{"id":1356,"date":"2019-10-24T03:00:47","date_gmt":"2019-10-24T07:00:47","guid":{"rendered":"https:\/\/ops.group\/blog\/?p=1356"},"modified":"2024-02-06T19:53:18","modified_gmt":"2024-02-07T00:53:18","slug":"2019-libya-airspace-update","status":"publish","type":"post","link":"https:\/\/ops.group\/blog\/2019-libya-airspace-update\/","title":{"rendered":"Libya Airspace Update Oct 2019"},"content":{"rendered":"<p class=\"p1\">On 23rd Oct 2019, the US issued an emergency order <strong>prohibiting U.S. operators from flying in Libyan airspace<\/strong>. The guidance here is very clear: <strong>do not operate anywhere in the HLLL\/Tripoli FIR, at any flight level.<\/strong><\/p>\n<p class=\"p1\">This follows months of civil war in Libya, with militia from the east mounting a campaign to seize control of Tripoli, including HLLM airport, and threatening to shoot down aircraft operating in western Libya.<\/p>\n<p class=\"p1\">In recent months there have been a number of airstrikes targeting HLLM\/Mitiga airport, the latest coming on Aug 15, which reportedly killed two people and forced the airport to close. There are <a href=\"https:\/\/twitter.com\/smmlibya\/status\/1159763745205305344\"><span class=\"s1\">videos on social media<\/span><\/a> showing <strong>planes landing at the airport as shells are falling<\/strong> in the background.<\/p>\n<p class=\"p1\">Prior to yesterday\u2019s announcement, the U.S. guidance on Libya was that operators were allowed to overfly Libya at FL300 or above, except an area in the north-western part of the country over Tripoli, where all flights were prohibited. The <a href=\"https:\/\/www.faa.gov\/air_traffic\/publications\/us_restrictions\/#restrictLB\"><span class=\"s1\">FAA website<\/span><\/a> now shows the <strong>updated guidance<\/strong> for Libya &#8211; including the Background Notice.<\/p>\n<p class=\"p1\"><strong>Germany<\/strong> and <strong>Malta<\/strong> still have warnings in place which mirror the <strong>old advice<\/strong> of the U.S. &#8211; do not fly over the north-western part of Libya, but overflights of the rest of the country are permitted at the higher flight levels. <strong>The UK<\/strong> and <strong>France <\/strong>advise against all overflights. These warnings may be updated in the coming days, following the new advice from the U.S.<\/p>\n<p><span style=\"color: #000000;\">Libya remains politically unstable, with a fragile security situation across the country.\u00a0<\/span>In their <a href=\"https:\/\/safeairspace.net\/\" target=\"_blank\" rel=\"noopener noreferrer\">SFAR<\/a> issued back in March 2019, t<span style=\"color: #000000;\">he U.S. said that the main threat to aviation at the lower flight levels stems from the widespread proliferation of man-portable air-defence systems (MANPADS) across the country:<\/span><\/p>\n<p><strong><em>&#8220;Both GNA and advancing LNA forces have access to advanced man portable air defense systems (MANPADS) and likely anti-aircraft artillery. These ground-based weapon systems present a risk to aircraft, but only at altitudes below FL300. LNA forces have tactical aircraft capable of intercepting aircraft at altitudes at and above FL300 within the self-declared military zone in Western Libya, which may present an inadvertent risk to civil aviation operations in Western Libya. While the LNA tactical aircraft threat is likely intended for GNA military aircraft, an inadvertent risk remains for civil aviation at all altitudes due to potential miscalculation or misidentification.&#8221;<\/em><\/strong><\/p>\n<p>However, t<span style=\"color: #000000;\">here are factions on the ground in Libya which possess weapons capable of targeting aircraft above FL300. <\/span><span style=\"color: #000000;\">The LNA is one of many <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.ecfr.eu\/mena\/mapping_libya_conflict\" target=\"_blank\" rel=\"noopener noreferrer\">armed groups in Libya<\/a> <\/span>which continues to use various rocket systems looted from Gaddafi\u2019s stockpiles at the end of the war in 2011. <\/span><span style=\"color: #000000;\">In May 2018, the LNA <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.aviationanalysis.net\/2018\/05\/lna-showcases-scud-b-ballistic-missile_10.html\" target=\"_blank\" rel=\"noopener noreferrer\">proudly displayed a refurbished Russian-made surface-to-air missile system<\/a><span style=\"color: #000000;\"> at HLLB\/Benina Airbase<\/span> <\/span>in Benghazi. This system has the capability to engage aircraft at altitudes up to FL450.<\/span><\/p>\n<p><span style=\"color: #000000;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-6888\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2018\/07\/sa-6-libya-missile.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2018\/07\/sa-6-libya-missile.jpg 640w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2018\/07\/sa-6-libya-missile-300x200.jpg 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2018\/07\/sa-6-libya-missile-558x372.jpg 558w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/span><\/p>\n<p><span style=\"color: #000000;\">The opposing GNA forces have surface-to-air missile systems of their own. Some reports indicate that the GNA are in possession of the Russian-made SA-3 system, which has the capability to engage aircraft at altitudes over FL800.<\/span><\/p>\n<p class=\"p1\"><span style=\"color: #000000;\">With the current conflict between these and other rival factions on the ground in Libya now escalating, it&#8217;s not clear what level of control the main players hold over their missile systems.<\/span><\/p>\n<p>Bottom line, t<span style=\"color: #000000;\">here&#8217;s still a potential risk to aircraft <strong>at all altitudes<\/strong> and <strong>across all parts<\/strong> of Libya.<\/span><\/p>\n<p>Even if you are allowed to overfly the country, there are only two approved routes available, in the far north-eastern corner of the country, as per <a href=\"https:\/\/pilotweb.nas.faa.gov\/PilotWeb\/notamRetrievalByICAOAction.do?method=displayByICAOs&amp;formatType=ICAO&amp;retrieveLocId=hlll&amp;reportType=RAW&amp;actionType=notamRetrievalByICAOs\" target=\"_blank\" rel=\"noopener noreferrer\">HLLL Libyan Notam A0063\/17<\/a>:<\/p>\n<p><em><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-8282 size-large\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/10\/LIBYA-OVERFLIGHTS-1024x573.png\" alt=\"\" width=\"1024\" height=\"573\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/10\/LIBYA-OVERFLIGHTS-1024x573.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/10\/LIBYA-OVERFLIGHTS-300x168.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/10\/LIBYA-OVERFLIGHTS-768x430.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2019\/10\/LIBYA-OVERFLIGHTS.png 1848w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/>Northbound<\/strong>: LOSUL UP128 LAB UM979 RAMLI UZ270 OLMAX (even levels)<\/em><br \/>\n<em><strong>Southbound<\/strong>: RASNO UY751 LOSUL (odd levels)<\/em><\/p>\n<p>Even on these routes, reliable ATC services cannot be guaranteed.
