So why did his death result in the temporary <strong>closure of the country<\/strong>, and what is the <strong>impact to aviation?<\/strong><\/p>\n<h4>The background<\/h4>\n<p>Chad is a large landlocked country in Africa, bordered by Sudan, Libya, the CAR, Cameroon,Nigeria and Niger.<\/p>\n<p>D\u00e9by was focused on building a more democratic society and he had strong allies in France and with other Western powers through his <strong>continued fighting against Jihadist groups<\/strong>. Provincial elections were already underway with projections suggesting he would be successful in winning a sixth term.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-12897\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-3.59.43-PM-1024x758.png\" alt=\"\" width=\"1024\" height=\"758\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-3.59.43-PM-1024x758.png 1024w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-3.59.43-PM-300x222.png 300w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-3.59.43-PM-768x569.png 768w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-3.59.43-PM.png 1214w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/>However, Chad is also one of the poorest nations in the world, with big problems around poverty, corruption and human rights, and with that came civil unrest.<\/p>\n<h4>What happened?<\/h4>\n<p><a href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-56830510\" target=\"_blank\" rel=\"noopener\">D\u00e9by was injured during a visit to troops who were battling against rebels<\/a> belonging to a group called Fact (the Front for Change and Concord in Chad). The big concern now is who will become the next leader &#8211; D\u00e9by&#8217;s son has stepped in &#8211; but <strong>the government has been dissolved<\/strong> and <a href=\"https:\/\/www.reuters.com\/world\/africa\/rebels-threaten-march-capital-chad-reels-presidents-battlefield-death-2021-04-21\/\" target=\"_blank\" rel=\"noopener\">conflict is escalating<\/a> in the country as opposing parties fight for power.<\/p>\n<p>The military elected initially to close land and maritime borders, but then <strong>closed all airports as well<\/strong>, whilst putting in a strict countrywide curfew.<\/p>\n<h4>The Impact for Aviation<\/h4>\n<p>Initially, a Notam was issued stating that FTTJ\/Ndjamena airport was closed, and that Contingency Procedures were in effect across the FTTT\/Ndjamena FIR.\u00a0Then a couple of days later, on Apr 21, the Notam was cancelled and the US Embassy issued a <a href=\"https:\/\/td.usembassy.gov\/security-alert-update-ndjamena-airport-and-chad-land-borders-are-reopened\/\" target=\"_blank\" rel=\"noopener\">Security Alert<\/a> advising that <strong>FTTJ airport has reopened.<\/strong><\/p>\n<p>In the short term however, landings are not advised, and overflying aircraft should be familiar with Contingency Procedures. <a href=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/FR-_14ENR-1.8-01-fr-FR.pdf\" target=\"_blank\" rel=\"noopener\">You can download the Contingency Plan from the Acesna AIP here.<\/a><\/p>\n<p>This plan lays out the arrangements for situations where the<strong> Air Navigation Services are partially or totally disrupted<\/strong>, and aims to ensure overflights remain possible. Effectively, it aims to coordinate with neighboring ATS units so control of the N&#8217;Djamena UIR is temporarily assigned to them &#8211; Brazzaville ACC and Niamey ACC are the primary units being used.<\/p>\n<p><strong>Pilot operating procedures<\/strong> while Contingency Procedures are activated are shown under section 8.3 and the advises the following:<\/p>\n<ul>\n<li>Maintain contact with Brazzaville or Niamey control until entering, and contact the next control at least 10 minutes prior to exiting.<\/li>\n<li>Operate along the assigned contingency route (as listed in the table), although SLOP is recommended.<\/li>\n<li>Reach your assigned level at least 10 minutes prior to entering N&#8217;Djamena UIR and maintain throughout unless an emergency arises requiring you to diverge from it.<\/li>\n<li>Listen out on 12.6 and transmit position reports.<\/li>\n<\/ul>\n<div id=\"attachment_12898\" style=\"width: 662px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-12898\" class=\"wp-image-12898 size-full\" src=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-4.00.40-PM.png\" alt=\"\" width=\"652\" height=\"771\" srcset=\"https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-4.00.40-PM.png 652w, https:\/\/ops.group\/blog\/wp-content\/uploads\/2021\/04\/Screen-Shot-2021-04-21-at-4.00.40-PM-254x300.png 254w\" sizes=\"auto, (max-width: 652px) 100vw, 652px\" \/><p id=\"caption-attachment-12898\" class=\"wp-caption-text\">Contingency routes laid out in the ASECNA AIP ENR 1.8<\/p><\/div>\n<h4>What else do we know?<\/h4>\n<p>N&#8217;Djamena in the past was a <strong>popular fuel stop in central Africa<\/strong>, but multiple travel warnings now advise against travel here (see the UK advice <a href=\"https:\/\/www.gov.uk\/foreign-travel-advice\/chad\" target=\"_blank\" rel=\"noopener\">here<\/a>, and the US advice <a href=\"https:\/\/travel.state.gov\/content\/travel\/en\/traveladvisories\/traveladvisories\/chad-travel-advisory.html\" target=\"_blank\" rel=\"noopener\">here<\/a>). No official state Notams have been issued, but risk remains high. A state of emergency remains in place for the Lake Chad region.
