Long story short, <strong>KHTO\/East Hampton<\/strong> airport is being de-activated as a public use airport, and then re-opened as private use only. The US FAA have given the plans a green light. A raft of new rules will come into effect on May 19 that will heavily affect how commercial operators can use the airport.<\/p>\n<p>Here\u2019s a rundown of what we know.<\/p>\n<h4>Wait, where?<\/h4>\n<p>KHTO is found 90nm-ish northeast of the Big Apple, towards the end of Long Island. The airport itself is well equipped, with two runways, jet fuel and an FBO.<\/p>\n<p>The most common commercial traffic connects passengers with New York City.<\/p>\n<div id=\"attachment_17988\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-17988\" class=\"size-large wp-image-17988\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/04\/methode_times_prod_web_bin_d82a2564-79e3-11ec-a9ac-7b4ca33c4cb4-1024x575.jpg\" alt=\"\" width=\"1024\" height=\"575\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/04\/methode_times_prod_web_bin_d82a2564-79e3-11ec-a9ac-7b4ca33c4cb4-1024x575.jpg 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/04\/methode_times_prod_web_bin_d82a2564-79e3-11ec-a9ac-7b4ca33c4cb4-300x169.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/04\/methode_times_prod_web_bin_d82a2564-79e3-11ec-a9ac-7b4ca33c4cb4-768x431.jpg 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/04\/methode_times_prod_web_bin_d82a2564-79e3-11ec-a9ac-7b4ca33c4cb4.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-17988\" class=\"wp-caption-text\">KHTO\/East Hampton Airport<\/p><\/div>\n<h4>It will close, and then re-open.<\/h4>\n<p>In January, East Hampton itself voted unanimously to convert the airport to private use only.<\/p>\n<p>It\u2019s going to <strong>close<\/strong> <strong>on May 17<\/strong> for two days, and then <strong>re-open on May 19<\/strong> subject to local control under the FAA\u2019s \u2018prior permission framework.\u2019 Or in other words, there will be new (very) restrictive rules for commercial operators who want to fly there. <strong>Its ICAO identifier will change to<\/strong> <strong>KJPX<\/strong> on reopening.<\/p>\n<h4>Why though?<\/h4>\n<p>Simply put &#8211; <strong>noise.<\/strong> There have been years of complaints from residents, and even calls to close the airport completely.<\/p>\n<p>So special flight procedures are being introduced to turn the volume down on ops there. <strong>Disclaimer alert:<\/strong> these are still subject to change until the official re-opening date.<\/p>\n<h4>How will the new rules work?<\/h4>\n<p><em>Prior Permission \u2013 <\/em>All individual tail numbers will need <strong>specific approval<\/strong> from the airport authority first. Any commercial operator will also be restricted to only one return flight each day.<\/p>\n<p><em>Noise Curfew \u2013 <\/em>The airport will have <strong>new operating hours:<\/strong> 08:00 \u2013 20:00 LT (Mon \u2013 Thurs), and 09:00 \u2013 19:00LT (Fri \u2013 Sun). Outside of these times there will be no exceptions. They\u2019re not mucking around either \u2013 any rule breakers will be banned from using the airport.<\/p>\n<p><em>Noise Abatement \u2013 <\/em>This will be introduced on <strong>all runways<\/strong> for both departures and arrivals, and at all times.<\/p>\n<p><em>Weight Restriction \u2013 <\/em>Aircraft with a MTOW of over 50,000lbs (22,679kg) <strong>won\u2019t be allowed.<\/strong> Which rules out most Gulfstream and Global series aircraft.<\/p>\n<p><em>New Instrument Approaches \u2013 <\/em>Special IFR \u2018M\u2019 procedures will be put in place that operators will need <strong>specific permission<\/strong> to use. An FAA-approved third party is busy designing these, and they are expected to be published in time for the reopening on May 19. They won\u2019t be publicly available via normal FAA databases though \u2013 you\u2019ll need to ask first, but the good news it won\u2019t cost anything. Applications need to be submitted the relevant FAA Flight Standards District Office.<\/p>\n<p>The existing <strong>RNAV-Z approaches<\/strong> will be replaced for both Runway 10 and 28, but with fairly few changes other than minor design adjustments. Just don\u2019t try and use the old ones.<\/p>\n<p><em>What about blast off? \u2013 <\/em>There will be <strong>no changes,<\/strong> existing rules will stay in place along with visibility and ceiling minima.<\/p>\n<h4>Where else can I go?<\/h4>\n<p><strong>KFOK\/Westhampton Beach<\/strong> is a good option at only 20nm away. Instrument approaches available, and the longest runway is 9000&#8242; (2,743m).<\/p>\n<p>For handling we recommend you contact Sheltair Aviation.
