Here\u2019s our <a href=\"https:\/\/ops.group\/blog\/ukraine-russia-update\/\" target=\"_blank\" rel=\"noopener\">article<\/a> with considerations for operators now looking to<strong> route around closed airspace<\/strong>. And here\u2019s a <a href=\"https:\/\/ops.group\/blog\/spill-over-effect-new-airspace-risks-in-europe\/\" target=\"_blank\" rel=\"noopener\">follow-up report<\/a> on the <strong>spillover risks near the conflict zone in Ukraine<\/strong>, including undetected military drone incursions and GPS interference.<\/p>\n<p class=\"p1\">But there\u2019s another aspect we haven\u2019t discussed yet &#8211; the impact of <strong>increased congestion in Europe<\/strong> <strong>and the potential for\u00a0ATC disruption.<\/strong><\/p>\n<p class=\"p1\">With the winter weather fading, and Covid restrictions easing up, we\u2019re seeing a major upturn in traffic throughout Europe. But the ongoing closure of Ukrainian airspace is shifting traffic flows across the region &#8211; especially in those FIRs to the southeast of Ukraine where traffic levels have significantly increased:<\/p>\n<div id=\"attachment_17669\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/twitter.com\/eurocontrol\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-17669\" class=\"wp-image-17669 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/03\/eurocontrol-map-1024x575.jpeg\" alt=\"\" width=\"1024\" height=\"575\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/03\/eurocontrol-map-1024x575.jpeg 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/03\/eurocontrol-map-300x168.jpeg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/03\/eurocontrol-map-768x431.jpeg 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/03\/eurocontrol-map-1536x863.jpeg 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/03\/eurocontrol-map-2048x1150.jpeg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><p id=\"caption-attachment-17669\" class=\"wp-caption-text\">Image: Eurocontrol.<\/p><\/div>\n<p class=\"p1\">On March 25, Eurocontrol hosted a webinar looking at the impact to European aviation following the airspace closures in Ukraine and surrounding regions. This webinar covered a bunch of topics &#8211; the spiralling cost of jet fuel, the increase in flight times between Europe and Asia, and the traffic forecast for the upcoming summer season:<\/p>\n<p><iframe loading=\"lazy\" title=\"How airspace closures triggered by the Russian war against Ukraine are impacting European aviation\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/-peD2xS8uTU?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p class=\"p1\">One thing also discussed was <strong>the impact of reroutes<\/strong> to Polish airspace &#8211; how increased military use is causing more reroutes for civilian traffic, plus increased workload on Polish ATC as a result.<\/p>\n<h4 class=\"p1\">The Poland situation<\/h4>\n<p class=\"p1\">Polish controllers at Warsaw ACC are currently facing a revised contract (pay cuts and changes to working conditions), which has prompted some resignations already.<\/p>\n<p class=\"p1\">The Air Traffic Controllers European Unions Coordination (ATCEUC) have <a href=\"http:\/\/www.atceuc.org\/uploads\/docs\/20220328-pr-on-poland-issue.pdf\" target=\"_blank\" rel=\"noopener\">reported<\/a> that if an agreement is not reached soon, <strong>hundreds of flights will have to re-routed<\/strong> out of Polish airspace and into neighbouring states \u2013 mostly into Germany, which may not be able to handle all the extra flights.<\/p>\n<h4>The Germany situation<\/h4>\n<p>With Germany potentially receiving the lion&#8217;s share of traffic affected by ATC staff shortages in Poland, the problem simply becomes capacity. It is already extremely busy airspace. German ATC has reportedly announced that it could only handle no more than two hundred extra flights per day &#8211; <strong>just a portion of aircraft<\/strong> potentially re-routed from Poland.<\/p>\n<h4 class=\"p1\">The France situation<\/h4>\n<p class=\"p1\"><span class=\"s1\"><a href=\"https:\/\/www.ecologie.gouv.fr\/sites\/default\/files\/4flight_world_atm_congress_2019.pdf\">Major changes to ATC systems<\/a><\/span> in the <b>LFEE\/Reims FIR<\/b> are being rolled out on April 5.<\/p>\n<p class=\"p1\">For the first two weeks, <strong>capacity is likely to reduce by at least 50%<\/strong> leading to significant delays and other disruptions. This will be followed by a steady decrease in capacity reductions which will offer additional capacity at the rate of about 10% every four weeks or so, ending in \u2018normal\u2019 capacity resumption hopefully by the end of July.<\/p>\n<p class=\"p1\">The <strong>LFMM\/Marseille FIR<\/strong> follows later this year, and then <strong>LFFF\/Paris<\/strong> (Winter 2023\/24) and <strong>LFBB\/Bordeaux &amp; LFRR\/Brest<\/strong> (2024\/25).<\/p>\n<p class=\"p1\">On March 31 at 1230z,<a href=\"https:\/\/www.public.nm.eurocontrol.int\/PUBPORTAL\/gateway\/spec\/\"> <span class=\"s1\">Eurocontrol<\/span><\/a> is holding a telcon to brief the impacts of this new ATC system. We\u2019ll hopefully get some more clarity during the telcon, but the current prognosis for the overall reduction in capacity and service doesn\u2019t look good.<\/p>\n<h4>The perfect storm?<\/h4>\n<p>With all of these factors taken into account, we are likely to see unprecedented bottlenecks in the coming weeks in European airspace.
