{"id":17025,"date":"2022-02-09T07:46:06","date_gmt":"2022-02-09T12:46:06","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=17025"},"modified":"2022-02-09T07:46:06","modified_gmt":"2022-02-09T12:46:06","slug":"russian-incursions-into-uk-airspace","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/russian-incursions-into-uk-airspace\/","title":{"rendered":"Russian Incursions into UK Airspace"},"content":{"rendered":"<p>Russia have sent four TU-95 \u201cBear\u201d bomber aircraft towards UK airspace two days in a row, resulting in \u201cQuick Reaction Alert\u201d missions by RAF Typhoon fighters to intercept and prevent any incursions.<\/p>\n<p>They were of course escorted away without further incident, but these are not a one-off occurrences. Aside from the obvious posturing, do these events pose any actual threat or hazard to civilian operations?<\/p>\n<h4>What is a Quick Reaction Alert?<\/h4>\n<p>Countries sometimes like to send aircraft <i>towards <\/i>airspace they should not head towards. They generally do so without contact with ATC, and without squawks. These aren&#8217;t<em> &#8220;aggressive&#8221;<\/em> incursions but more<strong> tests of NATO response times.<\/strong><\/p>\n<p>When \u201cunidentified\u201d aircraft are spotted, \u00a0the RAF scrambles fighters, usually from<strong> EGQS\/RAF Lossiemouth<\/strong> and often back up by a taker from Brize Norton to go tell \u2018em off and to <em>\u201cpreserve the security of Alliance airspace\u201d<\/em>.<\/p>\n<p><strong>QRAs are not uncommon,\u00a0<\/strong>and with mounting tensions in eastern Europe the frequency of these seems to be increasing.<\/p>\n<div id=\"attachment_17075\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-17075\" class=\"size-large wp-image-17075\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-Airspace-v2-1024x857.png\" alt=\"\" width=\"1024\" height=\"857\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-Airspace-v2-1024x857.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-Airspace-v2-300x251.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-Airspace-v2-768x643.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-Airspace-v2-1536x1286.png 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-Airspace-v2.png 1763w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-17075\" class=\"wp-caption-text\">EGQS is the primary QRA base for the UK.<\/p><\/div>\n<h4>Which areas of the UK are affected?<\/h4>\n<p>The Russian aircraft <strong>do not actually enter UK sovereign airspace<\/strong> &#8211; that\u2019s the bit above the country which<strong> extends 12nm<\/strong> out across their territorial waters. They do incur on airspace that falls under the \u2018UK area of interest\u2019 though &#8211; areas controlled by the UK ATC &#8211; particularly the <strong>EGGX\/Shanwick and EGPX\/Scottish FIRs.<\/strong><\/p>\n<p>The airspace where these incursions take place are <strong>not generally utilised\u00a0much\u00a0by civilian traffic<\/strong>, but is of security and political interest because it is the airspace between countries such as Russia and the UK.<\/p>\n<div id=\"attachment_17050\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-17050\" class=\"wp-image-17050 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/FR-Barent-Sea-area-1024x616.png\" alt=\"\" width=\"1024\" height=\"616\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/FR-Barent-Sea-area-1024x616.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/FR-Barent-Sea-area-300x180.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/FR-Barent-Sea-area-768x462.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/FR-Barent-Sea-area.png 1379w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-17050\" class=\"wp-caption-text\">Airspace above the UK, Norway and linking Russia are &#8220;areas of interest&#8221;.<\/p><\/div>\n<h4>When else has it happened?<\/h4>\n<p>At the same time as the first UK incursion in Feb 2022, Russian aircraft had also breached the<strong> airspace of Estonia<\/strong>, where a large number of British troops are currently based.<\/p>\n<p>A similar incursion took place last November when Russia sent two TU-160 bombers towards the UK. There have been <strong>several hundred such events<\/strong> into UK and Irish airspace over the decades where tensions with Russia have been heightened.