":"tcas-saves-the-day-in-somalia","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/tcas-saves-the-day-in-somalia\/","title":{"rendered":"TCAS Saves the Day in Somalia"},"content":{"rendered":"<p class=\"p1\">Last week we told you about a <a href=\"https:\/\/ops.group\/blog\/somalia-atc-conflict\/\" target=\"_blank\" rel=\"noopener\">new risk emerging over Somalia<\/a>, where <strong>several enroute aircraft reported being contacted by unauthorized ATC units.<\/strong> These \u201cfake\u201d controllers have been issuing climb\/descent instructions that conflict with the official ones issued by Mogadishu Control.<\/p>\n<p><a href=\"https:\/\/ops.group\/blog\/somalia-atc-conflict\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-24656 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/Somalia-ATC-Conflict-Map-2-1024x655.png\" alt=\"\" width=\"1024\" height=\"655\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/Somalia-ATC-Conflict-Map-2-1024x655.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/Somalia-ATC-Conflict-Map-2-300x192.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/Somalia-ATC-Conflict-Map-2-768x491.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/Somalia-ATC-Conflict-Map-2-1536x983.png 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/Somalia-ATC-Conflict-Map-2-2048x1311.png 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p class=\"p1\">This week, the very same thing happened to crews of a Qatar Airways 787 and an Ethiopian Airlines A350 <strong>headed towards each other off Somalia\u2019s northern coastline. <\/strong><\/p>\n<p class=\"p1\">The 787 was instructed to climb from FL380 to FL400 whilst the A350 was cruising at FL390 in the opposite direction on the same UB404 airway &#8211; near position ESTIK. <strong>A TCAS alert was triggered, and the 787 descended back to FL380 to resolve the conflict.<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-24722\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/TCAS-SOMALIA-1024x341.jpg\" alt=\"\" width=\"1024\" height=\"341\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/TCAS-SOMALIA-1024x341.jpg 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/TCAS-SOMALIA-300x100.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/TCAS-SOMALIA-768x256.jpg 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/TCAS-SOMALIA-1536x512.jpg 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2024\/02\/TCAS-SOMALIA-2048x683.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p class=\"p1\">From some reports it looks like the two aircraft were <strong>separated by as little as 2.5 nm<\/strong> when the incident happened, though the situation was helped by the fact that both aircraft were laterally offset from the airway (yay for SLOP!).<\/p>\n<h4 class=\"p1\">Who should I be talking to?<\/h4>\n<p class=\"p1\">The two competing ATC centres here are Hargeisa (Somaliland) and Mogadishu (Somalia).<\/p>\n<p><strong><span style=\"background-color: #f4fc03;\">For aircraft transiting the HCSM\/Mogadishu FIR, it\u2019s Mogadishu ATC that you should be talking to &#8211; not Hargeisa.<\/span><\/strong><\/p>\n<p class=\"p1\">Mogadishu Control holds authority over the entire Mogadishu FIR, responsible for coordinating and providing ATS services in the Upper FIR. <strong>Hargeisa in Somaliland issues secondary transmissions, posing a potential threat to enroute traffic.<\/strong><\/p>\n<p class=\"p1\">Notably, these transmissions from Hargeisa seem to mimic Mogadishu rather than clearly identifying as &#8220;Hargeisa Control&#8221; or &#8220;Somaliland Control.&#8221; Reports suggest that <strong>control instructions from Hargeisa aim to create confusion rather than ensure traffic de-confliction<\/strong>, possibly as a strategy to draw political attention to their recent dispute with Somalia.<\/p>\n<h4 class=\"p1\">Advice to operators<\/h4>\n<p class=\"p1\">Check our <a href=\"https:\/\/ops.group\/blog\/somalia-atc-conflict\/\" target=\"_blank\" rel=\"noopener\">previous post<\/a> for a <strong>full\u00a0<span class=\"s1\">Risk Warning<\/span><\/strong>, including Crew Reports, Maps, Analysis, and Guidance. <i>And if you can\u2019t access, just\u00a0<\/i><a href=\"mailto:team@ops.group\"><span class=\"s1\"><i>email<\/i><\/span><\/a><i>\u00a0the team and we\u2019ll send you a copy.<\/i><\/p>\n<p class=\"p1\"><strong><span style=\"background-color: #f4fc03;\">The main advice is this:<\/span><\/strong><\/p>\n<p class=\"p1\"><strong>1. If possible, avoid the Mogadishu FIR.<\/strong><br \/>\n<strong>2. If entering the airspace, expect secondary ATC transmissions from Hargeisa.<\/strong><br \/>\n<strong>3. Limit any contact with Mogadishu to CPDLC only. Only controllers in Mogadishu have access to CPDLC.<\/strong><br \/>\n<strong>4. Do not accept any level changes without ensuring they are genuinely from Mogadishu Control.<\/strong><br \/>\n<strong>5. Avoid requesting any level changes while within the Mogadishu FIR.<\/strong><br \/>\n<strong>6. Listen out on 126.9 (IFBP) and follow the IFBP procedure.<\/strong><br \/>\n<strong>7.
