{"id":15162,"date":"2021-10-08T09:22:20","date_gmt":"2021-10-08T13:22:20","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=15162"},"modified":"2021-10-08T09:22:20","modified_gmt":"2021-10-08T13:22:20","slug":"kazakhstan-improving-safety","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/kazakhstan-improving-safety\/","title":{"rendered":"Kazakhstan: Improving Safety"},"content":{"rendered":"<p>Kazakhstan have been working with the UK CAA and ICAO to<strong> improve their safety and compliance<\/strong>, and they\u2019ve done well. ICAO\u2019s recent audit of them, in August, noted an 84% effective implementation of ICAO standards and recommended practices.<\/p>\n<p>So, what does this mean for you practically if you are operating into Kazakstan?<\/p>\n<h4>Some background info for you<\/h4>\n<p>Before all this, they were not doing so well.<\/p>\n<p>The previous audit carried out in 2016 had them scoring pretty poorly on a bunch of areas, most noticeably their <strong>Civil Aviation Organisation<\/strong> was lacking and their <strong>Accident Investigation<\/strong> skills were poor, both scoring less than 50%. The operational impact of this was safety &#8211; a lack of information to operators and crew, and a lack of regulation and oversight.<\/p>\n<p><strong>Their<\/strong> <strong>Aerodromes and Radio Aids<\/strong> also fell short, scoring 60%. Which probably meant you would often see Notams advising of unserviceability, and potentially reduced approach or low visibility capabilities at airports, amongst other things.<\/p>\n<h4>And now?<\/h4>\n<p>Now they are 15% higher than the global average.<\/p>\n<p>To improve their audit rankings they have done things like implement:<\/p>\n<ul>\n<li>better operational regulations<\/li>\n<li>improved oversight from the authority<\/li>\n<li>better trained technical personnel<\/li>\n<\/ul>\n<h4>Tell us what we need to know operationally<\/h4>\n<p>The new (and improved) Aviation Administration of \u00a0Kazakhstan have<strong> implemented legislation which aligns with EASA\/EU legislation.<\/strong> Their new regulator is bringing better technical control and is improving safety levels across the country to be more in line with international requirements.<\/p>\n<p>This means<strong> big changes to basic aviation law<\/strong>, including 61 new by-laws and a bunch of legal acts. But if you operate into Kazakhstan, don&#8217;t stress &#8211; this won&#8217;t mean huge changes and new laws for you to learn &#8211; since they now are aligned with ICAO SARPs and EASA legislation it should be fairly familiar.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Airport names are changing<\/strong><\/span><\/p>\n<p>In June 2020, <strong>UACC\/Nursultan Nazarbayev<\/strong> International Airport amended its <strong>IATA code from TSE to NQZ<\/strong> &#8211; the former code being one harking back to the old Soviet Union days when the capital city was called Tselinograd.<\/p>\n<p>There are 25 certified airports in the country, including 18 international ones (although there are 9 main ones you would probably be interested in.) The point is &#8211; other airports may well follow suit and update their names and codes, so double check those IATA codes carefully.<\/p>\n<div id=\"attachment_15260\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-15260\" class=\"wp-image-15260\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/Astana.jpg\" alt=\"\" width=\"1024\" height=\"554\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/Astana.jpg 800w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/Astana-300x162.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/Astana-768x416.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-15260\" class=\"wp-caption-text\">They haven&#8217;t changed the sign yet<\/p><\/div>\n<p><span style=\"text-decoration: underline;\"><strong>They are implementing GRF<\/strong><\/span><\/p>\n<p>The new <a href=\"https:\/\/ops.group\/blog\/global-reporting-format\/\" target=\"_blank\" rel=\"noopener\">ICAO Global Reporting Format<\/a> will be implemented meaning pilots should receive better contamination reports and standardised Snowtam info.<\/p>\n<h4>How else is safety improving?<\/h4>\n<p>They have done a <a href=\"http:\/\/www.caakz.com\/wp-content\/uploads\/2021\/08\/aerodrome-safety-analysis-2020.pdf\" target=\"_blank\" rel=\"noopener\">big review of risks at airports<\/a>. They\u2019ve listed the problems, the risk scores, their targets and the trend for improvement.<\/p>\n<p><strong>The biggest problems<\/strong> seemed to lie in:<\/p>\n<ul>\n<li>Wildlife and habitat management seemed to be a big issue at some of the airports<\/li>\n<li>De-icing procedures, facilities and equipment was another high scoring risk<\/li>\n<li>Ground ops resulting in potential collisions, and FOD on the runway<\/li>\n<li>Contaminated fuel and general fuel and handling services<\/li>\n<\/ul>\n<p>And all these are improving across the major airports.<\/p>\n<div id=\"attachment_15261\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-15261\" class=\"wp-image-15261 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/snow-kazakh-1024x825.jpg\" alt=\"\" width=\"1024\" height=\"825\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/snow-kazakh-1024x825.jpg 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/snow-kazakh-300x242.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/snow-kazakh-768x619.jpg 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/snow-kazakh.jpg 1340w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-15261\" class=\"wp-caption-text\">Winter conditions are challenging here<\/p><\/div>\n<h4>I think I would like to head there now?<\/h4>\n<p>Great, well you are going to need an<strong> overflight permit or a landing permit<\/strong>, depending on what you want to do. They are easy to get direct from the authority.<\/p>\n<p>Technically, the overflight permit requirement doesn&#8217;t apply anymore, but it is easier if you do get one because they want all navigation fees paid in advance or they won&#8217;t let you into the FIRs.<\/p>\n<p>You can use <strong>AFTN: UAAKQFNS \/ +7 7172 704 345 \/ <a href=\"mailto:caf@ans.kz\">caf@ans.kz<\/a><\/strong><\/p>\n<h4>Any recommendations on where to go?<\/h4>\n<p>The main airports used for <strong>Tech Stops\u00a0<\/strong>(if overflying) are:<\/p>\n<ul>\n<li><strong>UAAA\/Almaty\u00a0<\/strong>Open H24 with a 14,764&#8242; \/ 4500m and 14,436&#8242; \/ 4400m runways with CAT III approaches<\/li>\n<li><strong>UACC\/Nur Sultan (Astana) <\/strong>H24 (but restricted)\u00a011,483&#8242; \/ 3500m runway with CAT III approach capability<\/li>\n<\/ul>\n<p>Both airports apparently have Jet A1 fuel, although you might find TS-1 at other airports (the Russian &#8220;Jet A1&#8242; with a -50\u00b0C freezing point).<\/p>\n<p>You also have some decent ones in neighbouring countries:<\/p>\n<ul>\n<li>UBBB\/Baku<\/li>\n<li>UTTT\/Tashkent<\/li>\n<li>UTAA\/Ashgabat<\/li>\n<\/ul>\n<h4><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-15511\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/KAZAKHSTAN-map-v2-1024x666.png\" alt=\"\" width=\"1024\" height=\"666\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/KAZAKHSTAN-map-v2-1024x666.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/KAZAKHSTAN-map-v2-300x195.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/KAZAKHSTAN-map-v2-768x500.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/KAZAKHSTAN-map-v2-1536x1000.png 1536w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/09\/KAZAKHSTAN-map-v2-2048x1333.png 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/>Anything else to know before I go?<\/h4>\n<p>The airspace is safe, with no warnings.