<\/p>\n<p>In March 2021, NATO saw a <strong>peak of incursions<\/strong>, at one point aircraft scrambled 10 times in a 6 hour period across several regions including the <strong>UK, Norwegian coast and over the Black Sea.<\/strong><\/p>\n<p>The US Air Force suggested over <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2021\/04\/28\/spike-in-russian-aircraft-intercepts-straining-air-force-crews-in-alaska-three-star-says\/\" target=\"_blank\" rel=\"noopener\">60 intercepts took place in 2020,<\/a> with many more monitored but not intercepted, around the <strong>Alaskan ADIZ region.<\/strong><\/p>\n<div id=\"attachment_17051\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg.webp\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-17051\" class=\"wp-image-17051 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg-1024x610.webp\" alt=\"\" width=\"1024\" height=\"610\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg-1024x610.webp 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg-300x179.webp 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg-768x458.webp 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg-1536x915.webp 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/ef_tu95bear_20070822.jpg.webp 1682w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><p id=\"caption-attachment-17051\" class=\"wp-caption-text\">A Russian TU-95 &#8220;Bear&#8221; Bomber.<\/p><\/div>\n<h4>A threat to safety, or just Putin on a show?<\/h4>\n<p>There appears to be no intent from the Russian side to do anything more than provoke a reaction, and to test the reaction from NATO defences.<\/p>\n<p><strong>The threats and risks to civilian aircraft<\/strong> are therefore more along the following lines (with some mitigation strategies to help):<\/p>\n<ul>\n<li><strong>Unidentified aircraft<\/strong> in international airspace &#8211;\n<ul>\n<li>The aircraft are not on ATC frequencies and do not squawk<\/li>\n<li>They do generally remain over areas with limited civilian traffic<\/li>\n<li>Monitor TCAS carefully<\/li>\n<li>Follow ATC instructions closely to avoid conflict with UK military QRA traffic.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Sudden activation<\/strong> of military zones &#8211;\n<ul>\n<li>Temporary danger areas and prohibited areas should be checked via notams<\/li>\n<li>Avoid accidental detours due weather or other reasons into these.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Failure to check in with ATC<\/strong> may be treated with more seriousness due current tensions &#8211;\n<ul>\n<li>Maintain a good listening watch on frequency and on 121.5<\/li>\n<li>Ensure you are familiar with Loss of Comms and Interception procedures<\/li>\n<li><a href=\"https:\/\/ops.group\/blog\/intercepted-what-you-need-to-know\/\" target=\"_blank\" rel=\"noopener\">We wrote about Interceptions here<\/a>, but consult the AIP for countries you are operating in.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div id=\"attachment_17048\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-17048\" class=\"wp-image-17048 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-PDR-zones-1024x651.png\" alt=\"\" width=\"1024\" height=\"651\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-PDR-zones-1024x651.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-PDR-zones-300x191.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-PDR-zones-768x488.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-PDR-zones-1536x976.png 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2022\/02\/UK-PDR-zones.png 1778w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-17048\" class=\"wp-caption-text\">Monitor UK prohibited, restricted and danger areas for activation.<\/p><\/div>\n<h4>What are the &#8220;laws&#8221; on flying into other airspace?<\/h4>\n<p><em>&#8220;Cujus est solum ejus est usque ad coelum et ad inferos&#8221;<\/em><\/p>\n<p>Which means, for aviation purposes, that &#8220;Airspace<em> is now generally accepted as an appurtenance of the subjacent territory and shares the latter\u2019s legal status&#8221;.<\/em><\/p>\n<p>Which has a lot of tongue twisting words and basically means\u00a0<i>&#8220;the air over your land and up to space is\u00a0yours.&#8221;<\/i><\/p>\n<p>This is written in the <strong>1944 Chicago Convention<\/strong>, with the 1958 Geneva Convention going into a bit more detail about what that means.
