{"id":14601,"date":"2021-09-07T17:14:02","date_gmt":"2021-09-07T21:14:02","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=14601"},"modified":"2021-09-08T05:13:05","modified_gmt":"2021-09-08T09:13:05","slug":"global-reporting-format","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/global-reporting-format\/","title":{"rendered":"Coming soon: a new global format for runway surface conditions"},"content":{"rendered":"<p>ICAO\u2019s new Global Reporting Format methodology comes in on November 4, 2021, but a few authorities have decided to implement it sooner than that.<\/p>\n<p>So here is a quick rundown on what GRF is, and what the requirements are for implementing it.<\/p>\n<h4>Runway Excursions<\/h4>\n<p><a href=\"https:\/\/ops.group\/blog\/overrun-forrest-overrun\/\" target=\"_blank\" rel=\"noopener\">We have talked about these before.<\/a> So have ICAO. They are a big deal, but they shouldn\u2019t be. Or rather, <strong>they shouldn\u2019t still be happening.<\/strong><\/p>\n<p>Despite numerous incidents, accidents, reports, mitigation plans, you name it, runway excursions are still one of the most common (and often most dangerous) aviation events that are occurring.<\/p>\n<p>A runway excursion is any lateral of longitudinal overrun (not due to any system or component failure of malfunction, or because of an abnormal runway contact).<\/p>\n<p><a href=\"https:\/\/runwayexcursions.faa.gov\" target=\"_blank\" rel=\"noopener\">The primary causes for runways excursions<\/a> are pretty much an unstable approach was flown, or proper performance calculations weren\u2019t done. <strong>Or a combination of both.<\/strong><\/p>\n<div id=\"attachment_14607\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-14607\" class=\"wp-image-14607 size-full\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/runway-overrun.jpg\" alt=\"\" width=\"1024\" height=\"768\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/runway-overrun.jpg 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/runway-overrun-300x225.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/runway-overrun-768x576.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-14607\" class=\"wp-caption-text\">The arrestor system doing its job nicely here<\/p><\/div>\n<p>A study of commercial aircraft accidents between 1999 and 2019 showed that<strong> 16% of all fatal accidents and 36% of all hull loss accidents<\/strong> were due to runway excursions.<\/p>\n<p>So, if we can stop them from happening, a lot of aircraft and people will be saved.<\/p>\n<h4>What is GRF?<\/h4>\n<p>GRF stands for <strong>\u2018Global Reporting Format\u2019<\/strong> and it is a new methodology which ICAO are implementing which aims to standardise how <strong>runway surface conditions assessments and reporting<\/strong> is done.<\/p>\n<p>The issue in the past is that some places still give braking coefficients (not really handy because it means different things for different aircraft). Some places were not really assessing surface contamination properly, and some pilots were not really understanding the implications of what they were being told.<\/p>\n<h4>RCAM<\/h4>\n<p>So GRF will use<strong> RCAM &#8211; a runway condition assessment matrix\u00a0<\/strong>&#8211; and this will give pilots a runway condition code.<\/p>\n<p><strong>1-6. Nice and easy.<\/strong><\/p>\n<p>The code is determined by an assessment of what it is contaminating the runway. Snow, ice, water, spilt tomato soup\u2026 and then a downgrade assessment criteria is applied. This looks at how the contaminant will impact the deceleration and the directional control of aeroplanes.<\/p>\n<p>It is simplified. No more coefficients and frictions. Just simple \u201cyep, that\u2019s slippery and slide-y\u201d assessments. Pilots will also give braking action reports, rating the action they experience from \u201cGood\u201d down to \u201cLess than Poor\u201d.<\/p>\n<p>This matrix ties in with the <a href=\"https:\/\/ops.group\/blog\/snowtams-new-format-2021\/\" target=\"_blank\" rel=\"noopener\">new Snowtam reporting format<\/a> which you can read about here.<\/p>\n<div id=\"attachment_14604\" style=\"width: 840px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-14604\" class=\"wp-image-14604 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/RCAM-Matrix-830x1024.png\" alt=\"\" width=\"830\" height=\"1024\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/RCAM-Matrix-830x1024.png 830w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/RCAM-Matrix-243x300.png 243w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/RCAM-Matrix-768x948.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/RCAM-Matrix.png 906w\" sizes=\"auto, (max-width: 830px) 100vw, 830px\" \/><p id=\"caption-attachment-14604\" class=\"wp-caption-text\">ICAO 9981 PANS-ADR contains the RCAM info<\/p><\/div>\n<h4>Who does it impact?<\/h4>\n<p>It impacts a lot of people because it is not just a case of \u201chere is a new format, go\u201d.<\/p>\n<p><strong>Airport authorities<\/strong> will be required to train their staff to ensure they are aware of how to carry out the assessments and to ensure reporting is standardised.<\/p>\n<p><strong>Operators<\/strong> will need to ensure their staff (flight planners and pilots) are aware of the new format, and more importantly &#8211; that they are aware of why and how to use it!<\/p>\n<p><strong>Pilots<\/strong> will also need to familiarise themselves with it, and ensure they have a decent grip on what the assessments mean, how to apply them to their performance calculations, and also<strong> how they too can assist in the reporting.<\/strong><\/p>\n<h4>What\u2019s the official source?<\/h4>\n<p>ICAO Annex 14. However, familiarising yourself with all the info on it before then might be a good idea because <strong>several authorities have already implemented this.<\/strong><\/p>\n<p>NAV CANADA and EASA have both brought it in on <strong>August 12, 2021<\/strong><\/p>\n<p><a href=\"https:\/\/www.easa.europa.eu\/community\/topics\/runway-condition-reporting-grf\" target=\"_blank\" rel=\"noopener\">EASA have a bunch of handy info on it from how it was developed to Q&amp;As.<\/a><\/p>\n<p><a href=\"https:\/\/www.navcanada.ca\/en\/aeronautical-information\/operational-guides\/runway-surface-condition-notam.aspx\" target=\"_blank\" rel=\"noopener\">And here is NAV CANADA\u2019s page on it.<\/a><\/p>\n<p><a href=\"https:\/\/www.faa.gov\/about\/initiatives\/talpa\/\" target=\"_blank\" rel=\"noopener\">The FAA have their own project &#8211; TALPA<\/a> &#8211; which has pretty much already implemented exactly this so you might not notice much of a change.<\/p>\n<h4><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14606\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/GRF-E-mail-Banner-2021.png\" alt=\"\" width=\"620\" height=\"190\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/GRF-E-mail-Banner-2021.png 620w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/08\/GRF-E-mail-Banner-2021-300x92.png 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/h4>\n<h4>Bottom line<\/h4>\n<ul>\n<li><strong>Pilots<\/strong> should familiarise themselves with the new format and understand what it means and how to use it.<\/li>\n<li><strong>Operators<\/strong> should ensure all their staff are trained on it (and throw in some additional unstable approach, excursion mitigation and performance calculation training and awareness too if you fancy).<\/li>\n<li><strong>Airports and authorities<\/strong> should be ensuring they are implementing the new format, and training their staff on its use and importance.<\/li>\n<\/ul>\n<p>Hopefully this helps <strong>reduce the number of runway excursions<\/strong> due contamination and performance issues.
